On the loth day of October, A. D. 1922, the Commission of the City of Miami met in re- gular session at the City Hall in Miami, Florida. The meeting was called to order at 9 o'clock a. m. by Chairman Leffler and on roll call the following members were present: C. D. Leffler, J. Lummus, J. I. Wilson, J. H. Gilman, E. C. Romfh. READIIiG OF 1'Ei ;MINUTES OF 0CTO BIR 3RD The Clerk read the minutes of the meeting of October 3rd which were approved and accept- ed as written. APPROPRIATION el? 2,500 OF PUBLICITY FUND FOR REAL ESTATE JOURNAL A resolution appropriating the sum of ar2500 from the unencumbered balance in the Publi- city Fund for the purpose of advertising space and twenty-five hundred free subecrip- ti3ns of the Florida teal estate Journal, was introduced by J. E. Lummus, and is as follows: RESOLUTION NO. 521. A RESOLUTION AiPiiuPRIAT'II;G '.LHJ aUi•I OF Tti'ENi'Y-FIVE HUNDRED DOLLARS FROM TIE UNENCULiBER +I D BALANCE IN THE PUBLICITY FUND FOR THE PURPOSE OF ADVERTISING SPACE AND TWENTY-FIVE HUNDRED FREE SUBSCRIPTIONS OF THE FLORIDA REAL ESTATE JOURNAL. WHEREAS, the Florida meal Estate Journal has offered to carry two full parse advertisements of the City of Lliami and to send twenty-five hun- dred free subscriptions to out-of-town people for the period of one year, and WHEREAS, the Directors of the Chamber of Commerce passed a resolu- tion recommending this resolution if there was a sum remaining in the un- encumbered balance in the publicity fund; now, therefore, BE IT REScLVED by the Commission of the 'City of Miami, Florida, that the sum of Twenty-five hundred dollars ('2500.00) be and is hereby appro- priated from the unencumbered balance in the publicity fund and the Di- rector of Finance is authorized to pay the Florida Real Estate Journal this sum upon the receipt of the list of persons placed on the free subscription list. Moved by J. I. Wilson and seconded by J. H. Gilman that the said resolution be passed and adopted. On roll call the vote thereon was as follows: J. D. Leffler, yes; J. E. Lummus, ;;yes; J. I. ',Wilson, yes; J. H. Gilman, yes; E. C. Romfh, yes. Motion car- ried and the said resolution passed and adopted. CONTRACT LET FOR HOUSE CONNECTIONS FOR SANITARY SEWERS The following communication, from the City Manager in reference to bids received for house sewer connections, was received, and on motion of J. E. Lummus, seconded by J. I. Wilson, was ordered epread upon the records; To the Jity Jommiesion, Lliami, Fla. Gentlemen: Miami, Florida, October 10, 1922. In compliance with resolution No. 492 in referenoe to house sewer connections, I am herewith submitting bids on ,this work by the John J. Quinn Co. of .'1.05 per lineal foot and the bid of Deer and Company of 0..08 per lineal foot. As it was very important that this work be rushed ahead of the paving work, I would recommend that these bids be accepted without the formality of advertising for bids, and the consequent delay, and that the work be divided between the two in order that the street paving may not be delayed. F . H. :',BARTON City Manager. Thereupon, the following resolution ordering and authorizing the City Manager to enter into a blanket contract for such house sewer connections, was introduced by J. E. Lum- mus: RESOLUTION ITO. 522. A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANA- GER TO ENTER INTO A BLANKET CONTRACT FOR CERTAIN HOUSE CONNECTIONS. WHEREAS, by resolution No. 492, dated August 22nd, 1922, which resolu- tion orders owners of the lots described in the resolution to connect their several premises with sanitary sewers; directing the City Manager to cause notice to be given to said property owners to make such connection; provid- ing for the making of such connections by the city in the event of the default of the owner to make such connections; and making the whole cost of such con- nections a lion :against the particular premises so connected, and WHERL5 , detailed plans and estimates thereof having been submitted to the Jornrnission by the Jity Manager and that various property owners have not c)mpliee with said notice and made such connections; now, therefore, .,•4f3.^vi'+�Fi�g6:ii,1 October. 10, 1922. BE IT RESOLVED BY THE °OMISSION OP THE CITY OF MIAMI, that the_ City Manager be and he is hereby authorized and directed to enter into a blanket contract with J. J. Quinn Company of 41.05 per lineal foot and Deere & Company of 41.08 per lineal foot in a000rdanoe with plane and specifications furnished herewith for certain house connections to be made pursuant to Section 56 of the Charter of the City of Miami and resolution No. 492, which said resolution is on file in the Office of the City Clerk. Moved by J. I. Wilson and seconded by J. H. Gilman that the said resolution be passed and adopted. 0n roll call the vote vas as follows: C. D. Leffler, yes; J. E. Lummus, yee; J. I. Wilson, yes; J. H. Gilmnn, yrs; E. C. Romfh, yes. Motion carried and the said resolution passed and adopted. FIXING LICENSE TAX ON AMUSEMENTS AND SHOWS An Ordinance entitled: ACTING COLLECTIVELY AN ORDINANCE FIXING TES LICENSE TAX UPON CIRCUSES, VAUDEVILLES, MINSTRELS, THEATRICAL PERFORMANCES AND OTHER SHOWS AND FORMS OF AMUSE- MENT ACTING COLLIOTIVELY AND UNDER THE SUPERVI- SION AND CONTROL OF ONE AND THE SAME MANAGEMENT, PROVIDING FOR A BLANKET LICENSE TAX THEREFOR, GRANTING POWER TO THE CITY MANAGER TO CLOSE ANY ONE OR ALL OF SUCH SHOWS, CIRCUSES, VAUDEVILLES, MINSTRELS, THEATRICAL PERFORMANCES AND OTHET SHOWS AHD FORMS OF AMUSEMENT OPERATING UNDER SAID BLANKET LICENSE TAX, PROVIDING PENALTY FOR OPERA- TING AND MAINTAINING SAME WITHOUT SAID BLANKET LICENSE TAX was introduced by J. I. Wilson and on motion of J. E. Lummus, seconded by J. H. Gilman, the said ordinance was given its first reading and read by title only. Moved by J. E. Lummus and seconded by J. L. Gilman that the said ordinance be passed on its first reading. 0n roll call the vote thereon was as follows: C. D. Leffler, yes; J. E. Lummus, yes; J. E. Gilman, yes; J. I. Wilson, yes; S. O. Romfh, yes. Mltion car- ried and the said ordinance passed and its first reading by title only. ADJOURNMENT 9:30 A. M. At 9:30 a. m., there being no further business to come before the Board at this meet- ing, on motion of J. I. Wilson, seconded by J. E. Lummus, the meeting was adjourned.
