petition your honorable body not to out the police force or the fire department of the

At this meeting the city council prepared one.bailot box of sutt#loient size to receive
all the ballots at the special eleotion to.be held on August 29, 1916, under Ordinanoe
212, passed and adopted Said Ballot Bo:was marked as doliowe:
"Ballot Box. City of Miami. Speoial Eieotion at City Council Chambers August 29,1916
Thereupon oouncii did deposit in said box twice as many ballots as there are registered
qualified voters in the oity. Said box was locked and the keyhole and all other
openings therein sealed and the key to saia.box delivered in a sealed envo.ope to J. D.
Godman, the clerk of said election, together with said box, the said clerk having then
and there taken and subscribed an oath to perform hie commission faithfully ana
impartially, without favor or prejudice to anyrpolitical party.

printed in books or blocks, each ballot to have a stub with perforated line of sufficient
size to enable one or the inspectors to write or stamp his name or initials thereon
and so attached to the ballot that when the same is folded the stub can be detatohed
therefrom without injury to the ballot or exposing the oontente.thereof.

DISCUSSION BUDGET PROPOSED BY CITY AUDITOR FOR THE FISCAL YEAR ENDES MAY 31, 1917
mr. Romfh: The Budget has been oomplated and is open for discussion. 0f course it is
not final and 1 submit it for discussion and any suggestions aounoil may wish to offer
0n the original estimates submitted by the departments, Neville & Co. the Public
Accounts, preparea tentative figures unaer which a levy of $ fourteen mills on a
$21,ouu,000. assessment would have been necessary, but we have pared it down considere.ly
ana•it 1e in this shape we now submit it, and a levy sufficient to raise $240,000.
will be necessary, or a reduction of $49,000. from the original estimates'from the
several city departments. The Departments spent for the last fiscal year about
$53,000. more than the budget provided ror and we had to refund $85,000. of the revenis
bongs due September 1, 1916 and will have to levy a direct tax to provide for that.
We can make a levy of twelve mills and provide the money necessary On this budget,
but i1uwe allow the increases asked for the levy of millage will have to be nnaoh greater.
The Tire Department, ror instance, 1 don't believe there is a oity in the United
States spending the money we are for a fire department. The only city I have found,
anywhere near in proportion, 1s Gary, Indiana.
Mr. Wharton: It is oertainly costing money. •
Mr. Romfh: The revised budget is based on 12 mills, or almost 60* inoreaee in taxes;
the figures prepared by Neville & Co. would mean an increase of over Wit -in taxes. if
the aepartmente has kept within their budget appropriations last lear we would have
had a levy of about 9 mills. I think it will injure the credit of,the`o. y,to levy over
lY, mills. The • little increase in salaries provided for don't amount to;°much, . the total
being $2620.
mr. Wharton: I think it woula be well for council to get togetherwith heads of
departments and see if we can't eliminate some of the isms. For inetanoe, what is
the duty 0I the Health officer. Iasee he is down for $1200 and.a clerk for *900.
Everytime anyone oa11s up on the phone the clerk answers.
mr. homsh: 1 don't know. I have been trying to find out ever sine the office was roreatea

SANITARY SEWERS DISTrIQTS 10, 11, 12, 13, 14, 15,

Miami, Florida.
Herewith in blue print form I submit tabulation of bids reoeived in
sewer districts 10 to 15 inclusive. All of the bids except ono are much in exoeee of the
estimateu cost aria on a000unt of oertain irregularities in this bid, I would advise tha.
all bids be rejected and that the work be readvertised.
In my judgment a very much lower bid oan be secured, if a steam shovel were
available; however this particular contract is small and no oontraotor can be certain or
securing other oontracte on which to raise it, naturally therefore they,bid high; I would
suggest therefore that in order to seoure the lower prioes which it would be possible
for the pity to secure, if such a maohine were available, they purchase a steam shovel
and rent it at a price to be stated beforehand to all eontraotors., the .successful _
bidder to have the use of the outfit. Such a shovel could also be used to advantage
in street grading Cork, thereby securing better prioes on this class of
construction also.

Mr. I,yce: Considerably more than the cost of a shovel is in these bids and if one is
ae:epted you have more than paid for a shovel. It would hardly be fair to expect them
to bid and buy a shovel, but the pity oould buy it and use to to advantage. One of the
paving contractors is now using one which he secured from the oounty, but he will have
to turn it bank October let. A shovel would oost between 57000 and 6,000. There is
not enough work here and a contraotor here has not enough territory to::raw on and use
a shovel to advantage and can not afford to buy one., The oounty uses their shovel
in the rock pits. The rental rate should be fixed to take care of interest on the
investment, I would say off hand about $25. to 30. per day.

CAUSEWAY ISLAND CREATED AT EAST END OF MUNICIPAL SHIP CHANNEL FROM MATERIAL
DREDGED THEREFROM
Councilman E. L. Brady introduced the following
Resolution No. '1090
Whereas, the city of Miami is now engaged in dredging operations in Bay Biscayne for
the purpose of creating a harbor and ship ohannel; and
Whereas, the deposit of material dredged from the Bay has formed an island on
the east side of Bay Biscayne; and
Whereas, it is very essential that the oity of Miami should have the use of said
island in oonneotion with said harbor:
Now, Therefore, Be It Resolved, by the City oounoil of the pity of Miami,, that the
mayor and oity attorney be direoted tolake up this matter with the Truetese of the
Internal' Improvement Fund of the State of Florida, with a view to acquiring title to
the said island, and that the said Trustees be requested to grant the said island
to the oity of Miami to be used for public purposes in oonneotion with_ its harbor
improvements.
Passed and adopted this 28th day of August, 1916.
