A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NUMBER
4 OF THE "MEMORANDUM OF AGREEMENT ("MOA") PROGRAM, PC-2425-
MOA" ("AGREEMENT") BETWEEN THE CITY OF MIAMI ("CITY") AND MIAMI-
DADE COUNTY THROUGH THE MIAMI-DADE COUNTY HOMELESS TRUST
("COUNTY") TO SUPPORT EXTENDED OUTREACH AND HOUSING
SERVICES TO HOMELESS INDIVIDUALS REFERRED TO THE CITY'S
DEPARTMENT OF HUMAN SERVICES, HOMELESS SERVICES DIVISION, BY
THE MIAMI-DADE COUNTY JUDICIAL AND HEALTH SYSTEMS
("PROGRAM"); AUTHORIZING THE CITY MANAGER TO ACCEPT AND
APPROPRIATE AN ADDITIONAL FORTY THOUSAND ($40,000.00) DOLLARS
FROM THE COUNTY, WITH NO CITY MATCHING FUNDS REQUIRED, FOR A
TOTAL PROGRAM APPROPRIATION NOT TO EXCEED THREE HUNDRED
AND EIGHTY THOUSAND DOLLARS ($380,000.00)("GRANT") FROM THE
COUNTY; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ANY
AND ALL OTHER RELATED DOCUMENTS, EXTENSIONS, MODIFICATIONS,
AND RENEWALS ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY,
CONDITIONED UPON THE AVAILABILITY OF CITY RESOURCES THAT MAY
BE REQUIRED TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE
WITH THE GRANT; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE UP TO TWO CONSECUTIVE ONE-YEAR
RENEWALS TO THE AGREEMENT AND ANY OTHER DOCUMENTS
NECESSARY, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN
FURTHERANCE OF THE GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to
exceed of three hundred forty thousand dollars ($340,000.00) as provided in the Memorandum
of Agreement (MOA) Program PC-2425-MOA ("Program") from Miami -Dade County through the
Miami -Dade County Homeless Trust ("County"), for the operation of the Homeless Services
division of the City of Miami Department of Human Services ("Department") for Fiscal Year
2024-2025; and
WHEREAS, the funds will be used for the provision of intervention services for the
temporarily and chronically homeless as well as the provision of housing, transportation, and
other supportive services, as necessary, with no City matching funds required, as required by
the Program; and
WHEREAS, the County is desirous to amend the previous agreement to add additional
grant funds for approved staff enhancements in an amount not to exceed forty thousand dollars
($40,000), with no City match required, for a total Program award not to exceed three hundred
and eighty thousand dollars ($380,000.00)("Grant"); and

WHEREAS it is appropriate for the City Manager to enter into Amendment 4 of the
Agreement between the County and the City for the Program ("Agreement") for acceptance of
the Grant for said propose in substantially the attached form;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the Agreement, in substantially to
attached form, between the County and the City accepting the Grant, with no City matching
funds required, for the provision of intervention for the temporarily and chronically homeless as
well as the provision of housing, transportation, and other supportive services, as necessary,
with said services to be provide by the Department conditioned upon the availability of the City
resources that may be required to implement the acceptance of and compliance with said Grant.
Section 3. The following new Special Revenue Project is hereby established with
resources for the same appropriated as described below:
PROJECT TITTLE: Memorandum of Agreement (MOA) Program,
PC-2425-MOA.
RESOURCES:
The Miami -Dade County Homeless Trust $380,000.00
APPROPRIATIONS: Provision of Intervention services for the
temporarily and chronically homeless
as well as the provision of housing, transportation,
and other supportive services, as necessary.
$380,000.00
Section 4. The City Manager is further authorized1 negotiate and execute any and all
amendments to the Agreement and documents necessary, all in form acceptable to the City
Attorney, in order to implement and allocate the acceptance of said Grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
