Background of Item: The City of Miami ("City") is responsible for public safety throughout the City, which includes the Omni Community Redevelopment Agency's ("CRA") Redevelopment Area ("Area"). Pursuant to Section 163.370(2)(0), Florida Statutes, the CRA has the power to develop and implement community policing innovations with the objective of remedying blighted areas and the causes thereof within the Area. The City's Police Department ("MPD") has an interest in continuing the CRA Detail, an innovative service -oriented police unit, in a problem -solving team capacity, to establish and support working partnerships with the CRA, Neighborhood Enhancement Teams, residents, business owners, and homeless outreach programs. Pursuant to CRA Resolution No. 23-0052 adopted on October 12, 2023, the Board of Commissioners of the CRA approved the issuance of an allocation in an amount not to exceed five hundred thousand dollars ($500,000.00) ("Funds") to the City for enhanced police services. Pursuant to CRA Resolution No. 25-0016 adopted on April 10, 2025, the Board of Commissioners of the CRA approved the issuance of additional funds in an amount not to exceed five hundred thousand dollars ($500,000.00) ("Funds") to the City for continued enhanced police services and additional safety measures within the Redevelopment Area ("Program") The City, by and through the MPD, will utilize the subject funds to administer the Program and provide enhanced police services in an effort to prevent crime, conduct investigations or apprehend individuals committing crime within the Omni Redevelopment Area. The CRA authorized the funds to be disbursed until such funds are fully depleted on a reimbursement basis to the City upon presentation of invoices and satisfactory documentation. There are no matching funds required from the City. R-23-0052 IN THE AMOUNT OF $500,000.00, AND ADDITIONAL GRANT FUNDS IN THE AMOUNT OF $500,000.00, PURSUANT TO OMNI CRA RESOLUTION NO. 25-0016, FOR A TOTAL AMOUNT NOT TO EXCEED $1,000.000.00, TO BE UTILIZED TO UNDERWRITE COSTS ASSOCIATED WITH ENHANCED POLICE SERVICES AND ADDITIONAL SAFETY MEASURES WITHIN THE OMNI CRA AREA; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE THE AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR OTHER DESIGNEE TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR ACCEPTANCE OF THE GRANT, FOR SAID PURPOSE. WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City, which includes the Omni Community Redevelopment Agency's ("Omni CRA") Redevelopment Area ("Area"); and WHEREAS, pursuant to Section 163.370(2)(0), Florida Statutes, the Omni CRA has authority to develop and implement community policing innovations with the objective of remedying blighted areas and the causes thereof within the Area; and WHEREAS, the City's Police Department ("MPD") has presented the Omni CRA with an operational plan to continue enhanced public safety initiatives through the CRA Detail, an innovative service -oriented police unit, in a problem -solving team capacity, to establish and support working partnerships with the Omni CRA, residents, business owners, and homeless outreach programs; and WHEREAS, pursuant to Omni CRA Resolution No. R-23-0052, adopted on October 12, 2023, the Board of Commissioners of the Omni CRA approved the issuance of an allocation in an amount not to exceed five hundred thousand dollars ($500,000.00) ("Funds") to the City for enhanced police services; and WHEREAS, pursuant to Omni CRA Resolution No. R-25-0016 adopted on April 10, 2025, the Board of Commissioners of the Omni CRA approved the issuance of additional funds in an amount not to exceed five hundred thousand dollars ($500,000.00) ("Funds") to the City for the provision of continued enhanced police services by MPD and additional safety measures within the Area ("Program"); and WHEREAS, the City, by and through the MPD, will utilize the Funds to administer the Program and provide enhanced police services in an effort to prevent crime, conduct investigations or apprehend individuals committing crime within the Omni CRA Area; and WHEREAS, the Omni CRA has authorized the grant to be disbursed until such funds are fully depleted on a reimbursement basis to the City upon presentation of invoices and satisfactory documentation; and WHEREAS, no matching funds are required from the City; and WHEREAS, the City Commission wishes to accept said Funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1 The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The acceptance of Funds from the Omni CRA to the City to underwrite costs associated with the Program for enhanced police services within the Area is authorized.' Section 3. The City Manager is authorized' to negotiate and execute the agreement, in substantially the attached form. Section 4. The City Manager is further authorized' to designate the Chief of Police or other designee to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, for acceptance of the grant. Wyk ng II , C y ttor -y 6/2/2025 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
