adopted a resolution ordering the improvement designated as'
Sidewalk Improvement No. Sk . 5L District Sk. 51
'and directed the City T:ianager to ;ore pare and file plans and
specifications of such improvement and an estimate of the
: coat thereof, including an estimate of the incidental e.:-
