("Eventstar") FROM: Annie Perez, CPPO REFERENCES: Director/Chief Procurement Officer ENCLOSURES: Sole Source Package The City of Miami's Department of Procurement ("Procurement") has been tasked with ascertaining whether Eventstar Structures Corp. ("Eventstar"), located 8100 NW 90 Street, Medley, FL 33166 remains the sole source provider of custom temporary tenting structures for the City of Miami's ("City") use at Virginia Key during major (large) events. In 2015, the National Marine Manufacturers Association, Inc. ("NMMA") was issued a Revocable License by the City for the use of Virginia Key to present the Miami International Boat Show ("Boat Show"). NMMA entered into contract with Eventstar for the procurement of goods and services, including infrastructure improvements at Virginia Key requiring engineering design for the installation of anchors and custom baseplates to address topography and soil. Then via Resolution No. 15-0227, the City adopted the sole source finding of the City Manager and Chief Procurement Officer that Evenstar was the sole provider of its proposed anchorage and baseplate system. Although there are numerous vendors that can supply and install large tents, these vendors are not suitable due to Virginia Key's unique soil conditions. Normally, large tent structures are secured by stakes with 42- inch-deep nails placed into the ground which require suitable soil conditions and damage to the asphalt and/or concrete surfaces. However, Eventstar developed a reusable plate system that flushes with adjacent surfaces and is specific to Virginia Key's conditions. As a result, damage to asphalt or concrete surfaces remains minimal and the amount of transportation needed for equipment is limited in comparison to other methods. The ground anchorage system custom baseplate structures remain intact, which allows the City to easily install the temporary tenting structures for future events. The compatibility of the equipment, accessories, or replacement parts permits only one reasonable source of supply. Accordingly, pursuant to Section 18-92 (a) (2 & 3) of the Code of the City of Miami, it is recommended that the requirements for competitive bidding be waived, and the above -mentioned findings be approved: Eventstar Structures Corp. is the sole provider of the custom baseplates for the large tents on Virginia Key. This is in the best interest of the City as this is a revenue generating contract and Eventstar will increase the revenue sharing amount to twenty percent (20%) and will be donating an in -kind donation valued at three hundred thousand dollars ($300,000.00) for the installation of new foundation cover plates to replace the existing equipment.
