the City of %and., has preeared and filed with the City Clerk
plans and seecifications of such improvement and an estimate
of the cost thereof, includinc an estimate of the cost of the
incidental expenses of said improvement, and whereas dUe notice
by publicaticn as required by the City Charter has been made
that the Commission of the City of Miami would on the
