T hat the City Manager is he reby author-
ized and directed to employ independent qualified
auditors for the purpose of having an examination
made of the becks of account of the Miami Gas Company
in order to determine the income and expenses of that
Company for the calendar years 1922 qnd 1923, and the.
twelve months period ending July 31, 1924, and the
said City Manager is hereby authorized and directed to
employ .lost & Ernst, of Atlanta, 4e crgia, for such
purpose, the expense cf such examination to be borne
by the Florida Paver & Light Company.

is we have previously informed you, the Florida power
& Light Company has acquired the property formerly (mid and
Operated by the Miami Gas Company in Miami, Florida. Said prow,
perty was purohased by us as of May 31, 1924, from Mr.'N. 8.'
McCall, representing the Central Power & Light Oompaq of
St. Louis, Missouri.
During the progress of our negotiations with Mr, Yo.•
Call, which oovered the latter part of the month of May, 1924,
one of our gas engineers visited Miami for the purpose of in-
specting the property and analysing certain plans for its im-
provement, which had been under contemplation by Mr. McCall.
This inspeotion by our engineer resulted in the material enlarge-
ment of the plans whioh had been under di soussion and immediately
upon our acquisition of the property we plaoed large orders for 0
additional gas plant faoilities and for the neoessary pipes, •-ci 0Cs
valves and oonneotions required for the immediate extension of 0 V 330

We believe and trust that you will look upon tbe taot that -
we have prooeeded with the ordering of the materials and equipment
necessary for more than doubling, during the present year, the pre
sent oapaoity of the gas plant, and largely extending and improving
its distribution system, without waiting until an adjustment of the
present unsatisfactory franohise situation shall have been consuls -
mated, as an evidence of our desire to promptly provide satisfactory
service in Miami, and of our confidence that the citizens of
will treat us with justice and consideration in franohise aad
other matters necessary for our reasonable proteotion in providing
and extending said gas service both now and in the future.

We are handing you herewith a statement; of.the:Ia
ings of the Miami Gas Company for the years 1922 and 1923 to
gather with a statement of the operating costs for the year
1923 which we will ask you to please examine in oonneotion with
your, consideration of the proposed franchise for our oompaxly
whioh is now before your body. These statements will show you
what the earnings of our plant have been for the last two years.
The seventy-five cents service charge which is called
for by the new franchise is intended to cover an unavoidable waste
and expense to the 'ompany Incident to keeping its plant in con-
dition for Immo. ate service to all consumers and to the repairs
of meters and every expense incident to keeping a supply of gas
on hand read:; to be tapped at any moment. This is not a meter
charge. We have undertaken to explain the purpose of this service
charge in the franchise itself. The minimum charge of 11.00 per
meter month has been eliminated, it being considered that a service
charge to be paid by each consumer is a fairer method of the dis-
tribution of the costs of service than the minimum charge would be.
This service ch;:r;~ts Is being adopted in a great many of the ,sties

tt will be the purpose of our Company, if this fries!:':
ohise should be adopted, to have the present receivership of
the Company terminated just as soon as we can do so and oonap'
with the formalities of legal proceedings. It is our purpose'
to take steps immediately upon the adoption of the franohis
towards a termination of the receivership so that the Corspa y
eaa again be put back under the management of its owners. It
is also the intention of the Ilas Company to extend its facilities
to meet the demands of the large increasing population that has
taken place since the Company was placed in the hands of the
receiver. This will necessitate the borrowing of a large sum
of !Honey which we will undertake go do. There are many subdi-
visions in.:.:=Ami that are today demanding a suprly of gas but
so long* as the Company is in the hands of the receiver we will
be unable to meet the demand. furthermore, our present equipment
is not adequate to meet this demand and it is our desire and
purpose to purchase equipment to meet the demands of the city
for the next ten years at least.
