CERTIFICATION AND DECLARATION OF RESULTS FOR THE CITY OF MIAMI SPECIAL ELECTION HELD ON JUNE 3, 2025 STATE OF FLORIDA ) MIAMI-DADE COUNTY ) CITY OF MIAMI ) I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all necessary legal steps were taken in connection with the conduct of the City of Miami Special Election held on June 3, 2025, to elect a City Commissioner to the Office of District 4, including, though not limited to, the following: I. Tuesday, Mav 20, 2025: A. Commencing at approximately 10:00 a.m., the Miami -Dade County Office of the Supervisor of Elections (hereinafter referred to as "Supervisor of Elections") conducted a logic and accuracy test of the touch screen and optical scan voting systems to be used for vote -by -mail, early voting and precinct ballots for the June 3, 2025 City of Miami Special Election at the Office of the Supervisor of Elections located at 2700 NW 87th Avenue, Doral, Florida. B. A member from the City of Miami's Canvassing Board (hereinafter "Canvassing Board") compared the test results with the predetermined totals for each candidate used for the Logic and Accuracy Test and pursuant to the requirements established in Section 101.5612, Florida Statutes, observed the performance and results of all required tests and verified the correctness of the programs and equipment. C. I further certify that on Tuesday, May 20, 2025, two sets of documents containing the results of the Logic and Accuracy Tests validated that the tabulating equipment was functioning correctly and that said document<were signed off by the City Clerk. These documents were then placed in a sealed canvass bag numbered 0052911. 1 z II. Monday, June 2, 2025 through Friday. June 6, 2025 (except for June 3, 2025): --- o, A. The Supervisor of Elections allowed the public to inspect vote-by-m:4- t all from 8:00 a.m. to 8:30 a.m.; and -< B. Allowed daily opportunity for candidates, political party officials, politico] committee officials, or authorized designees to inspect vote -by -mail ballots and ballot materials from 8:30 a.m. to 9:00 a.m. (only provided if a written request was received no later than 48 hours prior to the scheduled inspection). BACKUP ORIGINAL CAN BE SEEN AT END OF THIS DOCUMENT. IIL. Monday, June 2, 2025 through Friday, June 6, 2025 (except for June 3, 2025): A. On Monday, June 2, 2025, commencing at approximately 10:00 a.m., a majority of the members of the Canvasing Board met to commence various tasks that included authorizing the Supervisor of Elections to begin the opening and processing of vote -by -mail ballots (as needed), duplication of ballots (as needed), and the scanning of ballots into the automated independent audit system (as needed). These tasks were continued by the Office of the Supervisor of Elections on an as -needed basis until Friday, June 6, 2025. IV. Tuesday, June 3, 2025: A. The Supervisor of Elections carried out tasks and functions including: i. Allowed the public to inspect vote -by -mail ballots from 11:30 a.m. to 12:00 p.m.; and ii. Allowed daily opportunity for candidates, political party officials, political committee officials, or authorized designees to inspect vote -by -mail ballots and ballot materials from 12:00 p.m. to 12:30 p.m. (only provided if a written request was received no later than 48 hours prior to the scheduled inspection); and iii. At approximately 12:30 p.m. performed vote -by -mail ballot opening and processing (as needed), duplication of ballots (as needed), and the scanning of ballots into the automated independent audit system (as needed). B. At approximately 5:00 p.m. the Canvassing Board met to perform various tasks that included canvassing of presumed invalid vote -by -mail ballots (as needed). C. At approximately 8:05 p.m., the tabulation of results was completed, and the Supervisor of Elections provided the UNOFFICIAL election results for tlwjune 3, 2025 Special Election. Pursuant to Sections 101.68(4) and 101.0`48(6.; Florida Statutes, persons casting vote -by -mail and provisional ballots he the right to present written evidence supporting his or her eligibility to voia-_to tliv Supervisor of Elections by no later than 5:00 p.m. on the second day folldwin the election. The deadline to provide said evidence was Thursday, June 5, 2025) by 5:00 p.m. --0 V. Friday, June 6, 2025: -c- A. The Canvassing Board met at the Office of the Supervisor of Elecjons` & approximately 9:00 a.m. to canvass vote -by -mail ballots and provisional ballots as needed. Pursuant to Sections 101.68(4) and 101.048(6), Florida Statutes, persons casting vote -by -mail and provisional ballots have the right to present written evidence supporting his or her eligibility to vote to the Supervisor of Elections by no later than 5:00 p.m. on the second day following the election. The deadline to provide said evidence was Thursday, June 5, 2025, by 5:00 p.m. No provisional ballots were received for the June 3, 2025 Special Election. BACKUP ORIGINAL CAN BE SEEN AT END OF THIS DOCUMENT. cast on Election Day, I received the certified OFFICIAL election results for the Special Election from the Office of the Supervisor of Elections. The official election results are on file with the Office of the City Clerk. B. Additionally, the Office of the Supervisor of Elections used the Clear Ballot automated independent audit system to conduct the post -election audit for all ballots cast in every precinct associated with the June 3, 2025 Special Election. Upon completion of the audit, I received the Voting System Post -Election Audit Report and Post -Election Audit Comparison Report. C. Furthermore, I received the content of the sealed canvass bag numbered 0052911. The content included the verified Logic and Accuracy certification, test reports and test materials. VI.
