WHRRBAS, the City Tanager has prepared and submitted to the City
Commission a budget estimate clothe expenditures and revenues of all
city departments, divisions and offiaas for the ensuing fieaal year,
ooDiee of such estimates having been furnished to the newspapers of
the City and to each library in the ,pity ►;hich is open to the public,
and
ar =i :tic, provision has been duly made b; the City Commission for
public hearings on the proposed appropriation ordinance before the
City Commission sitting as a co+:vmittee of the whole, and

as submitted by the City i.:anager subect to the changes as herein made
