plans and specifications of such improvement and an estimate
of the coat thereof, inoludinC an estimate of the cost of the
incidental expenses of said improvement, and whereas due notice
by publicaticn as required by the City Charter has been made
that the Comr;,ia3ton of the City of Miami would on the
