tha City of Miami, has prepared and filed with the City Clerk
plan6 and specifications of such improvement and an estimate
of the cast thereof, including an estimate of the cost of the
incidental expenses of said improvement, and whereas due*notioe
by publication as required by the City Charter has been made
that the Commission of the City of Miami would on the
