Subject: Direct CM - Install Traffic Calming Devices - Silver Bluff
Purpose of Item:
A resolution of the Miami City Commission, with attachment(s), after a duly noticed
public hearing, authorizing and directing the City Manager to take any and all action(s)
necessary to expeditiously request the Miami -Dade County Department of
Transportation and Public Works ("DTPW') consider the proposed traffic flow
modifications and waive the required resident concurrence and exempt the balloting
process in order to expeditiously proceed with the design and construction of traffic
calming devices at twenty-six (26) locations in the residential Silver Bluff neighborhood,
as more particularly described in Exhibit "A," attached and incorporated; directing the
City Clerk to send a certified copy of this resolution to the DTPW Director.
Background of Item:
Several locations in the City of Miami's ("City") District 3 residential Silver Bluff
neighborhood are experiencing significant cut -through traffic and speeding during rush
hour periods. Such cut -through traffic and speeding on local residential streets that are
not designed for such volume diminishes residents' quality of life. The City of Miami
Department of Resilience and Public Works produced a neighborhood traffic study for
the Silver Bluff neighborhood, attached and incorporated as Exhibit "C" (Traffic Calming
Study) and on September 26th, 2024 Miami Dade County Transportation and Public
Works approved the recommendations for the traffic calming devices. In order to
alleviate these issues, the City proposes to install twenty-six (26) traffic calming devices
at these locations in the residential Silver Bluff neighborhood, as described in Exhibit
"A," attached and incorporated, that experience significant cut -through traffic and
speeding during morning and afternoon rush hour periods. Section 1.6.a of the Miami -
Dade County Traffic Flow Modification(s)/Street Closure(s) Procedure, as revised by the
Miami -Dade County Public Works Department ("PWD") Traffic Engineering Division in
January 2009, attached and incorporated as Exhibit "B" ("County Procedure"), requires
concurrence from the affected residents and/ or property owners. Section 1.7.c of the
County Procedure further states: "Municipal Jurisdictions: In lieu of concurrence from
the affected residents and/or property owners, a municipality may pass a resolution
after a public hearing requesting PWD to consider the proposed traffic flow
modification(s)/street closure(s)". In order to expeditiously address the above, the City
desires to hold a public hearing in lieu of resident/property owner concurrence through
balloting. Although the City is adopting this Resolution after a public hearing in lieu of
concurrence, it is the intent of the City, to the best of its ability, to seek concurrence
from the residential properties whose frontage directly abuts the proposed traffic
calming devices, as are more particularly described in Exhibit "A". In lieu of concurrence
from the affected residents and/or property owners, the City Commission finds it in the
best interest of the City and its residents to pass a resolution after a public hearing
requesting PWD/DTPW to consider the proposed traffic flow modification(s)/street
closure(s).

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AFTER A DULY NOTICED PUBLIC HEARING, AUTHORIZING AND DIRECTING THE
CITY MANAGER TO TAKE ANY AND ALL ACTION(S) NECESSARY TO
EXPEDITIOUSLY REQUEST THE MIAMI-DADE COUNTY DEPARTMENT OF
TRANSPORTATION AND PUBLIC WORKS ("DTPW') CONSIDER THE PROPOSED
TRAFFIC FLOW MODIFICATIONS, WAIVE THE REQUIRED RESIDENT
CONCURRENCE, AND EXEMPT THE BALLOTING PROCESS, IN ORDER TO
EXPEDITIOUSLY PROCEED WITH THE DESIGN AND CONSTRUCTION OF
TRAFFIC CALMING DEVICES AT TWENTY-SIX (26) LOCATIONS IN THE
RESIDENTIAL SILVER BLUFF NEIGHBORHOOD, AS MORE PARTICULARLY
DESCRIBED IN EXHIBIT "A," ATTACHED AND INCORPORATED; DIRECTING THE
CITY CLERK TO SEND A CERTIFIED COPY OF THIS RESOLUTION TO THE DTPW
DIRECTOR.
WHEREAS, several locations in the City of Miami's ("City") District 3 Silver Bluff
neighborhood are experiencing significant cut -through traffic and speeding during rush hour
periods; and
WHEREAS, such cut -through traffic and speeding on local residential streets that are not
designed for such volume diminishes residents' quality of life; and
WHEREAS, in addition to quality -of -life problems such as noise and general congestion,
such cut -through traffic and speeding creates significant life -safety risks as residential streets
are narrower than nearby arterial roadways, increasing the risk of vehicular accidents, including
those involving pedestrians; and
WHEREAS, the City's Department of Resilience and Public Works produced a
neighborhood traffic study for the Silver Bluff neighborhood, and on September 26th, 2024,
Miami Dade County Transportation and Public Works approved, under DR2024004231, the
recommendations for the traffic calming devices identified; and
WHEREAS, those drivers who cut -through residential neighborhoods during rush hour
traffic tend to disobey posted speed limits and signage to gain an advantage over using arterial
roadways meant for such traffic; and
WHEREAS, in order to alleviate these issues, the City proposes to install twenty-six (26)
traffic calming devices at these locations in the Silver Bluff neighborhood, as described in
Exhibit "A," attached and incorporated, that experience significant cut -through traffic and
speeding during morning and afternoon rush hour periods; and
WHEREAS, Section 1.6 of the Miami -Dade County Traffic Flow Modification(s)/ Street
Closure(s) Procedure, as revised by the Miami -Dade County Public Works Department ("PWD")
Traffic Engineering Division in January 2009, attached and incorporated as Exhibit "B" ("County
Procedure"), requires concurrence from the affected residents and/or property owners; and
WHEREAS, Section 1.6 of the County Procedure further states that "Municipal
Jurisdictions: In lieu of concurrence from the affected residents and/or property owners, a
municipality may pass a resolution after a public hearing requesting PWD [now known as the
Miami -Dade County Department of Transportation and Public Works ("DTPW )] to consider the
proposed traffic flow modification(s)/street closure(s)"; and
WHEREAS, in order to expeditiously address the aforementioned quality of life and life -
safety issues, the City desires to install the twenty-six (26) traffic calming devices, as more
particularly described in Exhibit "A," attached and incorporated, in designated residential Silver
Bluff neighborhood without delay by holding a public hearing in lieu of resident/property owner
concurrence through balloting; and
WHEREAS, although the City is adopting this Resolution after a public hearing in lieu of
concurrence, it is the intent of the City, to the best of its ability, to seek concurrence from the
residential properties whose frontage directly abuts the proposed traffic calming devices, as are
more particularly described in Exhibit "A," attached and incorporated; and
WHEREAS, in lieu of concurrence from the affected residents and/or property owners,
the City Commission finds it in the best interest of the City and its residents to pass a resolution
after a public hearing requesting PWD/DTPW to consider the proposed traffic flow
modification(s)/street closure(s) as described in Exhibit "A," attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Commission, after a duly noticed public hearing, authorizes' and
directs the City Manager to take all actions necessary to expeditiously request that DTPW
consider the proposed traffic flow modifications at the following twenty-six (26) locations within
Silver Bluff neighborhood, as more particularly described in Exhibit "A," attached and
incorporated, in order to expeditiously proceed with design and construction of the traffic
calming devices:
1. Southwest Sixteenth Avenue between Southwest Twenty -Second Street and
Southwest Twenty -Second Terrace
2. Southwest Sixteenth Avenue between Southwest Twenty -Second Terrace and
Southwest Twenty -Third Street
3. Southwest Sixteenth Avenue and Southwest Twenty -Third Street
4. Southwest Sixteenth Avenue between Southwest First Avenue and Southwest
Twenty -Third Terrace
5. Southwest First Avenue and Southwest Third Avenue
6. Southwest Third Avenue between Southwest Fourteenth Avenue and Southwest
Sixteenth Avenue
7. Southwest Twenty -Third Street and Southwest Third Avenue
8. Southwest Fourteenth Avenue and Southwest Twenty -Third Street
9. Southwest Twenty -Third Street between Southwest Fourteenth Avenue and
Southwest Sixteenth Avenue
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
