Price, at the irritation of the Chairman, addressed oounoil as fellers: I Dame bore to night at the request of a number of oitissns on the southsids to get sons information about the proposed Avenue 0 bridge and to find out whether it is possible to get the bridge. I would like to ask Mr. Rose how far the bond proeosdings have gone with regard to 3Sth and Avenue D bridges. Mr. Rose replied that no action had been taken on the bonds, so tar as oouzoil is oonosaned. Mr. Prior: I understand the opposition has been that there would bi some delay in call ing the election for the bonds and under the circumstances stated by Mr. Rose it seems that is obviated. • It would be praotioaily as easy, perhaps involve a little more legal work, to pall an election to vote for three as for two bridges. I think it could be put into a bond issue so as to vote en each item separately and do not see how it would delay the matter any by embodying the third bridge. I understand it would oust about $8,000 to build temporary struotures to tabs the plaoos of the present bridges at 1Sth :Ind. Avenue D while the new ones are built, and as Avenue 0 can be built for $as,000. practically one fourth of the cost would be saved and also relieve traffics; increase the value of reel estate and the tax income would be inoseased oonsiderably and a large;: territory developed rapidly. moved by H. O. Ralston, seconded by O. F. Filer that an item of $a5,000. be inoiuded in the bond issue, to bs voted on separately as to each item, for a bridge at Avenue Q. Motion carried. REPORT OF COUNCILMAN RALSTON IN Rl PROPOSED «1 CITY HOSPITAL asmstime ago I was instructed to do some preliminary work'on the hospital aid after ' . oing into it thoroughly and rocsiving requests from several local architects, I decided it would be best to hold a oompstition, open only to Miami arahiteots, for the plans. The rules governing the competition have boon prepared and a hospital worth #100,000. is oanteaplated, to serve a city of 50,000 people. we have at present available for hospital purposes $30,000., #10,000. on deposit, $5,000. which the ladies raised sometime ago and $15,000. whioh the finanoe oommittssman will provide for. ?hs programm• has boon drawn in a000rdanos with the rules of the Amsrioan Assooiation of Architects, so it is sesurrsd that the contest will be conducted fairly and according to the boot praotios. I wish partioularly to call your attention however, that $30,000. will not build what we eventually want, but $100,000. will. The fee whioh the ar iteot will charge for sett up the oompleted plans will bew . Hs will receive 30 on the total; cost of the built for the oorpleted plans and 30 for the actual work done, that is for supervision. donst know of an arohitsot who will do the work for less than 0%, but in this instance the fee will be paid to home poopl*, Miami srohitoots, as we believe they will be able to get up the proper plans. The judges, undsr the programme, are to oonsist of one physician and two arohitects of recognised standing ( and I believe we can &sour• them from outside the city) who will be glad, in the interest of furthering high class oompstltion, to come down hers and sot as j es. Dr. North, our city physician, submitted a long letter giving his ideas of what the hospital should consist of, that was submitted by as to the physicians of the Board of Health and other physicians, and has boon passed upon by everyone considered capable of adding to or subtracting from the letter, and the letter, as amended is the. basis of the oontemplated plans. First is the administrative unit, the hospital to be built an the pavilion plan, so that we can add to it as we get the soney, with a ward fax the white men and another for the white women, ono fax the oolored men and another for the oolored women, an isolated ward and a small materni•y ward fox the poor] a private patients ward, whioh we have always needed badly, with bath and toilet connected with eaah room and this, we believe, will go a long way toward financing the hospital. I am now waiting fax authority from oouncil to oa11 fax bids. lbunoilman }lofty: What is the usual fee oharged by architects. 0ounoiltan Ralston; 8%. 0ounoilian Hefty: The plan will be fax a $100,000. building. Councilman Ralston: ?es, or the ooaplete building. The fell fax the plans is 3h0 On the entire hospital and fax supervision of the aotual ocnstruotion. The programme provides that the contra* will be awarded to the successful arobiteot and that binds the'oity. we must choose the plan which these foreign Judges say will be the best and oheapeat. It will be a month or six weeks before we can get the plans in and attar that we will have to *all for bids. However, if it is the desire of council I oan baring the printed prggram and have it read asotion by section. Councilman Hefty: The fee would be #3,500. for the plans? Councilman Ralston: Yes. The fee proposition should not worry oounoil very muoh for shield one of us oonstruot a house we would pay the usual fee and I do not see wh3• the city should expeot suob work fax nothing. or for less than the usual fee. The question was passed over and. oovnoilman Raleton was requested to bring the printed program and have it read in full before oounoil. PROPOSED F2?L'DSION OF THE FIRE LIMITS. Moved by J. A.
