shall state the imerovemeet is to be constructed, and paid for
in cash, under Section 3c, cf the City Charter. Any bid cover -

After an award has been mane, the checks of all bidders, other
than the one to who the contract has been awarded, shall be re-
turned. In default of the etering into of such contract, the
certified check required to accor..pany such bid shall be for-
feited to the City of Miami, Florida, not as a penalty, but as
liquidated dai ales for the delay or additional cost which may
be incurred by the City, by reason of such default. No bid
will be permitted to be withdrawn for any reason whatever after
having been filed with the Clerk.
