City of Miami Legislation Resolution Enactment Number: R-25-0256 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 17835 Final Action Date:7/10/2025 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO INITIATE NEGOTIATIONS WITH MIAMI-DADE COUNTY PUBLIC SCHOOLS TO ENTER INTO A JOINT USE AGREEMENT TO EXPAND PUBLIC ACCESS TO RECREATIONAL SPACES AT VARIOUS PUBLIC SCHOOLS LOCATED THROUGHOUT THE CITY OF MIAMI DURING NON -SCHOOL HOURS; FURTHER DIRECTING THE CITY MANAGER TO REPORT BACK TO THE COMMISSION WITH UPDATES ON THE PROGRESS OF SUCH NEGOTIATIONS WITHIN SIXTY (60) DAYS. WHEREAS, the City of Miami ("City") is committed to ensuring its residents have access to recreational spaces, which promotes public health, quality of life, and civic engagement; and WHEREAS, several public school properties throughout the City include recreational facilities such as basketball courts, soccer fields, football fields, and open spaces, that remain underutilized during non -school hours; and WHEREAS, establishing a joint use agreement ("JUA") between the City and Miami - Dade County Public Schools ("M-DCPS") would allow for shared access to such recreational spaces and facilities, thereby maximizing the use of public assets and enhancing recreational opportunities for residents; and WHEREAS, the City Commission seeks to establish community access to recreational facilities throughout the City, including, but not limited to, the following schools within District 4: Fairlawn Elementary, Henry M. Flagler Elementary, Silver Bluff Elementary, Auburndale Elementary, Kinloch Park Elementary, and Kinloch Park Middle School; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby directed to initiate and pursue negotiations with M-DCPS to establish a JUA for public access to recreational facilities throughout the City during non -school hours. Section 3. The City Manager shall report back to the City Commission within sixty (60) days with updates on the progress of such negotiations with M-DCPS. Section 4.
