HomeMy WebLinkAboutR-25-0253City of Miami Resolution R-25-0253 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 17820 Final Action Date: 7/10/2025 A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH SUNDARI FOUNDATION, INC., A FLORIDA NOT FOR PROFIT CORPORATION, TO CONTINUE THE CITY OF MIAMI SHELTER AND TRANSITIONAL HOUSING PROGRAM, INCLUDING THE PROVISION OF BEDS AND SERVICES FOR WOMEN AND FAMILIES EXPERIENCING HOMELESSNESS IN THE CITY OF MIAMI AT A TOTAL COST NOT TO EXCEED $175,000.00 FOR AN INITIAL PERIOD OF ONE YEAR CONCURRENT TO THE FISCAL YEAR 2024-2025 WITH UP TO FIVE (5) CONSECUTIVE ONE (1) YEAR OPTION TO RENEW FOR SAID PURPOSE, WITH CONDITIONS AS STATED IN THE AGREEMENT. SPONSOR(S): Commissioner Christine King WHEREAS, the City of Miami ("City") remains committed to assisting persons experiencing homelessness within the jurisdictional boundaries of the City by making shelter beds and associated services available for homeless women and families; and WHEREAS, pursuant to Resolution No. R-24-0129, adopted on April 11, 2024, the Department of Human Services ("Department"), through the City, entered into an agreement in FY 2023-2024 establishing the City's Shelter and Transitional Housing Program ("Program") to assist homeless women and families by procuring shelter beds at the Lotus House Village ("Lotus House") facility; and WHEREAS, the Program's beds at Lotus House remain available to women and families experiencing homelessness in the City, not domestic violence victims; and WHEREAS, referrals for placement into the Program will continue to be coordinated by the Department; and WHEREAS, the City will reimburse Sundari Foundation, Inc, a Florida not for profit corporation ("Sundari"), which operates and maintains the Lotus House, at an amount of $42.50 per bed, for up to sixty (60) days, after which time Lotus House will assist in placing individuals and families in transitional or permanent housing; and WHEREAS, Sundari has the capacity to accommodate shelter and transitional housing beds at the Lotus House facility and to provide associated services for homeless families, thus creating a distinct program for the City; and WHEREAS, Sundari will ensure that the families placed at the Lotus House will have the ability to remain in the Program beds for a period of up to sixty (60) days and receive wrap -around services; and WHEREAS, Lotus House serves high special needs homeless women, youth, and City of Miami Page 1 of 2 File ID: 17820 (Revision:) Printed On: 7/24/2025 File ID: 17820 Enactment Number: R-25-0253 children throughout Miami -Dade County; and WHEREAS, in the inaugural year of the Program, statistical data of Lotus House beneficiaries include 74% Black, 22% Latina, and 4% White/Other ages 0-80; 98% of which have significant urgent and unmet medical/mental health conditions, 95% are trauma survivors, 15% are over the age of 55, and 21.6% have complex medical needs; and WHEREAS, over 80% of those served by Lotus House are successfully placed in housing outside the shelter system; and WHEREAS, the total amount of available funds for the Program will not exceed seventy-five thousand dollars ($175,000.00); and WHEREAS, the proposed agreement will be for an initial term of one (1) year with five (5) one (1) year option to renew the agreement concurrent with each Fiscal Year; and WHEREAS, the Program will further assist the City in continuing to provide a valuable service to homeless families; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to negotiate and execute an agreement, in a form acceptable to the City Attorney, with Sundari to continue the City's shelter and transitional housing program, including the provision of beds for women and families experiencing homelessness in the City, at a total cost not to exceed $175,000.00, for Fiscal Year 2024-2025, with up to five (5) consecutive one (1) year option to renew for said purpose, with conditions as stated in the agreement. Section 3. This Resolution shall become effective immediately upon its adoption. APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions.
