Subject: Accept Proposals - Federal Lobbying Services RFQ 1790386
Purpose of Item:
The nature of this item is to authorize a Resolution of the Miami City Commission with
attachment(s), pursuant to Request for Qualifications ("RFQ") No. 1790386 to establish
a pre -qualified pool ("Pool") for the provision of Federal Lobbying Services for the Office
of the City Manager ("OCM"), from: Continental Strategy, LLC, Becker & Poliakoff, P.A.,
Ballard Partners, Inc., and Brumidi Group LLC, for an initial term of five (5) years, with
the option to renew for one (1) additional two (2) year period; authorizing the City
Manager to execute the negotiated Professional Services Agreement(s) ("PSA") in a
form acceptable to the City Attorney, and to negotiate and execute any and all
documents, including any amendments, renewals, and extensions; subject to all
allocations, appropriations and budgetary approvals having been previously made,
compliance with applicable provisions of the Code of the City of Miami, Florida, as
amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -
Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the
City Code, in a form acceptable to the City Attorney, and in compliance with all
applicable laws, rules and regulations, as may be deemed necessary for said purpose.
Background of Item:
On May 1, 2024, the Department of Procurement, on behalf of the OCM, issued RFQ
No. 1790386 under full and open competition, to establish a Pool to provide Federal
Lobbying Services. On June 5, 2024, four (4) proposals were received in response to
the RFQ, all of which were deemed responsive. The Evaluation Committee met on
October 3, 2024, to discuss and evaluate the proposals, and recommended all four (4)
Proposers for inclusion into the Pool. On November 7, 2024, the City Manager
concurred with the recommendation of the Committee.
Upon establishment of the Pool, additional firms may be added or removed from the
Pool at any time, as the City may deem in its sole best interest.

A RESOLUTION OF THE MIAMI CITY COMMISSION, PURSUANT TO SECTION 18-
86 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"),
APPROVING THE CITY MANAGER'S RECOMMENDATION TO AWARD
CONTRACTS PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 1790386 TO
CONTINENTAL STRATEGY, LLC, BECKER & POLIAKOFF, P.A., BALLARD
PARTNERS, INC., AND BRUMIDI GROUP LLC (COLLECTIVELY "FIRMS") TO
ESTABLISH A PRE -QUALIFIED POOL ("POOL") FOR THE PROVISION OF FEDERAL
LOBBYING SERVICES ("SERVICES") ON AN AS -NEEDED BASIS; ALLOCATING
FUNDS FROM THE VARIOUS SOURCES OF FUNDS FROM THE END USER
DEPARTMENTS AND AGENCIES FOR THIS PURPOSE, SUBJECT TO
AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE CONTRACTS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, WITH THE FIRMS FOR
THE SERVICES FOR TERMS OF FIVE (5) YEARS, WITH ONE (1) ADDITIONAL TWO
(2) YEAR RENEWAL, ON AN AS -NEEDED BASIS; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ALL OTHER DOCUMENTS,
INCLUDING ANY AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL ALLOCATIONS,
APPROPRIATIONS, PRIOR BUDGETARY APPROVAL, AND COMPLIANCE WITH
APPLICABLE PROVISIONS OF THE CITY CODE, INCLUDING, THE CITY OF
MIAMI'S PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL
INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY
CODE, AND IN COMPLIANCE WITH ALL APPLICABLE LAWS, RULES AND
REGULATIONS, NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") has a need for experienced and qualified firms to
provide federal lobbying services ("Services"); and
WHEREAS, on May 1, 2024, the Department of Procurement ("Procurement") issued
Request for Qualifications No. 1790386 ("RFQ"), under full and open competition, to establish a
pool of pre -qualified firms ("Pool") to provide the Services; and
WHEREAS, on June 5, 2024, four (4) proposals were received in response to the RFQ,
and all four (4) proposals were deemed responsive; and
WHEREAS, on October 3, 2024, the Evaluation Committee ("Committee") appointed by
the City Manager convened to discuss and evaluate the four (4) responsive proposals, following
the guidelines established within the RFQ; and
WHEREAS, based on the evaluation, the Committee recommended all four (4) firms:
Continental Strategy, LLC, Becker & Poliakoff, P.A., Ballard Partners, Inc., and Brumidi Group
LLC (collectively "Firms") for inclusion into the Pool; and
WHEREAS, on November 7, 2024, the City Manager concurred with the
recommendation of the Committee, and recommends the same; and
WHEREAS, Section 18-86(c) of the Code of the City of Miami, Florida, as amended
("City Code") requires all contract awards in excess of $50,000.00 must be approved by the City
Commission after reviewing the recommendation by the City Manager; and
WHEREAS, the City Commission desires to approve the recommendation of the City
Manager and authorize the City Manager to negotiate and execute contracts with the Firms to
provide the Services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Pursuant to Section 18-86 of the City Code, the recommendation of the City
Manager to award contracts under the RFQ to the Firms to provide the Services on an as -
needed basis is hereby approved.
Section 3. Funds to be allocated from the various sources of funds from the end user
departments and agencies, subject to the availability of funds and budgetary approval at the
time of need.
Section 4. The City Manager is authorized1 to negotiate and execute contracts, all in
forms acceptable to the City Attorney, with the Firms for the Services for terms of five (5) years,
with one (1) additional two (2) year renewal, on an as -needed basis.
Section 5. The City Manager is further authorized' to negotiate and execute all other
documents, including any amendments, renewals, and extensions, all in forms acceptable to the
City Attorney, subject to all allocations, appropriations, prior budgetary approvals, and in
compliance with all applicable provisions of the City Code, including the City's Procurement
Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18
of the City Code, and in compliance with all applicable laws, rules, and regulations, necessary
for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption.
