Section 3. It is hereby declared by the City Counlil thet
the health and welfare of the City of Miami are in peril and that
this ordinance is for the immediAte presrrvt.tion of the public
peace, health and safety, ant this ordinance may therefore have
three readings in one session of the council, and shall go into
effect upon its passage and aprroval an! rublication.
