as proposed by them and have submitted pay rolls for this
work, and
WHMUS, the appropriation made for the payment of this
work is insufficient to take care of the pay rolls so sub-
mitted and it is necessary that an additional appropriation
be made from the ,ienera 1 r'und surplus,
