APR 1 51924 itliali1sD AND P Gentlemen: Attached hereto is a letter from the Director of xublio Utilities, Mr. Cotton, submitting his files in reference to the employment of an engineer,. to furnish plans and specifications for our water softening plant at riieleah. Mr. Cotton received propositions from several eminent engineers in this line of work, and the offer that Alvord, rsurdick and nowson have submitted is the best and lowest proposition.
