who come down here in the winter time, it would not -be wise to out off the polioef4roe
at this time. Of oouree they don't want additionaltaxes if possible. The petit'',
don't want to be in position of dictating to council, but would like to have the)
foroe maintained until the end of the, winter season. Some people will be found who;
will say to out .off everything, but the thinking man knows that order must be kept and
that oan not be done without adequate foroe with our limits running from Cocoanut`Grove•
to Buena Vista and the population increasing all the time., I don'tkbelieve the chief'
will say that he can furnish proper protection with less than the number of men he had
before these four men were dropped.
The Chief of Police stated that there are two beats whioh have been polioed for foiir
years and are now without men to cover them beoailae of the additional traffio men
and needs at least five more men at thi9 time, traffic, mep;at llth and 0 and 13th and D;
that the traffio men go on at 8 A.M. and work until 10 of 11 p.m.
Chairman Erfert: I have noticed in a great many cities the ,traffio men go on duty about.
11 a.m., and knock off about 7 P.M. It seems we oould make the same arrangement here.
Mr. Wharton: Our budget provides for 16 patrolmen and working 8 hour shifts you have on
duty at one time about 6 men and two of them necessary for traffic on 12th St, leaving
four patrolmen. I :Till not vote to go beyond 13 mills levy for any purpose.
Mr. Brady: There is no part of the city government that shows up,so well as a good
police force. Our work here does not ehow up if'*e should stay here every night. It is
necessary for the government of any oity to have =a polioe force, if it can be afforded.
One of the great troubles of city affairs .i `°;hatthe pablio is not posted as to the
cost of city government, and I fear that ° eeive' millage will ,cause "'such a howl
(next spring when tax paying time comes that it will almost cause a revolution, and
as the auditor says, it would injure the eity'a oxeii.t. There are some people I know,
whom I don't know how they will pay their'axe
Mr. Wharton suggested that the full foroe might be kept on until spring and then out
down so as to come within the budget even if „yeU,have to reduce the foroe one half.
Chief of Police: I have been oonneoted with thkforo.e eleven years and I can see where
we need more men every year. If we have bo •;out I thank it Would be best to do so,"in
the spirng time.
Mr. Erfert: I rather think it false economy to reduce the police foroe; the first
'question a man asks when the gets into a place is `about the throe. It seems to me also
that the men laid off should not be the oldest mefltbut new men on the list, but that mew
up to the chief.
Chief Whitman: I don't think senority has anything to do with police work
Mr. Wharton: The public insist on a great many luxuries yet they kiok vigorously on
the tax rate.
Mr. Brady: Yee, sir, that is a fact and they don't realise just what it meaue.`Th�
public is largely responsible for the increased cost and the expanses of the',gity
government by insisting on such things..
After some little further similar discuseion, the petitions were ordered reeeiyed and
filed and the oonsensus of opinion of council was that the matter be handled by' the
mayor, polioe gommitteeman and chief.

We hand you herewith city lioense No. 1454 issued on July
1916, by error oove ing a Paige Detroiter•36,horse power oar whioh E E.Norwood recently
bought from R D or R J Niles, said oar being fully covered by oity, state and county to
October let of this year under lioense City No. 168 for hire and No. 35 for State and
County and as the oity, state and oounty oan not legally oolleot taxes On the same,
property twioe in one year we therefore ask your honorable body to refund us this five
doliars which was paid by mistake can the said Paige oar as this lioense was issued by
mistake ae *ae the one from athe state and oounty as the too had been paid„ by the said
R. D. Niles all of which will be refunded so we are informed. Thanking your honorable

ESTIMATES FOR THE MONTH OF AUGUST
The dook and harbor estimates for the month of August were presented by Enginer
Randolph and approved by the Committeeman on parks and docks as follows:
Bowers Southern Dredging Co. $28,204.83
Hillyer-Sperring, Docks, 5 742.31
Engineers fees 1,422.16
Un motion dulyrmade and carried the auditor was authorised to draw vouchers against the
proper funds in settlement of these estimates.
CITY CEMETERY REQUEST BY SEXTON FOR INCREASE IN SALARY
The clerk read a request from Mr. J. B. Shieler, sexton of the oity cemetery, that his
salary be increased from 100. to 125. per month and on motion duly made and carried it
was held over.
