MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS OF THE CITY OF MfIAMI . FLORIDL.
0n the 18th day of July, A. D. 1923, the Commission of the City of Miami, Florida,
met at the City hall in Miami, Florida, at 5:00 o'clock p. m., in pursuance of an
adjournment on Tuesday, July 17th, 1923, there being present the following;
E. C. Romfh, J. E. Lummus, J. I. Wilson, J. H. Gilman, C. D. Leffler.
SALE OF $892. 000 SERIES "0" IMPROVEMENT BONDS BY DIRECTOR OF FINANCE
Mr. C. L. lluddl.eston, Director of Fineur_se, reported to the Commission that under
Resolution No. 817, authorizing hire to negotiate •f"r the sale of 892,000 Series
"U" Improvement Bonds without public advertisement, that he had negotiated to sell
said bonds at 97 and accrued interest, amounting in all to 065,240 and accrued
interest, to the joint account bid of:

Wilson, the said proposal was received and ordered filed and spread upon the min-

Motion by LIr. Wilson, seconded by Mr. Gilman, that the said resolution be pass-

CANVASS OP RJ TURES OF INSPECTORS AND CLERK SPECIAL ELECTION ON CHARTER AMENDMENTS
The Special Election for the ratification or rejection of Charter Amendments having
been held on Tuesday, July 17th, 1923, and the custodian of the ballot box used at
said election having presented the same to the Commission properly sealed as requir-
ed by law, thereupon the said ballot boxes were opened and the returns of the Eleo-
tior. with the certificates of the Inspectors and Clerk withdrawn and the said returns
canvassed. Thereupon the certificate of the Inspectors and Clerk were, on motion
duly made and seconded, incorporated by the 'Clerk in these minutes and are as fol-
lows:

We, the undersigned, Inspectors and Clerk of a Special Elec-
tion held in the City of Miami, Florida, in accordance with the provi-
sions of Law and pursuant to Ordinance No. 172, passed and adopted May
22nd, 1923, for the ratification or against the ratification of the
following question:
Shall the Act to Confer Additional Powers Upon
the City of Miami, a Llun'cipal Corporation of the
State of aorida, and to Amend Paragraph (hh) of Sec-
tion 3; to Amend Paragraph (j) of Section 3; to
Amend Paragraph (b) of Section 4, and to Amend Sec-
tions 15, 30, 57 and 81, of the Charter of the City
of Miami, Adopted by the Electors of the City of Mi-
ami at an Election held May 17, 1921, which Charter
was Legalised ar:d Validated by Chapter 9024 of the
Laws of 71orida, be ratified?

Thereupon, upon motion of Lir. Lununus, seconded by Lir. Wilson, it was resolved that
the Commission finds and certifies that 470 ballots were cast at the Special Elec-
tion; that 414 votes were cast for the ratification of the question hereinbefore
recited; that 49 votes were cast against the ratification of the said question;
and that 7 voted were thrown out and not counted on account of being marked on the
error.:- side or otherwise defaced or spoiled. It is further certified that the said
question was duly voted on and ratified by a majority of the qualified electors
of the Cite Jf LLiar:.i, as required by law at the Special Election held July 17th,
1923. It was further resolved tl:ut the returns of the said inspectors and clerk,

A RESOLUTION AUTHORIZING THE PRINTING AND PUBLICATION OF
FIVE HUNDRED COPIES OF THE CHARTER OF THE CITY OF MIAMI,
TOGETHER WITH THE AMENDMENTS NTS WHICH WERE RATIFIED BY THE
VOTE OF THE ELI JT'CRS OP THE CITY OP MIAMI ON JULY 17th,1923.
WHEREAS, the printed charters of the City of r.Iiani have all been
distributed and used, and
WHEREAS, amendments to the charter were adopted by a vote of the
electors of the City of Miami on July 17, 1923, and it is necessary and
proper that publication should be mode of the charter with its amend-
ments.
NOW, '.H ?ElnRE, BE I1 RESOLVED by the Commission of the City of
Miami: That the City Manager shall cause to be printed and.published
five hundred ("O0) copies of the charter of the City of Miami, together
with its amendments as adopted by the vote of the electors of the City
of Miami on July 17, 1023, and such charter and its amendments shall be
printed and published under the direction of t-.e City Attorney, who
shell cause an index to be prepared for such charter and amendments.
Motion by Mr. Gilman, seconded by Mr. Leffler, that the said resolution be passed
and adopted. Or: roll call the vote thereon was as follows: AYES: Messrs. Rom:h,
Lummus, ',lils:m, Gilman, Leffler, h0E6: .None. LIotion unanimously carried and the
said resolution passed and adopted.
