Chairman: He has had actual experienoe't
Mr. Randolph: Yea, sir.
Chairman: You didn't understand that ell'. Highieymant
gar. Highley:nan: I don't wish to take any exceptions to Mr. Randoiph's statement, he has he right
to put in charge whom he pleases, but on account of present conditions we do not want t
oe placed in an ernbarrasaing position on this deep water proposition. Mr. Randolph states his
son has bat experience during vaoation and other ways but he is a very young man and I
don't cones, ter with the magnitude of ti.is porpoeition to us whioh is by fax the largest
thin: we have lone ( it may not be a big thin; for :(r. Randolph) and I don't believe his
son has had auf.ioient experience with vaoation work and the training he has given him, o turn
this bis undertakinE over to him, an. I for one am putting myself in this plaoe. I feel
it will co throueh all right but like to take every preoaution and having a man of
vacation experienoe since June to my mind is small experiences and I feel it would have •een
better for .,iiami if we had another roan.
.;.r. Ralston: I think :ir. Highleyaan has taken this occasion, and othera, to make his
views perfectly plain. The question confronting council 1s this,— ate you looking to
the reaiient engineer, who is only an enlar.-ed form of inspeotor, for results; are you
holding him responsible for the oonstruotion of this work or are you holdinE Isham
Randolph and Company, with whom this proposed oontract is drawn? Mr. Randolph has been
eupervisine work for forty years, not one job has he fallen down on; in that forty years
he has built up an enviable reputation as an engineer. He has stated that never in
forty years has he allowed a community or client to dictate to him who shall, supervise o
who shall not. If this com..:anity is locking to the reei.1ent engineer and holding him
responsible, teen we ahoula dictate who the man should be. The contract, howeverm is
witn Isharc Randolph and company and if we are holding tnem responsible I for one, as
.cock committeeman, g eel safe in looking to isham Randolph & Company for proper supervis
ells engineering. I MOVE THAT THr PROPFR OF,I :1ALS OF Tut CITY BE AUTHORIZED AN!'
leSTee.TE: TO EYE.:UTE THIS AGREEeL,1.
...r. Hi.neeyman: 1 want to make one more atateraent. It has been said that I speak freely
end I am going to keep speakin_ freely. I am not saying that this contract will not be
carries out, I believe it ~will be, but I aa.y what I do from precaution and I wont hesita
sr^_.k out at any time necessary l er .:iami.
nr. Erfert: I agree wits: ..r. Hiehleymen. .;o one questions ir. Randolph's .ability or that
ire has ever fallen lc•n cn e contract, but perhaps he had experienced engineers on those
contacts ;.,.... 'r. Hi,,;hiey:,,xn .foes not think this young, than has had aufficient experience
rnis is a big unleet kin: for us its don't exrect it but things may go wrong and Mr
eendeeph nev= be the -.iser velo le to determine whether the work is right? The young
n:ane r. h:.r.iolph we ire to:kin-- to, cf eouree, but he will never be notified if anythi
-ova -.wrong, it 'Vie L be covered over.
.ir. ii..laton: If he sont be notified, then we ha.; better not execute this contract.
—r. Erfert: 1 don't say he :von be, 1 say he may never be the wiser.
r. Vherton: 1 have not had much to sey as it is better to work in harmony than to have
friction. We h. ve has trouble with deep cater since it started and will have trouble un
z,o feet oo .t wh, 3tles co.:,in: into the lock. We think we have started absolutely right
e:.Ieoye.: e.. er.`ineer see he ma._e ::9 plans, `ot tne 'Latter around this far and o..rtainiy
2,fcr one, loin to take kid r.. `vise entic it is finished. .it first thouot2t when the
y une engineer was called to my attention, 1 tnou;;ht it might be better to have an older
s :s n, but.:at is .or our engineer to eeelee. If we bola Ilea respons. b1e, be is going to
see that we get west we pay for. ee has his reputation to sustain and we have confidence
4n wei.t we will get, so I don't believe in throwing any handicap in hie way and I will
eeeona ..r. eels ton's motion teat the contract be entered into.
A roll call vote was asked for and tne vote was as follows:
eeeaton, yea, ";herton, yes; Erfert, NO (Hi:hleyman vote yes Erfert, with a reservation)
t!.or::fn, yea; Hienley:Han, yes (witn teat reservation) Hefty, yes.
.r. Erfert: 1 terse the r,oaition taut „we are entitles to a more experienced man. 1 am not
vetin: no on tee execution of the contract. You have misconetrued me that 1 want to bloc
leap water, not at all. 1 thin we are entitled to a more experienced man and 1 will vo
yea on the contract but on tee other I will say no.
.r. Ralston broleee up tha question of working out a scheme for the handling of the
.locks, railway, etc. r:..tes to be charged, rules ant regulations, stating that Mr.
