Some three or four yrsare an agreement was made and entered into
bstwssn the Count commissioners of Dads County and the city Oounoil of Miami, to tbs
effect that for all city patients sent to the county poor farm the city should pay the

oounty shout th Believing that this was discriminating
against the city of Miami,' as no other town in the county was paying extra for patients
sent to this poor tarn and believing further that it was wrong in principle, as Miami
is as mob a part es[ Dade county as is any other ssotion of the ooanty, and realising
that the city pays nearly one half of the entire oounty taxes, I took this natter up with
them, and it gives me great pleasure to state to your honorable body that after some
discussion the county commissioners unanimously agreed to take all patients sent to the
count poor farm from asection of the county free of may post whatsoever; bat as the
city om ospital is independently maintained by the tax payers of Miami, and not from the
satire oounty, tbsy also agrosd to oontinus paying the oity =8. snob for say patients
they may send to the city hospital. This, in my judgment, is nothing but fair and
right and I an also sure that every member of the county vommiseionsrs agreed with me
in this natter.

Gentlemen:
During the month of June the water was found to be contaminated. The
Water 0aspany was communicated with and immediately installed a plant !or using hypoohlorate
of lime; the public was notified through the newspapers. to again boll the drinking water.
Bow unsanitary oonditions of the toe were taken up with the Ice Company and I was
assured that they wound be pleased to have the plant inspsotsd.
Mr. H, L. Morris was removed from the position ai sanitary inspeotor Jens 38nd sad
Mr. Raymond Dillon appointed to take his peace. Mr. Chandler was appolatsd by the Mayor,
to fill the positiosas engineer of the destruotor plant.
The distribution of the • oans was finiahed exospt in the oolorsd section of
the oity and everything is in_read insee for ths dsstruotor plant to start.

The food and dairy inspeotor reports the following:
'Osasidsrable effort has been made to eliminate entirely the oolon bao#tli from the
milk but I have been successful only to a limited degree. I have goons over the
situation thoroughly with each pproduosr and I bops during the present month to make
a better showing. 8ssplsa of milk have been taken,sysral times from sons of the
dairies and wherever the nowt has shown above that which has been usual for that

Gentlemen:
Referring to the 433 ft of sidewalk you put down ea ths OW corner of
Avenue 0 and 4th Street I respeotfully call your attention to the fact that the curbing
on that part of said sidewalk, 18b feet fronting on Avenue 0 is defeotivs. The facing or
finishing ooat is cracked or chipped in several different plaoss. I personally know that
the walk was lett in this condition by the Biscayne Construotiom 0o. because I °ailed
their attention to the matter two or three different times before they finished the job.
While the repairing at present would inour only a small impinge, the dsfeots are of such
a nature as would maks the oost of repairing much more if allowed to regain as they are. I.
am ready to settle for the sidewalks and sewer, but would like for you to have the above
named repairing dons, or that you authorise me to have it attended to and deduot the oost
from the total amount of bill for sidewalks.

Dear Sir:
In regard to the order which you propose to,pass, dirsoting the railroad oospanf
to out the weeds off of a portion of its land immediately south of Buena Vista St. please
include the railroad right of way beginning at the railroad station and running north to this
city limits, a distance of about 500 feet. Now, this latter work is just as important as
the other and we Should have oalled your attention to it when you were at Hama Vista; hoasysr
please do not fail to include it in the order. Some of us members of the Buena Vista
Improvement Association met this afternoon and cleaned off our city park, which lies
immediately north of the railroad orossing and between the railroad and Biscayne Drive.
I also own a lot which touches the railroad right of way and purpose to out the weeds off '•of
it at once. In fact we want to have a general voluntary cleaning up, and hence we insist
that if the railroad wants to be "somebody too" let is also Olean up.

ALLOWANCE MADE BT RAILWAY OOMPAIIT ON PAVING MATERIAL SHIPPED.INTO MIAMI '
Mayor Watson asked who gets oredit for the allowance 4a freight charges ride by the rail-
k way•oeeipany on the pawing material being shipped into Miami.
Engineer Elyse stated that the oontraotor had advised him the material was shipped in
his (the oontraotor's) name and had asked for a statement to enable bin to impure the refund
Ma or Woos stated it is his understanding the material was shipped in the bane of the
oity and that a rebate of 80%► or 85% is allowed by the railway on material ship in the
name of the city for paving purposes, and asked whether the oontrsotor or the oity is
ontit ed to suoh allowance.
Engineer Elyse stated that in his opinion no one had the right to use the name of the
city for the purpose of scouring a rebate but if the material is shipped in the name of
the contractor thought he would be entitled to the refund; that the question was

Mayor Watson stated it has been his understanding right along that the oity got the
benefit of the rebate.
Engineer Elyse replied that the refund amounted to about $1,000. and council gave it to
the oontraotors,- the first few oars being shipped in the name of the city and the balance
to the oontse t:or direot; the the oity got the rebate on the first few oars shipped,
the city having paid the freight.
