HomeMy WebLinkAboutCC 1923-03-21 MinutesMarch 21, 1923. 189 md MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS OP THE CITY OF MIAMI, FLORIDA. 0n the 21st day of March, 1923, the City Commission of the City of Miami met at the 'City Hall at Miami, Florida, at 9:00 o'clock a. m., in pursuance of adjournment on March 20, 1923, there being present the following: C. D. Leffler, J. E. Lummus, J. I. Wilson, J. H. Gilman, E. C. Romfh. CANVASS AND CERTIFICATION RETURNS OF SPECIAL BOND ELECTION MARCH 20th At this meeting the returns, the certificate of the three inspectors and the Clerk, the tally sheets and ballots of the special election held on Tuesday, March 20th, 1923, having been delivered to the City Commission, on the special election held on said date for the following purposes: 1. Shall bonds of the City of Miami not exceeding ?750,000 be issued for the purpose of aoquiring an adequate supply of wholesome water for the use of the City and its inhabitants; 2. Shall bonds of the City of Miami not exceeding 41,000,000 be is- sued for the purpose of acquiring and improving lands for public park pur- poses; 3. Shall bonds of the City of Miami not exceeding 4400,000 be issued for the purpose of extending and improving the street railway system of the City of Mia:n i ; 4. Shall bonds of the City of Miami not exceeding 4100,000 be issued for the purpose of constructing a hospital unit and connecting corridors and equipping hospital units; 5. Shall bonds of the City of Miami not exceeding 415,000 be issued for the purpose of constructing a public comfort station; 6. Shall bonds of the City of Miami not exceeding $40,000 be issued for the purpose of constructing and incinerator; 7. Shall bonds of the City of Miami not exceeding 41.00,000 be issued to pay the City's share of the cost of constructing sanitary sewers; 8. Shall bonds of the City of Miarmi not exceeding 475,000 be issued to pay the City's share of the cost of constructing storm sewers; 9. Shall bonds of the City of Miami not exceeding 4100,000 be issued for the purpose of deepening the channel and turning basin of the City's harbor. 10. Shall bonds of the City of Miami not exceeding 475,000 be issued for the purpose of constructing a fire alarm extension and a hydrant and high pressure system; 11. Shall bonds of the City of Miami not exceeding 475,000 be issued for the purpose of acquiring property for extension and widening of streets; me And thereupon the City Commission did canvass the said election returns and do certify that the same are in every respect regular and do certify the result of the said elec- tion to be as follows: That on the question proposed on the said ballots: 1. Shall bonds of the City of Miami not exceeding 4750,000 be issued for the purpose of acquiring an adequate supply of wholesome water for the use of the 'Jity and its inhabitants, there were 489 votes oast FOR the issuance of said bonds, and 58 votes were cast AQATNST the issuance of said bonds; That on the question proposed on the said ballots: 2. Shall bonds of the City of Miami not exceeding 41,000,000 be issued for the purpose of acquiring and improving lands for public park purposes, there were 470 votes cast FOR the issuance of said bonds, and 72 votes oast AGAINST the issuance of said bonds; That on the question proposed on the said ballots: 3. Shall bonds of the City of Miami not exceeding 4400,000 be issued for the purpose of extending and improving the street railway system of the City of Miami, there were 373 votes cast FOR the issuance of said bonds, and 183 votes cast AGAINST the issuance of said bonds; That on the question proposed on the said ballots: 4. Shall bonds of the City of Miami not exceeding ,$100,000 be issued for the purpose of constructing a hospital unit and connecting corridors and equipping hospital unite, there were 432 votes cast FOR the issuance of said bonds, and 97 votes were cast AGAINST the issuance of said bonds; That on the question proposed on the said ballots: 5. Shall bonds of the City of Miami not exceeding 415,000 be issued for the purpose of constructing a public comfort station, there were 465 votes cast FOR the issuance of said bonds, and 74 votes were oast AGAINST the issuance of said bonds; That on the question proposed on the said ballots: 6. Shall bonds of the City of Miami not exceeding 100 000 be issued to pay the City's share of the cost of constructing sanitary sewers, there were 507 votes cast FOR the issuance of said bonds, and 36 votes cast AGAINST the issuance of said bonds; That on the question proposed on the said ballots: 8. Shall bonds of the City of Miami not exceeding $75,000 be issued to pay the City's share of the oost of constructing storm sewers, there were 492 votes cast FOR the issuance of said bonds and 41 votes oast AGAINST the issuance of said bonds; That on the question proposed on the said ballots: 9. Shall bonds of the City of Miami not exceeding 4100,000 be issued for the purpose of deepening the channel and turning basin of the City's harbor, there were 514 votes cast FOR the issuance of said bonds, and 32 votes cast AGAINST the issuance of said bonds, That on the question proposed on the said ballots: 10. Shall bonds of the City of Miami not exceeding 075,000 be issued for constructing a fire alurm extension and a hydrant and high pressure system, there were 475 votes cast FOR the issuance of said bonds, and 63 votes cast AGAINST the issuance of said bonds; That on the question proposed on the said ballots: 11. Shall bonds of the City of Miami not exceeding 075,000 be issued for the purpose of acquiring property for extension and widening of streets, there were 4G8 votes cast FOR the issuance of said bonds, and 71 votes cast AGAINST the issuance of said bonds. It is further certified that NO votes were thrown out and not counted on account of being marked on the wrong side or otherwise defaced or spoiled. It is further certified that the total number of votes cast at said election upon the said eleven proposed bond issues were 560, and that the City Commission finds and cer- tifies that the said election was fairly held according to the provisions of the law and the said returns of the inspectors and clerk are found to be correct. 0n motion of E. Lummus, seconded by the City Commission that the said above recited were duly voted for and carried the City of Miami, as required by law a J. I. Wilson, it is resolved and certified by proposed 2,730,000 bond issue hereinbefore by a majority of the qualified electors of t the special election held March 20th, 1923. Be it further resolved that the returns of the said inspectors and the Clerk includ- ing the ballots, tally sheets, oaths of office and certificate of election be replac- ed in the said ballot box and that the same be sealed and be kept in the possession of the City Clerk as custodian thereof. 0n roll call the vote on the foregoing J. E. Lummus, yes; J. I. Wilson, yes; carried and the said resolution passed resolution was as follows: C. D. Leffler, yes; J. H. Gilman, yes; E. C. Romfh, yes. Motion and adopted. SOUTHSIDE FIRE STATION COMMUNICATION FROM CITY ATTORNEY The City Attorney presented communication, under date of March 20th, 1923, in reference to the Southside Fire Station, which, on motion of J. E. Lummus, seconded by E. C. Romfh, Wtias received and filed and ordered spread upon the minutes: Miami, Florida, March 20, 1923. The Jity Commission, Miami, Florida. Ge ntlemen : - In re: Southside Fire Station. Referring to the conversation this morning in reference to the unoomr pleted fire station on the Southside, I beg to advise that I took this up promptly with LIr. Humphreys, the resident agent of the surety company, and he advises me that he has had an architect's estimate of the cost of com- pleting the work according to the contract and specifications made, and that estimate has been forwarded to the office of the Company at Jackson-. ville and he is looking for a reply within the next day or two, at which time he will advise me of just what the surety company on the bond are will- ing to do, and I will then advise you further.
