Dear Sir! - Referring to the suggested Harbor Lines for Miami River as *born on the blue prints sent you June 10th, I beg to request that you kindly return the blue prints with an'expression of the views of the oity authorities as to the suitability and adequacy of the lines as proposed, espsoialiy with regard to the preservation of facilities for navigation in the stream. Counoilman Ralston stated that by coaling the blue prints it developed a waterway between the lines from 130 to 1S0 feet in width from Avenue,D bridge North"wad beyond the lath Street bridges the width is greater.. YTo the City 0ounoil, Miami, Florida. Gentlemen: Some few meetings ago you bad up for consideration the payment of a Walton R. W. Rhodes, amounting to $510.00, for polio* uniforms, Daps, *to. It was not ordered paid but held up for investigation. In regard to this bill, all I can say is that Chief Whitman discussed with ms about buying :the uniforms and I instructed him to see the Miami merchants and get bids for durnishing the Alamo. I knew nothing further about the uniforms being purchased until the bills* '.presented to ms to be eked whioh, after talking with Chief Whitman, I did. He tells me ,that be seoursd three bids and aooepted the lowest one. I will state further that in addition to the 22 uniforms, Mr. Modes supplied 20 white leatherette Daps, with badges, gilt, eto. all oomplete, making a total of $510. Whereas, Miami has been designated as the southern terminus of the Dixie Highway and, Whereas, Dade County was the first county between Chioago and Miami to vote bonds for the improvement of tbt highway, now it would seem that Miami should by all means saes* the opportunity to be the first oity to begin actual work, and by doing so would not only show her appreciation of the honor that has been conferred upon her, but it would deepen the impression that has gone abroad. You oan always depend on Miami first. As one of the delegates to the meeting of the Florida Press Association so fittingly stated it, thus: " The maroh of progress in Miami and Dade County is not accompanied by a dirge; it ism, case of 'step lively'', and Whereas, the several cities and counties through which this great highway runs have voted a total bond issue of nearly ten millions for immediate improvements, in order that the work may be completed and the road desigated on or before January 1st next, it behooves the Magic City to begin operations without delay and thus be first on the job. Thersforem be it resolved by the Buena Vista Improvement Assooiation that it favors the immediate improvement of Biscayne Drive within the city lid►ite by resurfaoing it in planes needed and then properly applying the oil and sand treatment, and that the said street be kept in repair by a regular patrol system; and that the city council be requested to take notion on this matter as soon as possible. Be is also resolved, that the county oommissioners be likewise requested to hasten the proposed improvement of Biscayne Drive from the north oity Batts to the Broward County line. We find the same, as previously reported, in need of immediate rspairs. Confirming our oonvsrsation and agreement, I haws agreed to Burnish all necessary material and put the dook in safe and good repair, including the driving of some extra piling whioh are to be used as boat ties as suggestsd by Mr. McDonald, for the sum of $100. Gentlemen: The Miami Traction Company will shortly be ready to repave 18th Street from the railroad tracks west. Inasmtioh as asphalt paving would not be satisfactory next to the tracks, I haws advised their superintendent that I would recommend to council the use of brick between their tracks and for two feet on either side thereof, briok to be laid an oonorete foundation sxtsnding to the top of ties, using tither stool or creosoted wooden; Use; however, oonsidsrsd that the type of oonstruotiue recommended would remain in good condition (prpvided the taming is oarefully dons under the ties) for as long as the balance of the paving is in good oondition. However, it seems that the oompany is going Ahead with the idea of using the briok without the oonorste foundation; with the fight oars which they are now proposing to use this would probably bs satisfactory but with the use of heavier oars in the near future I believe it to be advisable to use a concrete foundation as indioatsd. To the City Council, Miami, Florida. Gentlemen: I have to report that very satisfaotory progress has been made on sewer con- struction during the past month, John J. In a separate communication I have expressed my viers in regard to the paving between the street oar oompauy's tracks on 12th St. west of railroad tracks; in regard to paving where wood blooks are now used, the use of concrete base is absolutely necessary in my judgment; furthermore, the blooks shoud preferably bs laid on a mortar baushion and have an asphalt filler. I lay these swatters bifot• you somewhat in detail linos the superintendent of the traction company somewhat demurs to the use of oonorste bass. I believe it would be well to request the Traction Company to put in their tracks at once on Avenue C from loth st'to 7 >E 0 tracks. I would furthermore suggest to council the advisability of instructing me to prepare plans for paving of this part of Avenue C. In oonneotion with paving it might be well to request the F 0 Ry. to pave Avenue B, Avenue 0 Avenue D and Boulevard Crossings of their tracks, using grouted bricks paving on concrete base. F. L. DeVane has completed his sidewalk contract amounting to about $8.000. in laying out new sidewalk districts, if agreeable to oounoil I would suggest laying out the first distriots east of the railroad tracks, until the surveys which are now being made west of the tracks can be completed; this work, west of the tracks, is now being pusbed, however.' I have praotioally oompleted plans for certain drainage districts. whioh work it will be neoessary to construct aefore any permanent paving should be done therein. Sometime ago I was instructed by the Street 0ommtteeman to make the Boulevard pavement at 12th St. wider than it was originally intended to mike it; this was dons after a oonferenoe between him and the Mayor, City Attorney and myself. This was done to avoid, as far as possible, making an ofset in the street at this point. I tally agree with him as to the advisability of its being done and it is only mentioned now that council may be advised of what has been done. The impression seems to prevail,in pertain quarters that bsoause a company has a franchise to put their pipes or traoks in the ground or because they bave a plumbers license, that this allows a breaking into the streets or pavements at pleasure; I would suggest that this point be investigated and the proper steps be taken to correct it, if neoessary, as otherwise it will be impossible to proteot your newly oosplsted pavements. I have completed speolfioations covering the surface treatment with asphaltic oil and sand of streets whioh it is not proposed to pave with high class pavement; it is of course understood that this treatment is of a temporary nature only and will require an 000ssional fresh application of 6i1 to keep in good oondition, the second and suaoseding applications will ooet mach less than the first. I have also laid out some tentative distriots for improvement by this treatment. In order that there may be no delays in districts where it is intended to put in permanent paving "shortly I would suggest that council determine on these distriots at once and notify the public ssrvsoe oorporations and others to put in their underground connections at once. PLUMBERS PUBLIC SERVICE CORPORATIONS AND OTHERS BREAKING INTO THE STREETS FOR PLACING PIPES CONDUITS ETC. The City Attorney explained that an ordinance governing this had been pelmet toad an arrest had been made reosntly szut the municipal judge had ruled that as the man had a lioense to do business as a plumber, he had a right to dig up the streets and the mkt had been disohargsd. Motion oarried. PAVING DISTRIOTS AND PUBLIC SERVICE CORPORATIONS NOTIFIED TO GET IN NTHEIR UNDERGROUND STRUCTURES WITHOUT DELAY. Engineer Kim stated that permanent paving is wanted on Avenues B. C. D. and the Boule-` yard from the railroad between 5th and 8th Streets, north to Waddell Street, 18th and 30th Streets from Briokell Avenue to Manuel). q Counoilman Conrad thought that Avenue C from 10th to railroad the Boulevard from the railroal to and St. B. Mr. L. R. Railey, speaking for the Riverside Immprovement association, suggested the oil treatment for 13th St. Avenue J from 13to to 80th, and the Osceola Road. STREET LIGHTS 08 OSCEOLA ROAD Mr. L. R. Bailey, asked why the electric lights had not been continued out the Osceola Road se it was understood the city oounoil had instructed the lights to placed frogs 12 to 30 8t. That some members of the Riverside Assn. had been informed bb the Supt. of the Lighting 0o. that orders had been given to stop the lights, although t e poles are on the ground. Councilman Conrad stated he instructed the Light Co. because the street lineo,are not properly established and they did not know where to looate the poles; otherwise the lights would now be in plane. Engineer Elyos stated that the lines have been established and the poles are now being placed. PROPOSED FRANCHISE FOR AUTOMATIC TELEPHONE COMPANY. Attorney W. P. Smith, representing the Automatic Telephone Co. addressed council, asking that Mr. Messier, President of the Automatic Telephone 0o., be allowed to explain his position; also that the automatic service has been installed in Jaoksonville and Key West. Mr. Messier exhibited a model of the automatic telephone and explained the advaAtage of the automatic over the manual 'phone. No operators being required no one oan get in on the Wit line and s a wrong oonnsotion or number oan not be ;oade; that the system is usually owned and controlled by looal people, the Board of Directors will be Miami citizens and the company will bring in a large amount ofoutside oapital•whioh will be controlled by looal people, and perfect telephone service will be given. That after thorough Investigation several foreign governments had adopted the automatic 'phone, inoluding England, Germany, Argentina and others; that the franchise would fix the maximum rates to be charged,- $3.50 for business, $2.00 residence and 50$ for desk connections, with no party lines. Attorney Smith stated that Mr. Messier would like to have the matter referred to a oommittee so that he could bring it before them and explain the matter in detail; that it is not proposed that any aotion be taken at this time; that Mr. Messier has with him an ordinance similar to that in Key West which oan be amended to any way the Miami city council may see fit. Councilman Conrad suggested that the mayor and city attorney be members of such a oommittee. mayor Watson stated that in his opinion the matter would have to be submitted to a vote of the people. Attorney Rose expressed the same view. Attorney Smith stated that it is a franchise and will have to be submitted to vote, but the ordinance must first be passed by theoity council. STREET SPRINKLING USE OF FIRE HYDRANTS BY SPRINKLING WAGONS The Clerk read a oommunioation from the Fire Chief under date July 38, protesting against the use of fire hydrants by the olty sprinkling wagons and oontraotors for fluehing ditches, unless connections are made by a fireman, olaiming that the hydrants are damaged due to using improper wrenches and closing the hydrants too tight. Mayor'Wateon thought it absolutely neoessary for the sprinkling wagons to use the hydrants, or at least certain hydrants in certain distriots of the oity, the fire chief to test such hydrants at regular intervals , but to install hydrants all over the city for these purposes would be a large and in his opinion an unneoessary expense. Councilman Conrad stated that a great deal more sprinking of the street could be accomplished by using the hydrae s•instead of driving long distances to the oranes; and expressed the opinion that it is of benefit to use the fire hydrants as it keeps then working more easily; and if they -are not in order thought it the duty of the fire chief to see that they are in order; that it is the only way the streets can be sprinkled without a great deal of driving; that each wagon is •quipped with a hose and much time can be saved as thewagons are nearly always close to a h dram • that some of x. tLe hydrants have been found ibad shape and hought the Fire Chief should be instruoted to see that they are put in good order; that he doss not think the hydrants have been properly looked after, as he has seen several that oould not be worked at all; that: it might be well to have the Fire Chief instruct the drivers of the sprinkling wagons as to the proper manner of using the hydrants and thought they oould, with proper instructions, handle them,as well as a fireman.
