HomeMy WebLinkAboutBack-Up DocumentsAGENDA ITEM 4.b M IAM I DADS Memorandum CQUNTY Date: June 27, 2025 To: Miami -Dade County Homeless Trust Board Members Victoria Mallette, Executive Directorc ,/a4 Miami -Dade County Homeless Trust Subject: Food and Beverage Request for Applications — Selection Committee Recommendations From: Background On May 12, 2025, the Homeless Trust made available a Request for Applications (RFA) soliciting proposals for new and renewal projects funded with local Food and Beverage Tax proceeds and funding provided through the Florida Department of Children and Families (DCF). The RFA was necessary as Food and Beverage contracts which are typically one year with two (2) one-year renewal options are set to expire on September 30, 2025. The Homeless Trust's Unified Homelessness Grant (UHG) with the State is also set to expire on June 30, 2025. This UHG includes the State's Emergency Solutions Grant, Homelessness Prevention Grant, Challenge Grant, and Staffing Grant. The Staffing Grant is largely used by the Homeless Trust to support the Homeless Management Information System, and not subject to the competition. Street Outreach focused on discharge from institutions (hospitals, jail, prison, crisis centers), Emergency Shelter, Hotel/Motel, Permanent Housing, Homeless Prevention and Supportive Services benefitting persons experiencing homelessness were among the activities included in the solicitation. The Trust received 41 responses to the solicitation on June 16, 2025. One was rejected for late submittal and 40 were considered for funding. A Selection Committee appointed by the Mayor convened on June 24, 2025 and reviewed applications for discharge focused Street Outreach, Emergency Shelter, Hotel/Motel, and the State funding opportunities to be funded through DCF. DCF grants will be effective July 1, 2025, in line with the State's fiscal year. The Selection Committee recommended funding for the following applicants: Activity Type Recommendation Discharge -Focused Street Outreach City of Miami Emergency Shelter Sundari Foundation dba Lotus House; Miami Rescue Mission; The Salvation Army; New Hope CORPS, Mary and Elizabeth's House Hotel/Motel Hermanos de la Calle; Dunns-Josephine Challenge Grant Chapman Partnership; Advocate Program Temporary Assistance for Needy Families Advocate Program Emergency Solutions Grant Camillus House Page 1 of 2 The Selection Committee recommended the Trust negotiate with the Dunns-Josephine and Mary and Elizabeth's House to utilize their properties as navigation centers (low barrier temporary housing for individuals who may be hesitant to access other forms of shelter), with support services provided by previously competitively selected Housing Navigation providers. The total funding requested from applicants for: 1) discharge -focused Street Outreach; and 2) Emergency Shelter inclusive of hotel/motel, exceeds the amounts made available in the RFA. The Selection Committee gave Homeless Trust staff the authority to negotiate rates and deliverables with the respondents that are being recommended to address gaps and needs, as Homeless Trust funding permits. The committee approved Salvation Army's proposal for the current capacity, and also gave Trust staff the leeway to negotiate renovations that will add capacity for 30 additional beds. The RFA is aligned with Community Plan to End Homelessness: Priority Home, the framework for preventing and ending homelessness in Miami -Dade, as well as local, state and federal policy priorities, including the U.S. Housing and Urban Development Continuum of Care (CoC) Program (24 CFR part 578). The CoC Program is design to promote a communitywide commitment to the goal of ending homelessness; provide funding for efforts to quickly re -house homeless individuals and families while minimizing the trauma and displacement caused to homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault and stalking and parenting or unaccompanied youth; promote access to and effective utilization of mainstream programs by homeless individuals and families; and optimize self- sufficiency among individuals and families experiencing homelessness. Attached please find the list of proposals, scoring and funding recommendations. The Selection Committee will reconvene to score applications related to Permanent Housing, Homeless Prevention and Specialized Outreach. These recommendations will be put before the Homeless Trust Executive Committee on July 21, 2025. Recommendation Trust staff is seeking the Board's approval of the Selection Committee's recommendations for discharged -focused Street Outreach, Emergency Shelter, Hotel/Motel and State funding (Challenge Grant, Emergency Solutions Grant and Temporary Assistance for Needy Families), and the ability to negotiate pricing with successful applicants, based on CoC needs and funding availability.
