MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS OF THE CITY OF MIAMI, FLORIDA.
On this 23rd day of Deoember, A. D. 1924, the Commission of the City of Miami, Flori-
da, met in regular session at the City Hall in Miami, Florida, at 9:00 o'olook A. M.
In the absence of Chairman E. C. Romfh, 1Yir. J. E. Lummus nominated Commissioner C.D.
Leffler Aoting Chairman. The nomination was seconded byMr. J. H. Gilman and unani-
mously Carried. 0n roll oall the following members of the Commission were present:

READING AND APPROVAL OF t1INUTES
OF METING OF DECEMBER 16TH
The Clerk read the minutes of the meeting of December 16th, 192.4, and there being no
corrections or additions to be made thereto, on motion duly made and seconded, the
minutes were approved and acoepted as written.
PETITION FOR WHITE -WAY LIGHTS
ON S. W. EIGHTH STREET
A petition from property owners on S. W. Eighth Street•b etween Miami Avenue and Four-
teenth Avenue requesting the City to install a White Way along that thoroughfare was
reoeived. After due consideration it was the sense of the Commission that White -
Way lights should be installed in the down -town and business district before enter-
ing the residential districts with these lights, and that if White -Way lights were
installed in all residential distriote the oost of furnishing ourrent would be pro-
hibitive. 0n motion of Mr. Lummus, seconded by Mr. Gilman, the request for White -
Way on S. W. Eighth Street, between the Avenues named., was denied at this time.
ADJUSTMENT OF ASSESSMENTS
FOR COST OF IMPROVEMENTS
The City Manager submitted a oommunioation in reference to the canoellation and ad-
justment of certain paving and sewer liens which is as follows:

Gentlemen: -
I am submitting, herewith, three letters from the Director of
Publio Servioe, with reference to oancellation and adjustments of a num-
ber of paving and sewer liens, as follows: -
Sr. District #92, there was an assessment against Lots 2 and
3, of Blook 44, Waddell's Addition, for laterals, which we found advis-
able to omit. These liens amounted to $26.44, for eaoh lot, and should
be cancelled.
On Pv-43, S.W. 7th Avenue, H-196-B; Mr. Martin, who is owner
of Lot 20, Block 46 South, had given 10' off his lot for the widening of
5. W.6th Street, and feels that he should not pay the street assessment
on this 10' strip. I would recommend that he be credited on his lien of
$32.48, the amount of the paving against this 10' strip.
In widening N.W. 17th Avenue from W. Flagler Street to N. W.
let Street, theCity acoepted dedications from property owners in Block
3 of Orange Park, with the understanding that they would be relieved of
the cost of paving improvement in front of their property.
We have dedications for the necessary land to widen this Ave-
nue aoross the following lots, which lots have been assessed for the am-
ounts shown:

Final assessment rolls have been approved on the above by the Com-
mission, and in order to relieve the owners of the assessments it will
be neoessary for the Commission to pass proper Resolution authorizing
the Finanoe Department to cancel same, or, it might be just as well to
pay these assessments out of theStreet Widening Bond Fund, as this ex-
pense is occasioned by the widening of the Street.

Thereupon a resolution authorizing the payment of the liens against property,patt of
whioh has been dedicated for street purposes, from the Street Widening Bond Fund and
4the oanoellation and adjustment of certain other liens was introduced by Mr. Lummus
and is as follows:
RESOLUTION NO. 1747.
A RESOLUTION AUTHORIZING THE PAYMENT OF CERTAIN PAVING
LIENS FROM THE STREET WIDENING BOND FUND AND THE,OANCEL-
LATION AND ADJUSTMENT OF CERTAIN OTHER LIENS AS SET
FORTH IN THIS RESOLUTION.
WHEREAS, in the widening of N. W. 17th Avenue from West Flagler St.
to N. W. let Street certain deeds of dedication from property owners on
said Avenue were executed with the understanding that the improvement'
assessments against such property for street paving would be cancelled"
by the City and the cost thereof not oharged against the property, and
WHEREAS, in the widening of S. W.8th Street the owner of Lot 20 of
Block 46 South gave the City for street purposes ten feet off the south
100' of the said Lot and it is the sense of the Commission that the as-
sessment against the property should not include an assessment of the
ten feet of property so dedicated, and
WHEREAS, under Sewer Improvement Distriot 92 certain lateral con-
nections were ordered made, but prior to construction the said later-
al connections were ordered left out of the improvement,
NOW, THEREFORE, BE IT RESOLVED by the Commission of the City of
Miami:
Section 1: That the Director of Finance be, and he is hereby, au-
thorized and directed to pay from the Street Widening Bond Fund the as-
sessments against the following described property in the amounts set
forth, to -wit:

with the sum of $32.48, the amount of such credit to be paid from the

HIGHWAY IMPROVEMENTS O DERED DY OQMMISSION
The Commission ordered the improvement of oertain highways in the City of Miami
under Section 56 of the City Charter and directed the City Manager to prepare and
file plans, speoifioationa and estimates of cost pursuant to said Seotion by the
following Resolutions: Resolution ordering Highway Improvement 245 was intro-
duoed by Mr. Lummus:
RESOLUTION NO. 1748.
DISTRICT H-245. HIGHWAY IMPROVFMF;NT NO. H - 245.
BE IT RESOLVED by the Commission of the City of Miami: That the
following improvement designated Highway Improvement No. 245, be made
under Section 56, City Charter, and that special assessments be made
therefor against property liable, designated District H-245, and that
the City Manager shall prepare and file plans, speoifioationa and an
estimate of oost pursuant to said Seotions
On South Miami Avenue from 8th Street to 12th Street.
Soarifying thereof between gutters.
Constructing a concrete ourb 6" wide and 12" deep and a oonorete
gutter 18" wide and 6" deep, on both sides of street, except that where
a suitable curb and gutter to proper line and grade is already in place
the construction of a new curb and gutter will be omitted.
Constructing a pavement of sheet asphalt 3" thiok or Kentuoky Rook
Asphalt 1-1/3" oompaoted thickness, upon the present foundation, all
being 34 feet wide and extending from ourb to ourb.
Construction of necessary inlets, catch -basins and oonneotions to
sewers.
On motion of Mr. Lummus, seconded by Mr. Gilman, the resolution was passed and ad-
opted by the following vote: AYES: Messrs. Leffler, Lummus, Gilman. NAYES: None.
The resolution ordering Highway Improvement No. 246 was introduced by Mr. Lum-
mus and is as follows:

DISTRICT H-246. HIGHWAY IMPROVEMENT NO. H - 246,
BE IT RESOLVED by the Commission of the City of Miami: That the
following improvements designated Highway Improvement No. 246, be made
under Section 56, City Charter, and that special assessments be made
therefor against property liable, designated District H-245, and that
the City Manager shall prepare and file plans,apeoifioations and an
estimate of cost pursuant to said Seotion:
0n South Miami Avenue, from 12th Street to 15th Street Road.
Scarifying thereof between gutters.
Constructing a concrete curb 6" wide and 12" deep and a concrete
gutter 18" wide and 6" deep on both sides of the street, except that
where a suitable curb and gutter to proper line and grade is already
in plaoe the construction of a new ourb and gutter will be omitted.
Constructing a pavement of sheet asphalt 3" thick or Kentucky Rock
Asphalt 1-1/3" compacted thickness upon the present foundation, all
being 50 feet wide and extending from curb to curb.
Construction of necessary inlets, oatch-basins and oonneotions to
sewers.

an estimate of oost pursuant to said Seotion:
0n South Miami Avenue, West Drive, from 15th Street Road to 169.2
feet South of 27th Street Road,
0n South Miami Avenue, East Drive, from 15th Street Road to 169.2
feet South of 27th Street Road.
Grading thereof between curbs.
Constructing a concrete ourb 6" wide and 14" deep and a oonorete
gutter 18" wide and 6" to 7i" deep; on both sides of the street, ex-
oept that where a suitable curb and gutter to proper line and grade is
already in place the construction of a new ourb and gutter will be
omitted.
Construoting a pavement of sheet as halt 3" thiok upon a founda-
tion of local pit rock 8" thiok, or 1-1/3" oompaoted Kentuoky Rook
Asphalt upon a foundation of local pit rook 9-2/3" thick, all being
25 feet wide and extending from curb to curb.
Constructing necessary inlets, oatoh-basins and oonneotions to
sewers.
On motion of Mr. Gilman, seoonded by Mr. Lummus, the said resolution was passed and

The resolution ordering Highway Improvement No. 248 was introduced by Mr. Lum-

BE IT RESOLVED by the Commission of the City of Miami: That the
following improvement, designated Highway Improvement No. 248, be made
under Section 56, CityOharter, and that special assessments be made
therefor against property liable, designated District H-248, and that
the City Manager shall prepare and file plans, speoifioations and an
estimate of oost pursuant to said Section:
On S. W. 2nd Avenue, from S. W. 17th Road to S. W. 18th Road,

Clearing and grading thereof to a width of 23 feet.

The following resolution, ordering Highway Improvement No. 249, was introduoed by

following improvement, designated Highway Improvement No. 249, be made

the City Manager shall prepare and file plans, specifications and an
estimate of oost pursuant to said Section:
On South Miami Avenue, from 169 feet South of 27th Street Road to
the City Limits.
Grading thereof between curbs.
Constructing a concrete ourb 6" wide and 14" deep and a concrete
gutter 18" wide and 6" to 7a" deep on both sides of the street, except
that where a suitable curb and gutter to proper line and grade is al-
ready in pluoe the construction of a new ourb and gutter will be om-
itted.
Constructing a pavement of sheet asphalt 3" thick upon a founda-
tion of local pit rock 8" thick or Kentucky Rook Asphalt 1-1/3" com-
pacted thickness upon a foundation of local pit rook 9-2/3" thick, all

is already in plane the construction of a new curb and gutter will be
omitted.
Constructing a pavement of aap'raltio maoadam 2" thiok upon a foun-
dation of local pit rock 5" thick, or 3/4" compacted Kentucky Rook As-
phalt on a foundation of local pit rook 64" thick, all being 46 feet
wide and extending from curb to curb.

that where a suitable curb and gutter to proper line and grade is al-
ready in place the construction of a new curb and gutter will be omit-
ted.
Constructing a pavement of asphaltic macadam 2" thick upon a foun-
dation of local pit rook 5" thiok or of Kentucky Rock Asphalt 3/4" com-
pacted thiokness upon a foundation of local pit rook 64" thick, all be-
ing 28 feet wide and extending from curb to ourb.

to sewers.

and that the City Manager shall prepare and file plans, specifications
and an estimate of cost pursuant to said Section:
On N. W. 7th Avenue, from llth Street to 36th Street.
