HomeMy WebLinkAboutBack-Up DocumentsCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Arthur Noriega V DATE: October 10, 2024 City Manager Chris Evan Department of Parks & Recreation SUBJECT: Ruben Dario Park Design & Construction Project No. 40-B233505 - Addition to Expedited List REFERENCES: ENCLOSURES: The Department of Parks and Recreation ("Parks") is requesting to include the subject project, Ruben Dario Park — Design and Construction, Project No. 40-B233505 on the City of Miami's ("City") Expedited List of Capital Improvements Projects, pursuant to City of Miami ("City) Code Section 18-117, "Economic Stimulus Awards and Agreements." BACKGROUND On June 16, 2021, the City's Department of Procurement ("Procurement") issued a Purchase Order (PO #2007390-1) in the amount of $17,639.99 to Chen Moore & Associates ("CMA") pursuant to its Professional Service Agreement for Miscellaneous Landscape Architecture Services, dated 9/9/2020. The scope of work for this project included the conceptual design of the future Ruben Dario Park located at 1630 NW 5th Street, including the design and development of future layouts and cost estimates for the above -mentioned park in Commission District 3. Two (2) conceptual design options were presented to the City by CMA in May 2022. On April 10, 2024, a second Purchase Order (PO #1808121-9) in the amount of $33,194.60 was issued by Procurement to CMA pursuant to its Professional Services Agreement for Civil Engineering Services for Miscellaneous Projects, dated 8/29/18 and amended on 4/24/24, to update one (1) of the two (2) previous conceptual site plans based on both community input and suggestions by the office of Commission District 3. The scope of work included hardscape, site furnishings/amenities, landscaping, and presentation to the public. Upon completion of an updated site plan, a community input meeting was held on July 17, 2024, and an online survey was made available to the community through August 7, 2024. The updated site plan was finalized in September 2024 after allowing residents time to provide feedback on the proposed site plan. Upon Parks' request, Procurement assigned Consultant Wolfberg Alvarez & Partners, Inc. in August 2024 for the construction documents for Phase I of II of the Ruben Dario Park development. Once a proposal for the construction documents is finalized, a Purchase Order will be issued. On July 31, 2024, Parks submitted a request to Procurement to initiate the Request for Proposals process for Construction Management at Risk ("CMAR") Services for Ruben Dario Park. As of October 9, 2024, the solicitation document was drafted, reviewed, and finalized, and a bid schedule is pending. However, the solicitation is expected to be released in October 2024. RECOMMENDATION On January 11, 2024, the City Commission passed Resolution R-24-0002 amending the City's List of Expedited Projects. Parks respectfully recommends that the List of Expedited Projects be further revised to include Ruben Dario Park - Design and Construction, pursuant to Section 18- 117, "Economic Stimulus Awards and Agreements" of the City Code. REFERENCES: ENCLOSURES: Resolution No. R-22-0218 The Department of Real Estate and Asset Management ("DREAM") is requesting to include the subject project, New Administration Building and Parking/Other Improvements — City Wide, Project No. 40-B2434000 on the City of Miami's ("City") Expedited List of Capital Improvements Projects, pursuant to City of Miami ("City) Code Section 18-117, "Economic Stimulus Awards and Agreements." BACKGROUND The City of Miami ("City") is interested in moving the City's administrative facility from the MRC to another location in order to accommodate the increasing number of the City's administrative employees and meet the growing needs of the City's residents and businesses. On June 9, 2022, the City adopted Resolution No. R-22-0218 directing the City Manager to negotiate an Amended and Restated Development Management & Construction Agreement for the selection of the 1800-1822 Northwest 37th Avenue, Miami, Florida 33125, Folio No. 01-3132- 000-0090 ("Melreese Site") as the new location for the Administration Project. RECOMMENDATION The Department of Real Estate and Asset Management respectfully recommends that the List of Expedited Projects include the New Administration Building and Parking/Other Improvements — City -Wide, Project No. 40-B2434000, pursuant to Section 18-117, "Economic Stimulus Awards and Agreements" of the City Code.
