same, it appears that it is to the advantage of the City.

Gentlemen:
Attached hereto is a letter from the Director
of xublio Utilities, Mr. Cotton, submitting his
files in reference to the employment of an engineer,.
to furnish plans and specifications for our water
softening plant at riieleah.
Mr. Cotton received propositions from several eminent
engineers in this line of work, and the offer that
Alvord, rsurdick and nowson have submitted is the best
and lowest proposition. '.these engineers are an old
established firm, have done considerable of this kind
of work, and stand very high in their profession.
1 will therefore reoommend that the proposition
submitted by Alvord, .uurdick and nowson be accepted
and they be employed to do this work.
