I have had several talks with him recently and he has said he would be wilting to make some arrangement with the oity-as consulting engineer on whatever terma"we thought reasonable and right. I realize it would be difficult for a new man to take hold in the middle of our improvements without beooming f iliar with the work under way. I know he is anxious to have his resignation ao.epted as q ickly as possible. The matter of oonsulting engineer oan be taken up any time and his services retained if you think beet. :,tr. Whoever should be the engineer the liens and everything tnat go to make up our assessments and financing are based a great deal on the engineer. We had one experienoe in trying to lay some liens here on Miami Avenue. I would not want to undertake the responsibility of financing unless we know the liens are all right. moved by E. C. CROSSINGS OVER BHD 'KELL AVENUE SOUTH OF BROADWAY' lb* clerk read a letter from Mrs. H. 0. Roome, dated Deo.' 21, 1916, requesting that a crossing be provided over Briokell Avenue from the north line of Lot 50 of Block B to the North line of Lot 12 of Blook A, the repaying of Briokell Avenue South of Broadway, now under construction, not oontemplating crossings except at points where the - east and wet streets, if provuded, would dross Briokell Avenue, which will cause serious inoonvenienoe to residents east of Briokell Avenue who have their garages, etc. on lots on the west side of the Avenue. Mr. Highleyman: At present there is not a crossing from Eroadhey to Jennings Avenue. Mr. Klyoe: Briokell Ave is platted with a parkway down the center and the plat shows the crossings about every 500 feet and if you want it changed the plat should be amended. These crossings should not be indiscriminate. Mr. Romfh: Some people own property on both sides of the Avenue and have their servants houses and garages on the west side and I believe they should have orossings direct from the east to the west side,- there are only three or four of them. Mr. Highleyman: In future there may be street through there and the crossings should be at regular intervals. If the crossings are for each house that would be objeotionable, but I think it would be all right to allow temporary crossings and change when the streets are opened. Moved by E. C. Romfh, seconded by C. F. Filer, that the crossings requested be provided as well as for the other property owners who want a crossing. Motion carried. PROPOSED NEW HOSPITAL Architect August Geiger appeared before,council and stated that he had not ben able to get the dootors interested to say definitely as to what units of the hospital should be built; that in line with council's instructions, bids were asked for last May and after the advertisement was published a committee of doctors and other interested parties visitied the hospital grounds and decided to face the buildings south instead of east, which necessitated redrawing' some of the plans. Mr. Romfh: I am not ;tilling to delegate this council's power nor to try to shift responsibility for the hospital on to the Board of Health. Of course we want their assistance and advice but what i done we want to oome into this oounoil so that every one will,know how it is progressing. The last I heard of the hospital was when we asked for bids. It is all right for the arehiteot to tell us what caused the delay and perhaps he didn't see where the money^is coming from but that is not his job. That is the job of this council and if we have not sufficient money we can go before the people who are vastly interested in the hospital. The site has been chosen and the plans made and this council asked the architect to advertise for bids and it was stopped and nothing came before council. I think the bids should have been sent here, almost six months have passed. As I understand it, the doctors have decided on what they wan$. Have you ,got the plans in shape where we can do something? Mr. Geiger: the plans I Mr. Romfh: they want, :_r. Geiger: Yes, sir, but you should take up the matter of equipment and incorporate it in have. I think Dr Jackson and the others should come here and tell us what equipment or tell the architect. Can they tell you and you put it in the plans? Yes, sir, all the doctors in town come in to my offioe and make suggestions. Mr. Hefty: If we leave that to Doo. North we will get something. :.ir. Highleyman: I think a commission should be appointed to look after the hospital. On motion duly made and carried, the chairman appointed Councilmen Romfh and Highleyman to work ;vith the Board of Health and Doctors of the city to expedite the building of the hospital. Mr. Romfh stated that the committee would meet Saturday. afternoon, Dec. 23rd. rrr� PETITION REQUESTING THE EXTENSION OF 6 N STREET 400 FEET WEST This petition was read by the clerk and on motion duly made and carried, referred to the street committeeman. SANITARY SEWERS RIVERSIDE-LAWRENCE ESTATE Ir. S M Tatum asked that something.be done toward construction of these sewers,- that sometime ago his company offered to loan the city $10,000. to finance the work but action was delayed until the Tatums did not want the streets torn up during the winter; that Mr. Ashworth, of DuVal and Ashworth, who were low biddere, has stated ha can arrange for financing the work, but would want to start in sixty days. H. F. Atkisson, representing the chamber of oommeroe, atated.;tbat during the last two years, the time he has been chairman of the civic oommittee, the question of the oity,purchasing parks has oome up from time to time and while Mr. McDonald was on council the matter was discussed with him, and the present parks provide no space for base ball grounds and the Larger sports, which is about the condition of every city; that at present there is an opportunity for the city to get 60 aores adjacent to the new hospital site, at $500. per more, within the city .limits; a body of land on which play grounds and gold links can established, or a botanical garden; purchase prioe to be paid on any terms the oity wants; that the city prinsonera.00uld olean up and beautify the ground. No action taken. BRIDGES OVER THE MIAMI RIVER Mr. Highleyman: Mrknow there is reason for delay but after the experience we have had for one year I don't believe the contractor has any rights in the condition that exists at Avene D We have to get across the river in a round -about way at considerable danger, and yet to- day only t,vo,piers are built. There are rumors going around about these bridges that ought to be recognized. I am told, and it is admitted by the engineer in charge from Kansas City, that the center pier on 12th Street mould not stay stationary and to hold it in plaoe they had to pile a large quantity of material on top. I don't think there is any question about it as it was practically admitted by the engineer himself. I am also advised that the hollow piers bursted up under neath from the water pressure. If theee conditions do or nd0 not exist we should look into it. I know on Avenue D where the center pier is to go in nthey ha're dug down a great depth and are going to drive piling to reach bottom. It is not right to allow these conditions to exist or these rumors to circulate without knowing whether or not they e true,and whether we are endangering our structures. There are no reports made and in a wave ;are in complete darkness. So far as I am concerned, I would like for a disinterested engineer to make an investigation of these rumors and find out if there is any truth it them. jI want protection and it is not business like for us to remain quiet with such talk circulating. Mr. J I. Conklin stands high as an engineer and I would like this council to employ him to find out if these rumors have any foundation in fact. I move that Mr. Conklin be employed to investigate our bridges and find out if they are being built in proper manner and are in good shape for completely finishing them. Mr. Romfh: You.have a report every month as to progress and Howard, Harrington and Ash is one of the best firms in the United States in bridge building and Zndefyranyone to show they are not men of the highest type. It is going off on a tangent,- I have heard rumors that there is no dock and no channel. To listen to remarks on the street you would think this council a set of thieves. We can have our engineer here. We have these things come t� from time to time on all .pork. We may not agree with the engineer at all times but still we want to give them an opportunity to be heard without sending an engineer to make an investigation. I will put the reputation of Howard, Harrington and Ash against anyone and I think it is due Mr. Kackley, the resident engineer, to come here and tell us what the trouble is, if any. I only want to be fair. IMr. Highleyman:?Iwant to be fair to the engineers also and to the people of Miami. They can give us an excuse for the delay, but that is not an excuse for a big concern, building under the slow methods we are pursuing would bankrupt every bridge company in the country. There is not a man working on Avenue D from day to day. It is desperate. Mr. Wharton: Fie have engineers employed and I think they should be heard. On motion duly made and carried, the clerk as instructed to request Engineer Kaokley to app;ar at next meeting and talk on the bridges. DOCK A::D SEAWALL ALONG MIAMI RIVER AT THIRTEENTH STREET RIVERSIDE. Mr. Brady: The plans showing this bulkhead have been submitted to Maj. Ladue and the work comes within the proposed harbor lines. I would like authority to endorse the request and return it to Maj. Ladue. It is in front of the property of Lunham, Giffin and Haile Moved by L. T. Highleyman, seconded by E. C. Romfh, that the dook commissioner be authoriz to approve the permit, Motion carried. WEIGHING ::ACi1INES REQUEST TO OPERATE IN CITY The clerk read a letter from Chas. 2. Weeks, 905 Ave. B, dated Dec. 21,1916, as follows: I would respectfully request that I be granted permission to operate in the city of Miami, coin operated machines which will be in no way gambling machines. The machines shall consist of the following types: Mutisoopes, =mature Motion Pioture Machines, Phonographs, Striking Machines and :uch similar machines as may meet with the approval of your official censor. Ir. Romfh: We have always excepted weighing machines and Mr. Elser may want to install some on his new pier. These machines must not obstruct traffic. I would suggest that if the owner of the property will sign a joint letter to council Mr. Weeks, asking that the privilege be allowed. We do not want the machines on the streets. Mr. Weeks replied that he would endeavor to do this. On motion duly made and carried, the operation of the machines is permitted on payment 5.00 per machine, provided the letter from the proper owner is filed with oounoil as suggested. SIDEWALKS The clerk read the following letter "Miami, Deo. 19, 1916. To The Honorable City Council. Enclosed.' hand you as assessment notice from the city clerk . In explanation I wish to say, when I bought this lot there was no sidewalk; this was before Mr. Klyoe's time. My lot being low I wanted to fill in and build a sidewalk. I got the then oity engineer to set the stakes. He did So and I buil t the sidewalk according to his instructions. It was fifty feet long and five feet wide and cost me $36.00. You will notice the bill enclosed is for $52.66. Now I will ask you to kindly give me credit for $36. the check for which I am enclosing you, on this assessment. By so doing you will confer an obligation o, Yours truly, (Lot.2 B 14 Baldwin Addn.) T. E. rmstrong, 310 North Avenue C." Mr. Romfh: It is a mistake of the former city engineer. Engineer Klyoe: There are a great many all over the city. Sometimes they get grades and don't follow them, others were built on the oity's grades and others to no grades at all. Mr. Wharton: That is the trouble largely,- the grades were given and chaged - the propert oMrier or the contractor somestimes would change the grade and there is no way of knowing. On motion duly made and carried the matter was referred to the street committeeman for investigation. PAYROLLS FOR THE MONTH OF DECEMBED The monthly rolls for December 1916 were presented to council and examined and approved for payment in response to the request of employees, the custom having prevailed to pay the monthly employees just before Christmas. The payment was ordered made on motion of Mr. Romfh, seconded by Mr. Highleyman and duly carried. On motion duly made and carried, council adjourned until December 27, 1916, 7 30 P.M.
