City Attorney Fredrick explained to oouncil that the oomplaints were prtaature as the street had not been accepted from the contractor; that the street had been opened to traffic and it ooulu not be said definitely what will develops for a short time, which is the ease with all asphalt paving,- that the defects would not atvelope until the street is rolled and there is traffic over it. This will leave them without any'plaoe-to work except on the streets which are now paved. I desire especially to call your attention to the fact that it will be necessary to make the asphalt pavements to some extent soft, i.e., they will mark up under traffio this sum.er.
