passed and adopted a resolution ordering the improvement

and directed the City Manage, to prepare
and file plans and specifications of such improvement sad an
estimate of the cost thereof, including an estimate of the inci-
dental expenses, and the said plane and epecif;cations and estimate
of cost and estimate of incidental expenses have been filed by the
City Manager with the City Clerk,
