On the 15th day of August, A. D. 1922, the Commission of the City of Miami met at the
City Hall in Miami, Florida, in regular session. The meeting was called to order at
9 o'clock a. m., by Chairman Leffler and on roll call the following members were pre-
sent:
0. D. Leffler, J. I. Wilson, J. E. Gilman, 2. C. Romfh.
ABSENT: J. E. Lummus, who was out of the City.

BE IT RESOLVED by the Commission of the City of Miami, that the
bid of J. L. I:night Company for the construction of warehouse at City
Dock for the sure of 0_4,000.00 be and the same is hereby accepted and
the City Manager is directed to have contract prepared, to be submit-
ted to the City Attorney for his approval as to form and correctness,
together with bond and submit said contract to the City Commission for
its approval.
BE IT FURTHER R;;:;OLVE.0 that the 'City Lia,r.agor be and he is hereby
authorized to return the certified checks and bidders bonds of the
unsuccessful bidders.

conded by E. J. Romfh, the said communication was ordered spread upon the minutes:

Gentlemen:
These are t0ree suits brought a ••aiest the City in
each case the plaintiff clair;in:' , 50,000 damages.
The suits were based on a claim of the plaintiffs
for damages caused by tho coliision v;ith the car of the Fire
Chief and cur occupied oy these p ]stiffs, the collision hav-
ing taken place several months ago.

of the law anil judgments were entered ir. favor of the Jity.

House Connections was presented to the Commission and on motion of E. C. Romfh, seconded
by J. I. Wilson, the said communication was ordered spread upon: the minutes:
The City Commission,

Gentlemen:
I fail to find ir. the charter any provision for the issu-
ance of bonds for the cost of ]rouse connections.
In some states there are laws Which treat the charge made
o:niro,t an abuttin" lot for tie coot of connecting it with water
:.,air_ti, sewer improvements, etc.'as onuivalent to a special assess-
;':er:t in some respect,;, and v.','i ii;]?authorize the issuance of bonds for
that cost; this seems net t'c be thi: case under section 56 of our
charter.
Howse connections do not sees:, to fall within the word "im-
prove .cnt'' in the first part of the section (page 29, printed pamph-
let) ; and a :,crier, at the top of page 37, it is especially provided tiat
t:• e co.-t of ea„i_ connection shall be laid again, t the lot :with which
the corcr.ectiou is made. From this it would seem that this cost is a
special JLar fie .
In the legislative charter amendment of 1919, being ,sago
E3.3C3, aj roved 2e, 1919, there was a provision which authorized
lator_.10 to be constructed as a part of any new sanitary or storm se-
wer i, prove:.:ent made under the provisions in Section 26 of the old
city charter, :u.d it provided that if the improvement be tho construc-

be added to that part of the cost of the sanitary sewer which was
to be assessed against abutting property, in proportion to front-
age, under old Section 26, in determining the amount of the cost
of such sewer improvement to be borne by the abutting property own-
er, but this amendment of 1919 to the charter of 1915 has hot been
reproduced in the present existing home rule charter and I presume
that it was under this legislative amendment of 1919 that bonds
were issued for these house connections.
Section 56 of our present City Charter provides that the
lions for house connections are payable immediately and with the
same rights of collection and sale and forfeiture as obtain for city
taxes.

in reference to ,;r500,000.00 Miami Revenue Bonds, to which was attached the final ap-
proving opinion of J. B. Macslich, Esq., and bill for professional services from Mr.
Masslich amountii; to 005.58. The said communication from the City Attorney is as
follows:

Gentlemen:
I have received from Lr. Ma:slick signed copy of
his opinion to Curtis F: Sanger, the purchasers of these
bonds, and of which a cop: was sent to the United States

ion be received and spread upon the minutes.
I have also received from i.:r. :.:asolich his bill for
professional services in the prepar::tion of forms of pro-
coedin s and examinations of transcript and proofs, am-
