Chairman: You didn't understand that ell'. Highieymant gar. Highley:nan: I don't wish to take any exceptions to Mr. Randoiph's statement, he has he right to put in charge whom he pleases, but on account of present conditions we do not want t oe placed in an ernbarrasaing position on this deep water proposition. Mr. Randolph states his son has bat experience during vaoation and other ways but he is a very young man and I don't cones,ter with the magnitude of ti.is porpoeition to us whioh is by fax the largest thin: we have lone ( it may not be a big thin; for :(r. Randolph) and I don't believe his son has had auf.ioient experience with vaoation work and the training he has given him, o turn this bis undertakinE over to him, an. The question confronting council 1s this,— ate you looking to the reaiient engineer, who is only an enlar.-ed form of inspeotor, for results; are you holding him responsible for the oonstruotion of this work or are you holdinE Isham Randolph and Company, with whom this proposed oontract is drawn? Mr. Randolph has been eupervisine work for forty years, not one job has he fallen down on; in that forty years he has built up an enviable reputation as an engineer. He has stated that never in forty years has he allowed a community or client to dictate to him who shall, supervise o who shall not. If this com..:anity is locking to the reei.1ent engineer and holding him responsible, teen we ahoula dictate who the man should be.
