We wish to call your attention .o the great amount of arstoydnce to our tourit
as well as our home people which is caused by many small motorboats going down the Miami
River and along the bay shore from 3 A.M. on during the tourist season.
Your chamber.of commerce has had more complaints about this one annoyance than it has
had about all the other annoyances in the oit`, and we have come to realise that it le a
detriment to Miami, to have these small boats without mufflers awakening all the tachtame
along the river a' bay shore during the season. We have a remedy for this whiej we would
like to suggest end will please ask you to enforce and we consider the remedy such as wil
not :Parka her dship on anyone,- that is to serve notice on all owners of boats to'the eff t
that any Motor boat running ontthe Miami River or along the bay shore after December let
without a Winer, the man in charge will be arrested and fined for eaoh offense.
We would suggest that you have this notice printed on cam aboard bout eight by ten
inches and have it posted at all the wharves along the river or bay front. Thiel would giv
everyone fair notice and plenty of time in which to equip their boats properly.
We are informed by experts that there 'is no excuse for boatmen allowing their mot re ...
to make a loud noise. We realize that the only way you can inforoe this law is to have a
special harbor policeman and allow him the•use of a small moth boat eaoh week beginning
Deoember 1st so that he may inspect all boats and we would, also, suggest that this herb,
policeman go,on duty at three o'clock in the morning.
We will appreolate your attention to this moat important matter for the wellfare }_
and upbuilding of this city. We oan not expect tourists to come to Miami unless we make i
pleasant for them, and it is certainly very unpleasant to be awakened at three+o'olook eao
morning and not allowed to sleep any more.

Mr. Cason: I don't think there is anything wrong with the ordinance we have now. It is th
failure to make proper proof against these boatmen when they are brought before the judge
The last time there wore 12 or 18 arrests and Jack Crosland and Ivan Jaudon, Miller and
other infl uenti al ci ti dens, togeher with the fishermen, testified, on oath, that they
had modern, up-to-date mufflers, which the ordinenoe requires, except on four cycle engin
which are excepted. They stated if they were muffled down further they oould not run the r
boats. That there were mufflers that out out the noise but they were not modern mufflers
and if they had them it would cut the power down to such an extent they oould not operate
and the lives of the fishermen would be endangered, and that's the reason judge Blanton
turned them loose.
Mr. E. G. Sewell: Unless you serve notice on these people you will have a repitition of
last winter, but if you will have cards printed serving notice that after December 1,
they will be arrested for running boats on the river and making a lout noise,- why they c n
get the same mufflers as are used on automobiles and its all bosh that they can't
nufflp the boats down. If you let them know that this law will be enforced it can be
done and will not work a hardship on them. They could order the mufflers now.
W. B. Curry: My boat ens among these arrested; it has a four cycle engine with all the water
through the exhaust pipe and that is as good ae oan be done unless the exhaust is
turned through the bottom of the boat; and the two cycle would have to be done that way.
I believe that is all the'way it oan be done,- draw an ordinenoe prohibiting these exhaust
pipes from being out of the water. It will cut the power dorm some.
Mr. Cason: Did 't they testify that if that was done it would out the power down and
such water?
Mr.Curry: A two cycle engine will at times but a four cycle will not do it.
Mr. Hefty: It seems the main objection is that it outs down the speed, but it appears tha
could be done until they get out into the bay. I don't Gee Why we couldn't force them to
put these mufflers on and when they get out of the river and into the bay let them speed
Mr. Romfh: The people certainly should be permitted to sleep. I can't understand why it is
possible to muffle down an automobile or areoplane and not' a boat.
Mr. Sewell: Suppose youestablish hours 10 p.m. to 7 a.m., and let ties boats go out durnin

Mr. Hefty: The fishing boats leave from 2 to 4 a.m.
Mr. Sewell: Those are the ones you want to get.
Mr. Romfh: They must go out at that time or not at all.

We wish to call you. attention to the very bad condition of Bieoayn a Dr1.
from 6th Street north to the oity limits, enci as this is the main thoroughfare entering ,.
over the Dixie Highway, we wish to urge upon you to take some steps to put this highway i
good condition by Deaenber let.
The present condition of this hghway will give the tourists oomi
very bad opinion of Miami's streets,. which 'mould in reality be a false opinion of laming-
our streets are in good condition. However, we think it most important that tht,s street r
put in good oontiion at an early date.

Mr. Klyoe: Yes, that will keep loan the dust.- It will cost about $4,000 to put it in fai
shape and will take about two months.
Mr • Romfh: I think it should be fixed up and we shouldn't allow the oar line 4.o go out th

Mr • Kiye e : Mr • Wharton and myself have discussed these two streets several times but the
allowed for maintenance is not nearly enough to take care of eocpenditurestIlike that and

Mr. Romfh: I don't think we should put down asphalt there until we widen Biscayne Drive
Mr. Wharton: We have a fine street to the north now, Avenue D extension.
Mr. Romfh: What would it oast to five up Miami Avenue. It is in pretty good shape north

but if it is put to permanent grade it means putting it down as the street is too high, -
depends on whether you want them to put the tracks on a level with the present surface, b
will destroy the whole road if you want them to put it to proper grade.
Mr. Wharton: I see Mr. B. B. Tatum in the audience, possibly he can tell us when the car
tracks will be laid.
Mr. Tatum: No , sir, I oon't aft tell. We have nithing on the ralls,it. no a dvioe when they
be shipped. We ordered the rail with the distinct understanding it would be ghipped in S.
but it has not been shipped and they oan't tell us whn it will be shipped. We are ready
go ahead as soon as we can get the material.
Mr. Highyelan: I think we Could mae some sacrigioes and done something to Biscayne Drive
I don't believe it should be assessed; let the finance committeeman figure it out. Also
that applies to Miami Avenue.
Mr. Romfh: What would it oost to bring Bisoayne Drive to grade?
Mr Klyoe: Approximately $5,000. to grade it, but it will cost a greathdeal more than that
to pave the street for that is throwing away all your paving material.
Mr. Wharton: If you put the Drive down to grade you will have to build a street because t
street is now all above grade. The only thing to do is to scarify it and roll,it down
until it is permanently paved. Anything else will be throwing away money.
Mr• Romfh: Can you fix the drive so it will last through the winter for less than $4,000.
Mr • Klyoe: Buena Vista Road is 18 ft wide and it oost us 3 per sq yard.- probably one t
ment of oil would last through the winter. We spent about $600 out there scarifying bet.

the work of improving Waddell Street Biscayne Drive from Avenue C to Buena Vista, and als•
Miami Avenue, by scarifying, resurfacing and oiling, Miami Avenue to be 1nproved from
the north side of the Deering Estate to the city limits. Motion carried.
Mr. Wharton: It looks to ma like throwing away 3,000 or $4,000. About the time we get it
shape the street railway will want to put down their tra cks .
Mr• Romfh: It wont be torn up for five or six months.

We wish to call your attention to the unsightly and unsanitary condition
of the Biscayne Bay S ore from the terminal dock south to 14th Street.
The Biscayne Bay being one of the main attractions for people who visit Miami and fee.
thee reason, we think it very important, that the bay shore be kept clear of old rubbish,
rotten boats and boxes, and that some. eteps-be taken to olean out the poarkets along the
shore which contain rubbish and oause a bad odor along the aby shore.

mr. HIghaey:nan: the Board of Health have given some orders to do cleaning up on the bay
shore and some of it nae aireaay been done. Willi on this matter I would like toabring up
question of .importance. I don't know whether you know it, but every night ten or twelve
oade of human excrement are dumped in the sewers and it is wahhed down into the bay, most
of it at and Street sewer, and that is a large quantity of stuff to Go into the Bay. The
north end of town is rapidly building up and these conditions growing worse.The day is
comin; when titre will have to inetale something in the nature of a tang at the ends of our
sewers. You oan notice a very distinct odor in that section of town, from the bay shore,
;and the oauseway will make it worse. We should oonsider it seriously and make provisions
or the sewerage that is being dumped into the Bay. During ordinary times we have 20,000

The bide for the conetrution of sanitary sewers in Distriot No. 16 were received, in
accordance with the advertisement and on motion duly made and carried were referred

ordinance covering wholesale dealers In near beer and imposing a tax. Motion carried
LICENSE TAX ON AMBULANCES AUTHORITY TO MAKE REFUND
moved by L. C. Romfh, seconded by L. T. Highleyman, that the auditor be authorized
to refund the lioense tax paid by the owners of ambulances in the city of Miami.

Whereas, the fiscal year of the city of Miami, Florida ends May 31, of each year; and
Whereas, the city council of said city requires that an audit of its finabea and
accounts be made annually, by oertified public accountants, such audit covering the 12 mono
period immeddately preceding May 31st; and
Whereas, the audit of the finanoee and accounts of said city for the fisoal year ended
May 31, 1916, was made by Chas. Neville and CO: certified public accountants of the city
of Jacksonville, Florida, and duly presented to the said pity oounoil; and
