Background of Item: The Florida Department of Law Enforcement ("FDLE") has available funds from a federal award, the Edward Byrne Memorial Justice Assistance Grant Program, and decided to financial assist the City of Miami Police Department ("MPD") to procure technology equipment. The City of Miami ("City") submitted a grant application to FDLE and was awarded cost -reimbursement funds in the amount of $72,743.00 to procure twenty-six (26) new laptops to upgrade the current technology hardware that no longer meets the State and Federal Security and reporting requirements. The goal is to equip officers and investigators will use reliable and advanced tools to enhance the police department's capability to solve crimes more efficiently. The covering period for this grant award is from October 1, 2024, through September 30, 2025. The awarded funds do not require a City match. WHEREAS, the Florida Department of Law Enforcement ("FDLE"), Office of Criminal Justice Grants, has awarded the City of Miami ("City")'s Police Department ("MPD") a grant in the amount of $72,743.00, to provide funding for planning, evaluation and technology improvement projects; and WHEREAS, the City submitted a grant application to the FDLE requesting funds for the purchase of twenty-six (26) new laptops to replace outdated hardware and software in order to utilize current operating systems and access sensitive state and federal databases ("Project"); and WHEREAS, the planning, evaluation and technology improvement of the Project will expand and improve the operations of MPD by enabling its investigators to provide better services to the City's residents, visitors, and business owners; and WHEREAS, this grant award does not require any local match; and WHEREAS, said grant is awarded for the period commencing October 1, 2024, through September 30, 2025; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established, and resources are appropriated as described below: FUND TITLE: Planning, Evaluation, and Technology Improvement Project RESOURCES: Florida Department of Law Enforcement $72,743.00 APPROPRIATIONS: Technology Equipment $72,743.00 Section 3. The City Manager is authorized' to execute a grant agreement, in substantially the attached form, and accept a grant award from FDLE, with no City match funds required, to procure twenty-six (26) new laptops to upgrade the current technology hardware and software. Section 4. The City Manager is further authorized1 to designate the Chief of Police to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the acceptance and administration of the funds and compliance with requirement of the award agreement. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.' APPROVED AS TO FORM AND CORRECTNESS: rge = .
