LOCATED FROM NORTHWEST 34 STREET TO NORTHWEST 34 TERRACE, AND
ALONG THE NORTH SIDE OF NORTHWEST 34 TERRACE; FROM NORTHWEST 1
AVENUE TO NORTHWEST 2 AVENUE.
Ladies and gentlemen:
The City of Miami Plat and Street Committee at its meeting of October 11, 2024 approved the
above tentative plat subject to the following revisions being made to the tentative plat, additional
information being provided and/or variances being granted. Please be advised that the processing
of your tentative plat cannot proceed until these conditions and/or comments have been satisfied.
Resilience and Public Works:
1. Revise the Application items 4, 6, 8, the signature block, the execution, and the
acknowledgement block of the notary.
2. Add the 1/4 section to the description under the title block.
3. Clearly label the name of the tentative plat in the Location Map.
4. Revise the Legal Description by adding the name of the subdivision.
5. Remove Surveyor's Notes 1, 2 and 3; and revise 4 to include Chapter 55 of the City of
Miami.
6. Revise the Certification of the Surveyor.
7. Add the LB number of the surveying company.
8. Add the area in square feet of right-of-way to be dedicated by this plat. Include the
southwest corner of NW 1 Avenue and 34 Street.
9. Revise the line types for the existing right-of-way as solid line and the zoned right-of-way
as dashed line. Add bearing and distance to the existing right-of-way lines.
10. Per Section 55-15(b)3 of the City of Miami Code, the property owner of Lot 24 is required
to sign the final plat.

Development and Roadway Plans:
11. Provide corrections on the underground information of existing storm water drainage
system adjacent to proposed plat —underground lines, inlet rim elevation, inlet type,
structure bottom elevation, pipe invert elevation and direction, pipe size, pipe length, pipe
material, exfiltration trench, outfall, and legend. The complete underground stormwater
drainage utilities are to be located, whether shown in City records or not. Obstructed
structures must be cleaned to be accessible for field verification. "No Access", "Full of
Water/Sediment", etc. are not acceptable. Baffles must be removed and reinstalled as
needed to obtain all required information.
12. For coordination of underground information for stormwater drainage system, contact
Mauricio Valdes at MauValdes@miamigov.com for comments. To obtain copy of
Stormwater As-Builts, Capital Projects, and any other underground City's Records, contact
Justo De La Torre at jdelatorre@miamigov.com
13. Corrections on underground information to be completed prior to issuance of Subdivision
Improvement letter.
14. Extend the survey for full right-of-way widths, including NW 34 Street, NW 1 Avenue, and
their intersection, as well as the intersection of NW 1 Avenue and NW 34 Terrace
(including drainage structures near intersection).
15. The vacation and closure of the public right-of-way of NW 34 Terrace will require
separation of drainage structures from public drainage system or dedication of storm drain
or utility easement.
16. Show elevations every 25 feet and at any local high/low points for the entire width of the
right-of-way: at center line of street crown of road, lip of gutter, top of curb, face and back
of sidewalk, and at A.D.A. ramps.
17. Show all existing A.D.A. ramps with relevant elevations, including landings, to verify
A.D.A. compliance.
18. Field verification note: clarify that lines for underground pipes connecting drainage
structures are assumed from As-Builts, but that pipe sizes, materials, and inverts were field
verified. This should resolve any contradictions with Surveyor's Note 6, which also
addresses underground utilities.
19. Per City Code Section 55-11(a)(4), a "T" type turning area will need to be provided on NW
34 Terrace where it dead ends at the park.
Transportation:
20. Provide a letter of "No Objection" for the closure of NW 34 Terrace from Miami -Dade
County.
Zoning:
21. The Transect Zone need to include NCD-2.
22. The proposed plat lines need to be darker.
23. Pending confirmation of payment of the Zoning review fee.
Standard Comments:
24. The Subdivider or applicant is to comply with the requirements of Chapter 55, Sec. 55-15(a),
of the City of Miami Code before scheduling a public hearing before the City Commission
for the vacation and closure of the street right-of-way.
25. Existing utilities located within the right-of-way to be vacated and closed must be relocated
or easements provided.

26. An opinion of title as to the reversionary rights for the right-of-way to be vacated and closed
will be required by the Planning Zoning and Appeals Board. The opinion of title must also
address whether or not there are individuals, in addition to the abutting property owners,
having an interest in the right-of-way to be vacated and closed. A copy must be provided to
the Survey Section of Resilience and Public Works Department.
27. The Planning Zoning and Appeals Board will require a Sketch and Legal Description with a
square footage, on letter size paper, for the proposed vacation and closure. Contact the Office
of the Hearing Boards, at 305-416-2030. Provide a copy of to the Survey Section of
Resilience and Public Works Department.
28. All encroachments across proposed tract and/or lot lines, must be removed prior to final
plat submittal.
29. A letter from Comcast is required to determine if any adjustments to their facilities or
easements are required.
30. Verify with Miami -Dade County that the proposed plat name is acceptable.
31. An Opinion of Title, in the City of Miami Opinion of Title form, must be provided at the
time of final plat submittal.
32. Current backup documentation will be required for all who execute the final plat. A
resolution for authority to execute documents and a Certificate of Good Standing from the
Secretary of State are required, if applicable.
33. Tentative plat application must be made with Miami -Dade County after receiving approval
from the City of Miami Plat and Street Committee.
34. Be advised that an incomplete final plat package will not be accepted by the City of Miami.
It is the owner's responsibility to work with his/her surveyor and attorney to assure that
everything is in order before submitting the final plat package.
35. Be advised that if all requirements for scheduling the final plat for City Commission action
are not in order, the final plat will not be scheduled for a City Commission meeting.
36. A letter of concurrency from Miami -Dade County School Board is required at the time of
final plat submittal.
37. A letter from the Miami -Dade Water and Sewer Department is required to determine if any
adjustments to their facilities or easements are required.
38. A letter from Miami -Dade Water and Sewer Department is required to release the final plat
in connection with water and sewer service agreements.
39. Provide two location sketch exhibits, one "Before Replat" and one "After Replat", in letter
size paper.
40. The Plat and Street Committee has reviewed the tentative plat of ROBERTO CLEMENTE
PARK SUBDIVISION and determined that all technical requirements contained in the
Miami City Code Subdivision Regulations have been met and has approved the tentative
plat. The members of the Plat and Street Committee have further considered the request for
vacation and closure of the public street with respect to Miami City Code Requirements
and have voted five (5) in favor and zero (0) in denial of this vacation and closure request.
In addition to the above requirements, you should be aware of the following:
1. State and local laws require the installation of various physical improvements in the public
rights -of -way when property is platted. These subdivision improvements include paving,
drainage, landscaping, sidewalks, etc. In some cases, this could represent a substantial
investment on your part. REQUIRED: The submission of an electronic file of the tentative

plat, in an AutoCAD, to the City of Miami Resilience and Public Works Department,
Development and Roadway Plans Section will EXPEDITE the preparation and enhance the
ACCURACY of the subdivision improvement letter required for the final plat approval.
2. The alteration, relocation or installation of utilities such as storm and sanitary sewers,
electric, telephone, water, etc., caused by this plat will be at the property owner's expense.
Also, utility easements may be required on the property being platted.
3. Execution of Covenant for Postponement of Subdivision Improvements is required in cases
where the required subdivision improvements are not completed.
4. A building permit will not be issued on the property being platted until the final plat is
recorded or as authorized by the City of Miami Code Section 55-10(j). Also, the
Temporary Certificate Occupancy and/or Certificate of Occupancy for any building
construction will be issued only after all the required subdivision improvements have been
completed.
5. Approval for fire flow requirements must be obtained from the Fire -Rescue Department
prior to the issuance of a building permit.
6. In order to mitigate problems associated with access and construction activities throughout
the neighborhood, the contractor/developer is encouraged to notify the affected
neighborhood residents, in writing, of the project starting and completion dates at the time
of issuance of permits.
7. Additional items must be provided to the Development and Roadway Plans Section of the
Department of Resilience and Public Works of the City of Miami before the final plat is
submitted to the City Commission for approval. You will be notified in writing as to what
these items are after the amount of the bond has been determined for the necessary
subdivision improvements. It is required that the applicant contacts the Survey Section of
Resilience and Public Works Department of the City of Miami to verify that all final plat
submittal documents are complete prior to final plat submittal.
8. Tentative plat approval is only valid for two (2) years from the date of the Plat and Street
Committee meeting at which time it was approved.

34 TERRACE; FROM NW 1 AVENUE TO NW 2 AVENUE
Dear Ladies and Gentlemen,
Your tentative plat entitled ROBERTO CLEMENTE PARK is now in process. As stated in our February
27, 2025, letter, State and City laws require that the owner(s) of land being platted or re -platted to install
various physical improvements in the public Right -of -Way (ROW) as listed below.
The procedures and items below are to be followed and/or submitted toward the installations of subdivision
improvements.
1. You and your engineer must confer with the Department of Resilience and Public Works —
Development and Roadway Plans Section to discuss the proposed improvements.
2. Prepare signed and sealed Subdivision Improvement plans, including but not limited to, plans for
Architectural Site, Civil Engineering, Architectural Landscape, Architectural Lighting, Architectural
Hardscape, Irrigation, and Street Lighting and Tentative Plat survey. Submit the plans to the
Department of Resilience and Public Works — Development and Roadway Plans Section for review
and approval prior to the application and issuance of any permits and final plat approval. Reasonable
time must be allocated for the proper review of the plans by City personnel.
3. Adherence to the latest Department of Resilience and Public Works Engineering Standards. A copy
will be provided upon request. Please contact internetpublicworks@miamigov.com.
4. Revisions to Tentative Plat: the following revisions to Tentative Plat are required prior to submittal
of Subdivision Improvement Plans:
a. Provide corrections on the underground information of existing storm water drainage system
adjacent to proposed plat —underground lines, inlet rim elevation, inlet type, structure bottom
elevation, pipe invert elevation and direction, pipe size, pipe length, pipe material,
exfiltration trench, outfall, and legend. The complete underground stormwater drainage
utilities are to be located, whether shown in City records or not. Obstructed structures must
be cleaned to be accessible for field verification. "No Access", "Full of Water/Sediment",
etc. are not acceptable. Baffles must be removed and reinstalled as needed to obtain all
required information.
b. For coordination of underground information for stormwater drainage system, contact
Mauricio Valdes at MauValdes@miamigov.com for comments. To obtain copy of
Stormwater As-Builts, Capital Projects, and any other underground City's Records, contact
Justo De La Torre at jdelatorre@miamigov.com.
c. Extend survey for full ROW widths, including NW 34 St, NW 1 Av, their intersection, and
intersection of NW 1 Av and NW 34 Ter (including drainage structures near intersection).
d. Show elevations every 25' and at any local high/low points across NW 34 St and NW 1 Av
for whole ROW: at center line of street, lip of gutter, top of curb, front and back of sidewalk,
and at ADA ramps.

e. Show all existing ADA ramps with relevant elevations, including landings, to verify ADA
compliance.
f. Field verification note: clarify that lines for underground pipes connecting drainage
structures are assumed from as builts, but that pipe sizes, materials, and inverts were field
verified. This should resolve any contradictions with Surveyor's Note 6, which also
addresses underground utilities.
5. Other Agency ROW: The plat has adjacent ROW in Miami Dade County jurisdiction.
a. A Miami Dade County ROW (NW 2 Ave) is adjacent to this project. Applicant must apply to
Miami Dade County to determine if improvements required in County ROW, and provide
County process number to City of Miami Public Works.
6. The subdivision improvements for the subject tentative plat must consist of, but are not limited to,
the following.
a. For dead end of NW 34 Ter: Construction of new sidewalk against BBL, not exceeding a
maximum 2% cross slope or a maximum 5% longitudinal slope, and 6-in thick as per the
Standard Detail R-09. This sidewalk shall go around all three sides of the dead end.
b. Provide passenger vehicle turnaround by constructing one new driveway approach on south
side of dead end of NW 34 Ter, aligned with the existing driveway approach on north side of
dead end. Reconstruct existing driveway approach as needed to bring it up to current code.
Driveway approach(es) as per Standard Detail R-05, which must match driveway width per
zoning regulations.
c. Regrade dead end ofNW 34 Ter as needed to direct runoff to existing/new drainage structure(s)
and/or into NW 1 Av. Milling and resurfacing and/or reconstruction may be required, in
adherence with Standard Detail R-13, depending upon extent of regrading and drainage scope
to be determined.
d. Construct/reconstruct Type "F" concrete curb & gutter as per the Standard Detail R-02. Per
Florida Greenbook the minimum longitudinal slope on a curb & gutter road section is 0.3%.
The west end of the dead end of NW 34 Ter will have curb location shift due to addition of
sidewalk. The other two sides of dead end may require curb and gutter replaced where damaged
or to provide working drainage for the street.
e. Per City of Miami Standards, travel lanes cross slope may range from a minimum of 1% to a
maximum of 2%. Parking lanes cross slope may range from a minimum of 1.5% to a maximum
of 5%. Bike lane cross slope may range from a minimum of 1% to a maximum of 5%.
f. Installation of new Pavement Marking, Signage and Traffic Signalization, including but not
limited to school zone, must be approved by Miami -Dade County Department of
Transportation and Public Works — Traffic Engineering Division (MDC-DTPW-TED).
g. Stormwater drainage system:
i. The Clemente Park Neighborhood Flood Improvements Project 40-B233817 is
under design for some of the right of ways abutting the subject Tentative Plat, such
as NW 1 Av and NW 34 St, which will include roadway and drainage work.
Therefore, no improvements are planned to be requested on these streets as part of
this plat. Currently, the dead end of NW 34 Ter west of NW 1 Av is not included in
B233817. Please contact Project Manager Javier Romero to coordinate the needed
improvements.
ii. Disconnect private and public drainage by removing existing catch basin in the park,
just west of the dead end of NW 34 Ter. Provide updated underground information
for drainage manholes in dead end of NW 34 Ter. All existing stormwater
management system components that are not up to current standards must be
updated.
iii. All new drainage lines must be a minimum of 18-in diameter HP -PP or dual wall
HDPE with watertight joints, and all new exfiltration drains must use a minimum of

24-in diameter perforated pipe. Provide signed and sealed exfiltration drainage
calculations.
iv. Curb inlets need to be located/quantified based on a spread calculation to ensure
there is sufficient capacity for draining the corresponding surface area. Curb inlets
are to be USF 5129 (aka. "Type-9"), where curb and gutter are being proposed.
v. All stormwater runoff must be kept onsite, including runoff coming from building
roofs.
vi. Existing/proposed drainage system adjacent to the property must be cleaned and
desilted prior to City acceptance of improvements.
vii. Provide 24-in minimum sumps below the lowest invert or bottom of Pollution
Retardant Baffle (if applicable).
viii. Department of Environmental Resources Management (DERM) approval for the
stormwater system must be provided prior to Subdivision Improvement engineering
plans approval.
h. All proposed improvements must be shown on the corresponding civil plan.
i. Tree relocation/new tree and new sod installation as necessary.
j. Provide Civil Engineering Plans CAD File.
k. All existing/proposed works in ROW must comply with City Engineering Standards and
Bulletins.
1. Sanitary sewer manholes, fire hydrants, water and sewer lines, gas lines, water valves, water
meter, power poles and other telecommunications utilities must be shown on the plans. All
adjustments and relocations of utilities must be specified on the plans. Obstructions
(Utilities) must meet the minimum clear zone criteria (Vertical and Horizontal Clearances).
m. Manholes, valves and water meters and their boxes/lids must be adjusted to new grades, if
applicable.
n. All non-standard improvements within ROW require a covenant execution.
7. Along with the above -mentioned subdivision improvement plans, submit Landscaping plans
approved by the Building Department — Environmental Resources for coordination purposes. The
landscaping must include, but not be limited to, lawn, shrubs, bushes, hedges, and trees. Such
landscaping will be designed to protect and preserve the appearance and character of the surrounding
neighborhood through the screening effects and aesthetic quality of such landscaping.
8. All plans must clearly show dimensions between the Base Building Lines and the City of Miami
Monument Lines and Center Lines. All elevations must be based on NAVD 1988 datum system. You
will need to include a Note indicating the vertical datum in use on all plans showing elevations.
9. There are some revisions that the Surveyor must make on the tentative plat. Please refer to Plat and
Street Committee letter for the related comments, included but not limited to underground stormwater
drainage information and lines. Please include the revised/corrected signed and sealed tentative plat
in your submittal package.
Construction of the subdivision improvements must not commence until your contractor has obtained the
required permits and applicable covenants. A Department of Resilience and Public Works Line & Grade
permit is required for new sidewalk, curb and gutter, fences and walls with reinforced concrete foundations
and other structures to be constructed within ten (10) feet of the BBL.
Your contractor must contact Department of Resilience and Public Works Utility Section for an Excavation
permit if new drainage structures or other underground utilities are to be installed and for Maintenance of
Traffic/Right of Way Closure permit. Any construction on roads out of the City of Miami's jurisdiction will
also require a permit from the Florida Department of Transportation or Miami -Dade County, whichever
applies.

Your surveyor will be responsible for the layout and final measurements of the subdivision improvements.
Right of Way As -Built survey must be submitted to the Department of Resilience and Public Works -
Development and Roadway Plans Section for review and/or approval prior to approval and acceptance of the
construction by the Department of Resilience and Public Works.
Water service and sanitary laterals requirements are not included in the improvements listed above. For
information concerning water mains and appurtenances, contact Miami -Dade Water & Sewer Department at
305-665-7471.

Once the required improvements are completed and approved or once a bond and its agreement are furnished,
a complete final plat package is to be submitted to the Department of Resilience and Public Works - Survey
Section for checking and processing. The following items are to accompany the Mylar tracing of the final
plat and are to be received by the Survey Section no later than eight (8) weeks prior to the Commission
meeting at which your plat is to be scheduled for City Commission approval:
1. Final plat original (black inked),
2. One (1) print of final plat mylar,
3. $3700.00 check for platting fee,
4. Paid tax receipts for property being platted,
5. Approval letters from utility companies concerning easements and services,
6. A recent opinion of title from an attorney in the City of Miami Opinion of Title form,
and
7. Proof that all liens on property have been paid.

This application seeks to vacate NW 34th Street section between NW 2nd Avenue and fifty feet West of NW 1st Avenue. The
vacation will be process through a replat of the above properties to formally vacate the street segment that currently divide
the existing park into two segments. The purpose of this request is to accelerate all future improvements permitting process
without the need to obtain Resilience and Public Works authorization to improve the street segment.
Subject Properties
The subject properties are located within Wynwood Park neighborhood border NW 2nd Ave, and surround by businesses
and multifamily residence. The subject properties located Eastbound at the intersection of NW 2nd Avenue and NW 34th
Street. The properties consist of twelve platted lots, Lot 13 through 23, inclusive, block 5, all of block 8 City park and portion
of the 50 foot right of way for Ave. 24 North Park Drive (NW 34th Terrace) lying between said Blocks 5 and 8 Wynwood Park
as recorded in plat book 5 at page 23. The subjects' properties consist of approximately 193,441.09 square feet. Right of
way area to be vacate for NW 34th Terr to be closed and vacated approximately 27,501.76 square feet for a total area of
218, 643.19 square feet.
V Conclusion
In conclusion, a right of vacation segment between the Subject Properties would allow the City to formerly replat the park
and remove the Right segment that currently divide the park in two portions. In doing so the upcoming park improvement
and all future improvements will not require a special approval from RPW to improve the current ROW section.

Dear Ladies and Gentlemen,
Your tentative plat entitled ROBERTO CLEMENTE PARK is now in process. As stated in our February
27, 2025, letter, State and City laws require that the owner(s) of land being platted or re -platted to install
various physical improvements in the public Right -of -Way (ROW) as listed below.
The procedures and items below are to be followed and/or submitted toward the installations of subdivision
improvements.
1. You and your engineer must confer with the Department of Resilience and Public Works —
Development and Roadway Plans Section to discuss the proposed improvements.
2. Prepare signed and sealed Subdivision Improvement plans, including but not limited to, plans for
Architectural Site, Civil Engineering, Architectural Landscape, Architectural Lighting, Architectural
Hardscape, Irrigation, and Street Lighting and Tentative Plat survey. Submit the plans to the
Department of Resilience and Public Works — Development and Roadway Plans Section for review
and approval prior to the application and issuance of any permits and final plat approval. Reasonable
time must be allocated for the proper review of the plans by City personnel.
3. Adherence to the latest Department of Resilience and Public Works Engineering Standards. A copy
will be provided upon request. Please contact internetpublicworks@miamigov.com.
4. Revisions to Tentative Plat: the following revisions to Tentative Plat are required prior to submittal
of Subdivision Improvement Plans:
a. Provide corrections on the underground information of existing storm water drainage system
adjacent to proposed plat —underground lines, inlet rim elevation, inlet type, structure bottom
elevation, pipe invert elevation and direction, pipe size, pipe length, pipe material,
exfiltration trench, outfall, and legend. The complete underground stormwater drainage
utilities are to be located, whether shown in City records or not. Obstructed structures must
be cleaned to be accessible for field verification. "No Access", "Full of Water/Sediment",
etc. are not acceptable. Baffles must be removed and reinstalled as needed to obtain all
required information.
b. For coordination of underground information for stormwater drainage system, contact
Mauricio Valdes at MauValdes@miamigov.com for comments. To obtain copy of
Stormwater As-Builts, Capital Projects, and any other underground City's Records, contact
Justo De La Torre at jdelatorre@miamigov.com.
c. Extend survey for full ROW widths, including NW 34 St, NW 1 Av, their intersection, and
intersection of NW 1 Av and NW 34 Ter (including drainage structures near intersection).
d. Show elevations every 25' and at any local high/low points across NW 34 St and NW 1 Av
for whole ROW: at center line of street, lip of gutter, top of curb, front and back of sidewalk,
and at ADA ramps.

e. Show all existing ADA ramps with relevant elevations, including landings, to verify ADA
compliance.
f. Field verification note: clarify that lines for underground pipes connecting drainage
structures are assumed from as builts, but that pipe sizes, materials, and inverts were field
verified. This should resolve any contradictions with Surveyor's Note 6, which also
addresses underground utilities.
5. Other Agency ROW: The plat has adjacent ROW in Miami Dade County jurisdiction.
a. A Miami Dade County ROW (NW 2 Ave) is adjacent to this project. Applicant must apply to
Miami Dade County to determine if improvements required in County ROW, and provide
County process number to City of Miami Public Works.
6. The subdivision improvements for the subject tentative plat must consist of, but are not limited to,
the following.
a. For dead end of NW 34 Ter: Construction of new sidewalk against BBL, not exceeding a
maximum 2% cross slope or a maximum 5% longitudinal slope, and 6-in thick as per the
Standard Detail R-09. This sidewalk shall go around all three sides of the dead end.
b. Provide passenger vehicle turnaround by constructing one new driveway approach on south
side of dead end of NW 34 Ter, aligned with the existing driveway approach on north side of
dead end. Reconstruct existing driveway approach as needed to bring it up to current code.
Driveway approach(es) as per Standard Detail R-05, which must match driveway width per
zoning regulations.
c. Regrade dead end ofNW 34 Ter as needed to direct runoff to existing/new drainage structure(s)
and/or into NW 1 Av. Milling and resurfacing and/or reconstruction may be required, in
adherence with Standard Detail R-13, depending upon extent of regrading and drainage scope
to be determined.
d. Construct/reconstruct Type "F" concrete curb & gutter as per the Standard Detail R-02. Per
Florida Greenbook the minimum longitudinal slope on a curb & gutter road section is 0.3%.
The west end of the dead end of NW 34 Ter will have curb location shift due to addition of
sidewalk. The other two sides of dead end may require curb and gutter replaced where damaged
or to provide working drainage for the street.
e. Per City of Miami Standards, travel lanes cross slope may range from a minimum of 1% to a
maximum of 2%. Parking lanes cross slope may range from a minimum of 1.5% to a maximum
of 5%. Bike lane cross slope may range from a minimum of 1% to a maximum of 5%.
f. Installation of new Pavement Marking, Signage and Traffic Signalization, including but not
limited to school zone, must be approved by Miami -Dade County Department of
Transportation and Public Works — Traffic Engineering Division (MDC-DTPW-TED).
g. Stormwater drainage system:
i. The Clemente Park Neighborhood Flood Improvements Project 40-B233817 is
under design for some of the right of ways abutting the subject Tentative Plat, such
as NW 1 Av and NW 34 St, which will include roadway and drainage work.
Therefore, no improvements are planned to be requested on these streets as part of
this plat. Currently, the dead end of NW 34 Ter west of NW 1 Av is not included in
B233817. Please contact Project Manager Javier Romero to coordinate the needed
improvements.
ii. Disconnect private and public drainage by removing existing catch basin in the park,
just west of the dead end of NW 34 Ter. Provide updated underground information
for drainage manholes in dead end of NW 34 Ter. All existing stormwater
management system components that are not up to current standards must be
updated.
iii. All new drainage lines must be a minimum of 18-in diameter HP -PP or dual wall
HDPE with watertight joints, and all new exfiltration drains must use a minimum of

24-in diameter perforated pipe. Provide signed and sealed exfiltration drainage
calculations.
iv. Curb inlets need to be located/quantified based on a spread calculation to ensure
there is sufficient capacity for draining the corresponding surface area. Curb inlets
are to be USF 5129 (aka. "Type-9"), where curb and gutter are being proposed.
v. All stormwater runoff must be kept onsite, including runoff coming from building
roofs.
vi. Existing/proposed drainage system adjacent to the property must be cleaned and
desilted prior to City acceptance of improvements.
vii. Provide 24-in minimum sumps below the lowest invert or bottom of Pollution
Retardant Baffle (if applicable).
viii. Department of Environmental Resources Management (DERM) approval for the
stormwater system must be provided prior to Subdivision Improvement engineering
plans approval.
h. All proposed improvements must be shown on the corresponding civil plan.
i. Tree relocation/new tree and new sod installation as necessary.
j. Provide Civil Engineering Plans CAD File.
k. All existing/proposed works in ROW must comply with City Engineering Standards and
Bulletins.
1. Sanitary sewer manholes, fire hydrants, water and sewer lines, gas lines, water valves, water
meter, power poles and other telecommunications utilities must be shown on the plans. All
adjustments and relocations of utilities must be specified on the plans. Obstructions
(Utilities) must meet the minimum clear zone criteria (Vertical and Horizontal Clearances).
m. Manholes, valves and water meters and their boxes/lids must be adjusted to new grades, if
applicable.
n. All non-standard improvements within ROW require a covenant execution.
7. Along with the above -mentioned subdivision improvement plans, submit Landscaping plans
approved by the Building Department — Environmental Resources for coordination purposes. The
landscaping must include, but not be limited to, lawn, shrubs, bushes, hedges, and trees. Such
landscaping will be designed to protect and preserve the appearance and character of the surrounding
neighborhood through the screening effects and aesthetic quality of such landscaping.
8. All plans must clearly show dimensions between the Base Building Lines and the City of Miami
Monument Lines and Center Lines. All elevations must be based on NAVD 1988 datum system. You
will need to include a Note indicating the vertical datum in use on all plans showing elevations.
9. There are some revisions that the Surveyor must make on the tentative plat. Please refer to Plat and
Street Committee letter for the related comments, included but not limited to underground stormwater
drainage information and lines. Please include the revised/corrected signed and sealed tentative plat
in your submittal package.
Construction of the subdivision improvements must not commence until your contractor has obtained the
required permits and applicable covenants. A Department of Resilience and Public Works Line & Grade
permit is required for new sidewalk, curb and gutter, fences and walls with reinforced concrete foundations
and other structures to be constructed within ten (10) feet of the BBL.
Your contractor must contact Department of Resilience and Public Works Utility Section for an Excavation
permit if new drainage structures or other underground utilities are to be installed and for Maintenance of
Traffic/Right of Way Closure permit. Any construction on roads out of the City of Miami's jurisdiction will
also require a permit from the Florida Department of Transportation or Miami -Dade County, whichever
applies.

Your surveyor will be responsible for the layout and final measurements of the subdivision improvements.
Right of Way As -Built survey must be submitted to the Department of Resilience and Public Works -
Development and Roadway Plans Section for review and/or approval prior to approval and acceptance of the
construction by the Department of Resilience and Public Works.
Water service and sanitary laterals requirements are not included in the improvements listed above. For
information concerning water mains and appurtenances, contact Miami -Dade Water & Sewer Department at
305-665-7471.

Once the required improvements are completed and approved or once a bond and its agreement are furnished,

plat and are to be received by the Survey Section no later than eight (8) weeks prior to the Commission
meeting at which your plat is to be scheduled for City Commission approval:

2. One (1) print of final plat mylar,
3. $3700.00 check for platting fee,
4. Paid tax receipts for property being platted,
5. Approval letters from utility companies concerning easements and services,
6. A recent opinion of title from an attorney in the City of Miami Opinion of Title form,
and
7. Proof that all liens on property have been paid.

structure bottom elevation, pipe invert elevation and direction, pipe size, pipe length, pipe
material, exfiltration trench, outfall, and legend. The complete underground stormwater
drainage utilities are to be located, whether shown in City records or not. Obstructed
structures must be cleaned to be accessible for field verification. "No Access", "Full of
Water/Sediment", etc. are not acceptable. Baffles must be removed and reinstalled as
needed to obtain all required information.
12. For coordination of underground information for stormwater drainage system, contact
Mauricio Valdes at MauValdes@miamigov.com for comments. To obtain copy of
Stormwater As-Builts, Capital Projects, and any other underground City's Records, contact

13. Corrections on underground information to be completed prior to issuance of Subdivision
Improvement letter.
14. Extend the survey for full right-of-way widths, including NW 34 Street, NW 1 Avenue, and
their intersection, as well as the intersection of NW 1 Avenue and NW 34 Terrace
(including drainage structures near intersection).
15. The vacation and closure of the public right-of-way of NW 34 Terrace will require
separation of drainage structures from public drainage system or dedication of storm drain
or utility easement.
16. Show elevations every 25 feet and at any local high/low points for the entire width of the
right-of-way: at center line of street crown of road, lip of gutter, top of curb, face and back
of sidewalk, and at A.D.A. ramps.
17. Show all existing A.D.A. ramps with relevant elevations, including landings, to verify
A.D.A. compliance.
18. Field verification note: clarify that lines for underground pipes connecting drainage
structures are assumed from As-Builts, but that pipe sizes, materials, and inverts were field
verified. This should resolve any contradictions with Surveyor's Note 6, which also
addresses underground utilities.
19. Per City Code Section 55-11(a)(4), a "T" type turning area will need to be provided on NW
34 Terrace where it dead ends at the park.
Transportation:
20. Provide a letter of "No Objection" for the closure of NW 34 Terrace from Miami -Dade
County.
Zoning:
21. The Transect Zone need to include NCD-2.
22. The proposed plat lines need to be darker.
23. Pending confirmation of payment of the Zoning review fee.
Standard Comments:
24. The Subdivider or applicant is to comply with the requirements of Chapter 55, Sec. 55-15(a),
of the City of Miami Code before scheduling a public hearing before the City Commission
for the vacation and closure of the street right-of-way.
25. Existing utilities located within the right-of-way to be vacated and closed must be relocated
or easements provided.

26. An opinion of title as to the reversionary rights for the right-of-way to be vacated and closed
will be required by the Planning Zoning and Appeals Board. The opinion of title must also
address whether or not there are individuals, in addition to the abutting property owners,
having an interest in the right-of-way to be vacated and closed. A copy must be provided to
the Survey Section of Resilience and Public Works Department.
27. The Planning Zoning and Appeals Board will require a Sketch and Legal Description with a
square footage, on letter size paper, for the proposed vacation and closure. Contact the Office
of the Hearing Boards, at 305-416-2030. Provide a copy of to the Survey Section of
Resilience and Public Works Department.
28. All encroachments across proposed tract and/or lot lines, must be removed prior to final
plat submittal.
29. A letter from Comcast is required to determine if any adjustments to their facilities or
easements are required.
30. Verify with Miami -Dade County that the proposed plat name is acceptable.
31. An Opinion of Title, in the City of Miami Opinion of Title form, must be provided at the
time of final plat submittal.
32. Current backup documentation will be required for all who execute the final plat. A
resolution for authority to execute documents and a Certificate of Good Standing from the
Secretary of State are required, if applicable.
33. Tentative plat application must be made with Miami -Dade County after receiving approval
from the City of Miami Plat and Street Committee.
34. Be advised that an incomplete final plat package will not be accepted by the City of Miami.
It is the owner's responsibility to work with his/her surveyor and attorney to assure that
everything is in order before submitting the final plat package.
35. Be advised that if all requirements for scheduling the final plat for City Commission action
are not in order, the final plat will not be scheduled for a City Commission meeting.
36. A letter of concurrency from Miami -Dade County School Board is required at the time of
final plat submittal.
37. A letter from the Miami -Dade Water and Sewer Department is required to determine if any
adjustments to their facilities or easements are required.
38. A letter from Miami -Dade Water and Sewer Department is required to release the final plat
in connection with water and sewer service agreements.
39. Provide two location sketch exhibits, one "Before Replat" and one "After Replat", in letter
size paper.
40. The Plat and Street Committee has reviewed the tentative plat of ROBERTO CLEMENTE
PARK SUBDIVISION and determined that all technical requirements contained in the
Miami City Code Subdivision Regulations have been met and has approved the tentative
plat. The members of the Plat and Street Committee have further considered the request for
vacation and closure of the public street with respect to Miami City Code Requirements
and have voted five (5) in favor and zero (0) in denial of this vacation and closure request.
In addition to the above requirements, you should be aware of the following:
1. State and local laws require the installation of various physical improvements in the public
rights -of -way when property is platted. These subdivision improvements include paving,
drainage, landscaping, sidewalks, etc. In some cases, this could represent a substantial
investment on your part. REQUIRED: The submission of an electronic file of the tentative

plat, in an AutoCAD, to the City of Miami Resilience and Public Works Department,
Development and Roadway Plans Section will EXPEDITE the preparation and enhance the
ACCURACY of the subdivision improvement letter required for the final plat approval.
2. The alteration, relocation or installation of utilities such as storm and sanitary sewers,
electric, telephone, water, etc., caused by this plat will be at the property owner's expense.
Also, utility easements may be required on the property being platted.
3. Execution of Covenant for Postponement of Subdivision Improvements is required in cases
where the required subdivision improvements are not completed.
4. A building permit will not be issued on the property being platted until the final plat is
recorded or as authorized by the City of Miami Code Section 55-10(j). Also, the
Temporary Certificate Occupancy and/or Certificate of Occupancy for any building
construction will be issued only after all the required subdivision improvements have been
completed.
5. Approval for fire flow requirements must be obtained from the Fire -Rescue Department
prior to the issuance of a building permit.
6. In order to mitigate problems associated with access and construction activities throughout
the neighborhood, the contractor/developer is encouraged to notify the affected
neighborhood residents, in writing, of the project starting and completion dates at the time
of issuance of permits.
7. Additional items must be provided to the Development and Roadway Plans Section of the
Department of Resilience and Public Works of the City of Miami before the final plat is
submitted to the City Commission for approval. You will be notified in writing as to what
these items are after the amount of the bond has been determined for the necessary
subdivision improvements. It is required that the applicant contacts the Survey Section of
Resilience and Public Works Department of the City of Miami to verify that all final plat
submittal documents are complete prior to final plat submittal.
8. Tentative plat approval is only valid for two (2) years from the date of the Plat and Street
Committee meeting at which time it was approved.

the vacation and closure of a street. The results of the Committee's review of the public interest findings
concerning the closure are summarized as follows:
"ROBERTO CLEMENTE PARK SUBDIVISION" Tentative Plat #2064 (50-foot public street N.W. 34
Terrace)
1. The subject right-of-way is not currently improved and constructed and a road, it is developed as a public park,
and the official vacation and closure of the right -of way will allow for the redevelopment and improvement of
the park which will benefit the general public.
2. The general public has not been using the right-of-way as a road, and public service vehicles such as trash and
garbage trucks, police, fire -rescue and other emergency vehicles have not been using the right-of-way as it is
not a drivable way.
3. The vacation and closure of the right-of-way will have no adverse effect on the ability to provide police, fire -
rescue or emergency services as the site is fronting and accessible by three other public streets: N.W. 34 Street,
N.W. 1 Avenue and N.W. 2 Avenue.
4. The pedestrian and vehicular circulation in the area will not be affected by the vacation and closure of the
right-of-way as it has not been used as means of a public road.
The Plat and Street Committee members voted to recommend 5 in favor and 0 in denial of this request to
vacate and close the street.

It is respectfully recommended that the City Commission approve the attached ordinance
on first reading, amending Chapter 10, Article 1, entitled "Buildings/In General", and
Chapter 54, Article 1, entitled "Streets and Sidewalks/!n General", allowing the
Director's of Planning and Zoning and Public Works to waive permit fees for those
permits required by entities and agencies of the City of Miami. Thereby adding new
sections 10-5 and 54-17 to said code.
Background
City of Miami entities and agencies are required to pull permits for repair, renovations
and construction on city properties and public right -a -ways. Specilically, the Department
of General Services Administration is required to pull building permits, as per the South
Florida Building Code. Currently, there are no provisions in the city code distinguishing
City of Miami entities and/or agencies from private entities as it pertains to the paying of
permit fees. This Ordinance would allow for the waiving of permit !sees for entities and
agencies of the City of Miami. City of Miami entities and agencies are still required to
pull all necessary permits.
