CITy AEU CITY HALL October 9th, 1923. 399 MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS OF THE CITY OF MIAMI, FLORIDA. On the 9th day of October, A. D. 1923, the Commission of the City of Miami, Florida, met in regular session at the City Hall in Miami, Florida. The meeting was oalled to order by Chairman Romfh at 9:00 o'olock a. m. and on roll oall the following members were pre- sent: E. C. Romfh, J. E. Lummu J. I. Wilson, J. H. Gilman, ABSENT: C. D. Leffler, on account of sicknese. READING OF MINUTES OF LAST MEETING The Clerk read the minutes of the meeting of October 2nd, 1923, which were approved and accepted as written. ADDITIONAL 15 DAYS' PAY FOR EMPLOYEES UNDER CERTAIN CIRCUMSTANOES The City Manager submitted communication addressed to him from the Director of Publio Service under date of October 8th, in reference to additional pay for Lir. Roy D. Marsh, Assistant Engineer. On motion ofMr. Wilson, seoonded by mr. Gilman, the said oommu- nioation was ordered received, filed and spread upon the minutes: Miami, Florida, October 8, 1923. Lir. F. E. Wharton, City Manager, Miami, Fla. Dear Sir: Mr. Roy D. Marsh, Assistant Engineer, left the employ of the City on October 1st. Ur. Marsh etates, which is true, that he has been with the City several years without, in that time, having a vacation. He requests, under these oiroumstances, that he be allowed pay for 15 days beyond the date of his resignation. Please auvise me what action I shall take in the matter. Very respectfully, CHAS. Vi. MURRAY Director of public Service and Welfare After some discussion it was the sense of the Commission that when an employee of the Oity, who has been continucusiy in the service of the City for more than twelve months, and has not taken advantage of the cutomary vacation, resigns and leaves his employ- ment that it was fair to allow such employee 15 days additional pay. Thereupon a re- solution was offered by Lr. Wilson as follows: RESOLUTION D0.1025. BS IT RES CLVED by the Commission of the C ity of Miami that the City Manager be, and he is her6by, authorized, in his judgment and disoretion, that whenever an employee of the City, who has been continuously in the service of the City for more than twelve months and has not taken advan- tage of the customary vacation, resigns and leaves his employement that the City Manuer may in Lis judgment pay such employee for 15 days addi- tional time in lieu of his not having taken his vacation. BE IT FURTHER ..-ESOLVED that in all such oases the City Manager ad- vice the Deportment of Finance and the City Commission of his action in such matters. Motion by Lr. C:ANGE IN PROPusED STREET RAILWAY EXTENSION APPROVED BY CCUMISSION The City Manager submitted to the Commission communication addressed to him from Er- nest Cotton, Director of public Utilities:, under date of September 28th. Attached to said communication was 1:chedn1e of cost of the proposed changed addition as set forth in the commuhication. On motion of Lir. Lummus, seconded by Mr. Leffler, the communication together with the said schedule of cost was ordered filed and the clerk d ire c ted to copy sae upon the minutes: Miami, Florida, September 28, 1923. E. 2nd Avenue ex- tending from Flagler to N.E. 13th., Street ae against the loop embodied in my lett,Ir of September 4th, 1923, I estimate to be 430,000.00, this carries cost of repaving with asphalt en conorete base. A RESOLUTION AUTHORIZING AND APPROVING THE CHANGE IN THE PROPOSED STREET CAR SYSTEM EXTENSION AS SET FORTH IN THE COL;I,IUNICATION OF THE LIRECTOR OF PU- BLIC UTILITIES TO TEE CITY MANAGER AND AS SE0WI ON THE SI'.ETCH ATTACHED TO SAID COMMUNICATION. WHEREAS, the Director of Public Utilities has submitted to the City Manager plans and estimate of cost of proposed changed extension of the street railway system of the City of Miami, and WHEREAS, the City manager has submitted such plans and estimate of cost to the Commission and the Commission approves of the change and the additional coat thereof, ROW, THEREFORE, BE IT RESOLVED by the Commission of the City of Mi- ami that the change in the proposed street railway extension as recom- mended by the Lireot.:r of public Utilties to the City Manager be, and the same is hereby, authorized and approved. Motion by Mr. Lummus, seconded by Mr. Wilson, that the said resolution be passed and adopted. Roll called and the vote thereon was as follows: AYES: Messrs. Romfh, Lunu.,us, Wilson, Gilman, Leffler. An ordinance entitled: AN ORDINANCE 'CONSOLIDATING AND COMBINING THE FUNCTIOIIS AND DUTIES OF THE DIRECTOR OF PUBLIC SERVICE AND PUBLIC WELFARE AND THE DIRECTOR OF PUBLIC UTILITIES. passed on its first reading at the regular meeting of the Commission on October 2nd, 1923, was taken up for its second and final reading. On motion of mr. Lummus, se- conded by 1r. Gilman, the said ordinance was given its second and final reading and was read in full. motion by i,'. Lummus, seconded by LIr. Gentlemen: In the matter of the Band Concerts at Royal Palm Park, there seems to be quite a demand that these band oonoerte be continued through the month of October, so I will ask that you appropriate from the Publicity Fund 4750.00 to be used for this purpose. Said notice shall state the improvement is to be constructed, and paid for in crash, under Section 56, of the City Charter. After an award has boon made, the checks of all bidders, other than the one to whom the ecntrnet has been awarded, shall be returned. In default of the entering into of such contract, the certified check required to accompany such hid shall be forfeited to the City of Miami, Florida, not as a penalty, but as liquidated damages for the delay or additional cost which any be incurred by the City, by reason of such default.
