SUBJECT: Justification for Continued Approval of Custodial
Services from the United Cerebral Palsy Association of Miami
This memorandum serves to justify the continued approval and utilization of custodial services provided by
the United Cerebral Palsy (UCO) Association of Miami. Their performance has consistently met and often
exceeded our expectations. making them a Valuable partner in maintaining a clean. safe. and welcoming
environment for our staff and the public.
Several key factors contribute to our positive assessment of UCO's custodial services:
Professionalism: UCO's custodial staff consistently demonstrate a high level of professionalism. They are
punctual. courteous. and respectful of our facility and its occupants. Their training and supervision arc
evident in their work ethic and attention to detail.
Cost -Effectiveness: UCO provides competitive pricing for their services. representing a responsible and
efficient use of our budget. "Their comprehensive service package eliminates the need for multiple vendors,
further streamlining our operations and potentially reducing costs associated With managing multiple
contracts.
Positive Relationships: UCO stall have cultivated excellent working relationships with our team and
members of the public. Their friendly and approachable demeanor fosters a positive atmosphere within our
facility. '['hey are responsive to requests and proactive in addressing any concerns.
Adherence to Instructions: UCO staff consistently follow instructions and protocols, ensuring that cleaning
procedures are executed correctly and consistently. They are adaptable and receptive to feedback. adjusting
as needed to meet our specific requirements.
Cleanliness and Maintenance: The quality of UCO's cleaning services is consistently high. They maintain
our facility in a clean, sanitary. and orderly condition. contributing to a healthy and productive environment.
Their attention to detail is evident in their work. from common areas to restrooms and offices.
Accessibility for Emergencies: UCO understands the importance of maintaining clear and accessible
pathways. especially during emergencies. They prioritize keeping hallways, exits. and emergency
equipment accessible at all times. contributing to the safety and well-being of everyone in the facility.
In conclusion. the United Cerebral Palsy Association of Miami has proven to be a reliable and valuable
partner in providing custodial services. Their professionalism. cost-effectiveness. positive relationships.
adherence to instructions, commitment to cleanliness. and focus on accessibility justify the continued
approval of their services. We strongly recommend 'maintaining our current agreement with UCO.
Pursuant to City Code Section,18-85, as amended, it is respectfully recommended that the City Manager
waive competitive sealed bidding methods via this written finding and reasons herein. Said waiver shall
need to be ratified, confirmed, and approved by the Miami City Commission by four -fifths (4/5ths)
affirmative vote during an advertised public hearing.

United Community Options of Miami (UCO) is pleased to have provided housekeeping
services for Miami City Hall for over 20 years. Thank you for allowing UCO to once again
prepare a proposal for custodial services at Miami City Hall. The City of Miami has always
been a leader in providing opportunities for integrated employment in our community and
supports the goal of adults with disabilities becoming contributing members of the
community through employment.
UCO has maintained an active presence in the Miami -Dade County Community since
1947. UCO strives to enable all children and adults with disabilities, as well as typically
developing children and adolescents, and their families to reach their greatest potential
and achieve rewarding and productive lives as fully participating and contributing
members of their communities.
City Hall hosts seven commission meetings per year, eighty plus board meetings, tours
as well as special events such as the annual Tree Lighting and Holiday Festival. Our
workers take pride in ensuring that Miami's City Hall is the shining gem of the Magic City.

UCO proposes providing custodial services at Miami City Hall following the current
scope of service established under the contract awarded in 2020 including the provision
of labor, supervision, cleaning supplies, paper products (including toilet paper, hand
paper towels, garbage can liners, and soap) and any other materials necessary for the
complete servicing of the City Hall facility.
