A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO CONDUCT AN ASSESSMENT AND PREPARE A LIST OF CITY OF
MIAMI ("CITY") OWNED PROPERTIES SUITABLE FOR THE DEVELOPMENT OF
AFFORDABLE OR MIXED INCOME HOUSING, WITH THE GOAL OF ISSUING ONE
OR MORE REQUESTS FOR PROPOSALS TO QUALIFIED DEVELOPERS FOR
DEVELOPMENT OF SUCH PROPERTIES, AND PROVIDING THAT PROPOSALS
PRIORITIZE MAXIMUM HOUSING DENSITY UNDER APPLICABLE ZONING
REGULATIONS, DEVELOPER QUALIFICATIONS, AND UNIT PRICING; FURTHER
DIRECTING THE CITY MANAGER TO REPORT BACK TO THE CITY COMMISSION
WITHIN NINETY (90) DAYS WITH AN INVENTORY LIST, ANY ISSUED

AFFORDABLE OR MIXED INCOME HOUSING, WITH THE GOAL OF ISSUING ONE
OR MORE REQUESTS FOR PROPOSALS TO QUALIFIED DEVELOPERS FOR
DEVELOPMENT OF SUCH PROPERTIES, AND PROVIDING THAT PROPOSALS
PRIORITIZE MAXIMUM HOUSING DENSITY UNDER APPLICABLE ZONING
REGULATIONS, DEVELOPER QUALIFICATIONS, AND UNIT PRICING; FURTHER
DIRECTING THE CITY MANAGER TO REPORT BACK TO THE CITY COMMISSION
WITHIN NINETY (90) DAYS WITH AN INVENTORY LIST, ANY ISSUED
SOLICITATIONS, AND ANY RECOMMENDATIONS.
WHEREAS, the City of Miami ("City") recognizes the significant and growing need for
housing options that are affordable to residents across a range of income levels; and
WHEREAS, the City owns various parcels of land that may be well -suited for residential
development, including affordable or mixed -income housing and mixed -use projects that
integrate housing options for residents across a range of income levels; and
WHEREAS, utilizing City -owned property in furtherance of affordable or mixed income
housing development can serve to increase the value of the City's assets while increasing
housing supply in a manner consistent with the public interest; and
WHEREAS, issuing competitive solicitations to qualified developers for projects
incorporating affordable or mixed -income housing on City -owned land promotes transparency,
efficiency, and the selection of proposals offering the greatest public benefit, based on
developer qualifications, unit counts, and affordability levels; and
WHEREAS it is in the best interest of the City and its residents to direct the City
Manager to identify and assess available properties, initiate solicitations for development
proposals; and provide timely progress updates to ensure transparency and accountability;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby directed to conduct an assessment and prepare
a list of City owned properties suitable for the development of affordable or mixed income
housing, with the goal of issuing one or more requests for proposals to qualified developers for
development of such properties, and providing that proposals prioritize maximum housing
density under applicable zoning regulations, developer qualifications, and unit pricing.
Section 3. The City Manager shall report back to the City Commission within ninety (90)
days with a proposed inventory list of suitable properties, information concerning any
solicitations issued in furtherance of this purpose, and any recommendations.
Section 4. This resolution shall take effect immediately upon its adoption.
