City Counoil, Gentlemen: The following properties owned by the Miami' Water Cb 1paiay and ie assessed'tor taxes for the year 1915. Under their oharter they olaim that :their real property is exempt from city taxation; if such be the ogee, kindly give me arithor'Zty' 'to Cannel on my books so as to save the oost of advertising: Lots 11, la, 13, 14 and 15 Brook' 50 North; Lots 7, S, 9, 15, 16, 17, 16, 19, 20, al and a;a Brook 51 North; Lots 3 to 10 and 23 and 24 B 70 North; Lots 3 and 4 B 141 North; Power House site, Deed Book 114, page 472, total taxes $279.07. Moore, Tax Collector.° Mr. Romfh: We should get a ruling from the oity attorney on that and I Suggest that the Auditor take it up with the Attorney for that purpose. if the Attorney rules they are exempt the books can be so marked but therproperty should be assessed at its full value for a improvement assessment purposes. SIDEWALKS CONSTRUCTED ON GRADES SET BY FORMER CITY ENGINEER FREDERICKS AND SINCE THE STREETS HAVE BEEN CONSTRUCTED TO GRADE THE SIDEWALKS ARE NOT TO GRADE ' August 24, 1916. To the Honorable Members of the City Council, Miami, Florida. Gentlemen: ' About two years ago I constructed a sidewalk in front of my residence on Dann Street, according to the grade given me by Mr. Fredericks, at that time the oity engineer, and for which grade I paid him. Recently a new grade has been established and at present my sidewalk is elevated about two feet above the sidewalks of lots on either side of mine. As my side- walk was built to the grade and under the epeoifioations of ':he city engineer, 1 feel that the city ought to put in a new sidewalk in front of my residence at its own expense. This should be done very soon as the present condition of the sidewalk to dangerous to pedestrians. Mr. Wharton: At that time the oity engineer oharged for setting the grades and I think Mr. Klyce will tell you it was impossible for anyone to give exact grades for sidewalks and the engineer was not altogether to blame. Mr. Romfh: I think the matter should be referred to the street committeeman with power to aot and where there was an injustice to the property owner, it should be fixed up. That means all of them. mr. Klyce: There are a great many such oases and some or them olaim to havegotten grades Ina some do not and in some oases they have admitted the grades were set and the oontraoto did not follow the stakes. Of oourse the property masers were ignorant of that. Mr. Romfh: Its my idea to refer it to the street committeeman with power to act so that he oan fix the matter up where neoessary. ar. Wharton: Contactors did not follow grades. Mr. Romfh: Back in 1913 we were trying to get the sidewalks in and a great many people constructed sidewalks, and if some of them got a wrong grade or the contractor put the wa in wrong by reason of the city not having proper inspectors, 1 still think the city is to blame and we should rectify it, especially in the outlying districts where it is a big expense to the man who owns•a small lot worth four or five hundred dollars to pay fifty of or sixty dollars for a sidewalk; or course down here with these fifty thousana lots it would not amount to-muoh, to the small owriar however it is expensive. ENutcUAuHmENTS HOUSE ON TWENTIETH STTEET OCCUPYING PART OF SIDEWALK Mr. Klyoe reported that there is a house on 20th Street and the owner claims to have otten hie lines from the city engineer two or three years ago, and the -house is out in the street about three feet. We are building a sidewalk over there and from what I oan learn I think it likely they got the lines and I believe the oity should pay for moving the house back. The property owner says udder the circumstances he will not move 11 it. 1 thought possibly council would authorise the expense which will be very light. The !Coat is estimated at $30 but I do not think it will exoeed $15. 0n motion duly made and oarried the matter was referred to the street committeeman with power to act. He started last September and has been at work on it steadily ever sites. Mr. Wharton: I don't know the circumstances but it seems the Board of Health ehouldAhan these matters. if it is their duty the Olean the oess pool out 1 believe they will i It they have not been pushing the'sewer work as fast as they ehbuld have, there is a pis clause attached to the oontraot and we should go after the matter if they are going to continue the delay. This especially applies to the sewer pumping station. Mr. Klyce: They have bought two more pumps and are waiting now for some' parts from the Westinghouse 0ompany. They have spent a great deal of money getting ready and I believe are now about ready to'go'ahead with the pumping station. Mr. J. J. Quinn, Contraotor: I sublet the pumping station oontraot about one year ago a has been dragging along but we now have everything over there to go ahead and something will be done right away The euboontraotor is working on it and he has secured several hundred dollars worth of machinery. Mr. Wharton: We donit know the sub. Mr. Quinn: I know that, but something will be done right away. BIDS FOR SIDEWALK IMPROVEMENTS 7, 8, 9, 10 and 11 SANIATRY SEWER DISTRICTS 10, 11, 12, 13, 14 and 15. On Motion duly made and carried, the olerk opened and read the bids reoeived for the construction of these improvements, and the bids being on a unit basis, the same were reterrea to the engineer for tabulation and rep ort balk to counoil. SLIPS OF FISH HOUSES NEAR CITY DOCKS FILLED UP WHEN FILL FOR CITY DOCKS WAS MADE Mr. Brady stated that two or three slips adjoining the fish houses near the city docks had been filled with Band w.ioh overflowed from the Dook fill and should be cleaned out. Bigineer Randolph euggeeted two or cheapest was to use a tug and wash 1000 yards to material to be moved 0n motion duly made and carried to act. three ways of clearing out the slips and thought the the sand out from the wheel of the tug; that there is a and did not think the coet would be over 0100. the matter was.eferred to the door committeeman with p SANITARY SEWERS CANCELLATION OF AWARD TO DUVAL AND ASHWORTH The street committeeman reported that about a year ago bid of Duval & Aashworth had bee accepted for the construction of some sanitary sewers in Riverside,- 14th and 14th Stree that the oontractwas never signed up and as material has gone up in prioe they want to relieved and that it would hardly be fair for the oity to force them to go ahead and 1 m that their oontraot be cancelled and that they be released and that we re -advertise the work after the engineer prepares the proper speoifioatione, etc. Seconded by U. 1. rile ana duly oarried. IMPROVEMENT BONDS SERIES J $18,000. FOR SIDEWALK DISTRUCTS.7, 8, 9, 10 and 11. Councilman E. C. Romfh introdued RESOLUTION NO. 1084 A resolution providing for the issue of 418,000.
