Seventh Street, were introduced in liaoh house and referred_in the senate to the ooue:uittee
on public lands and drainage. I Succeeded in getting 4:. vocable report from this
committee and the bills were then put upon the senate►, Calendar. There was no opposition
whatever to the passage of the bills, and Senator *uneOi and Ur. McDonald stated that

Councilman Romfh stated that in or.:ter to prepare the resolutions the attorney should
know what style of bridge the counoil had or was to adopt.
Councilman Raiston ma.:e statement that the large type bridge had been adopted.
(By reference to the minutes of the meeting of Maroh Stith, 19150 it was found that.a
motion adopting the bascule type bridge and instructing the consulting engineers to
prepare plane for approval of the'Par department, was duly passed)
REQUEST FOR ASSISTANCE J. W. SAINSBURY
.,ayor Watson, under date of May 20th, 1915, presented to council a letter from
Rev. Jas. J. McLaughlin, also dated May 20th, stating that :sr. W. W. Sainsbury, who
has a wife and three children, name here some months ego to assist in the work of the
Salvation Army and now desires to return to his horse in Canada and reoomiending that
assistance be given 'r. Sainsbury.
Ir. Sainsbury appeared and addressed council, stating that he had deveoted a great
many year to religious work in connection with Salvation Army and small churches,
having been in Miami tan months during which time he bad received little or no salary
having devoted his entire time to the work of the Salvation Army and assisting the
poor.
Councilman aoDonala thought is was rater an unusual proposition to come before the
city council but favored assisting anyone in need, that he knew the Salvation Army
is doing good work, that he thought someone in the audience could tell council us to
how worthy Mr Sainsbury is and that he is willing to help .,im along, and requested
that Dr. R. V. Atkinson advise council on the matter.
Dr. Atkinson stated that he is under the impression that : yr. Sainsbury came here to work
with the Salvation Army, of which there are several branches; that if he is a member of
the Army it should make some provisions to assist him as they frequently move their
workers froa plaoe; that Insign Brown, the looa1 officer of the Army, would no doubt
be able to explain the matter; that it frequently required a great while for Army
workers to raise the money to pay their passage from place to place.
.,:r. Sain'boro stated the only method to raise money for transportation is to call
on any one who will do so, to make a donation.
Dr. Atkinson suggested that Ensign Brown be oalled in and if he reported favorably,
that possibly it would be well to assist ar. Sa.insboro as far as Jacksonville, where
the Army has better facilities for assisting its aJrkera.
Councilman Romfh stated that it io the policy of council to assist any worthy person
and thought the suggestion to interview Ensign Drown and assist the r.an to Jacksonville
a Zrcod one. I believe all,of us favor and contribute to the Salvation Army.
A Mr. Cavis spoke, stating that Mr. Sainsboro was a very worthy man and had done much good
work among the poor of the city.
Councilman Romfh stated that the Zayor is evidently in some doubt about the matter
because when a case of need is presented to hint he always gets in touch with me (Romfh)
and we do something. I think we should have Ensign Brown here at the next meeting and
if in the meantime the gentleman wants to go to the tiayor that is all right for we have
left such matters within his disoretion.

drop a man from the rolls when his ssrvides were no longer necessary.
Chairman Trfert stated that Mr. Kopp had refused other employment because of his
service with the city and thought it would be only fair to allow him until June lst,
so that in the meantime he might be on the lookout for another place.
Ccunoil:nan Hefty stated that it has not been customary to drop men in that manner
but to allow them to remain until the end of the month; that he is satisfied that
Mr. Kopp'a work has been well done and that as he haddeolined other employment he
he should be given ten days or two weeks notice.

the Tinanoe Committeeman with power to apt after oonsulting with the Mayor. Motion

SAND CONCERTS WOnD:'EYI OF THE WORLD BAND

To the City Council,
Miami, Florida.
Gentlemen:
I am writing you in behalf of the Woodmen of the World Band of this city.
This bend is composed of about twenty-five musicians, who::have been practicing
regularly, and it is now recognized aso na of the best bands in the state. They have
given three concerts in Miami and one over at the beaoh, all of which were greatly
enjoyed by our citizens. Last Tuesday night they gave one of these oonoerts in the
court house square and it was attended by at least one thousand people.
1 have had a oonsulftation with the director, and another member, and they are
exceedingly anxious that`the city held them to pay for their instruments by
oortributing, say, $40.00 a week during the summer, they promising to give an
exoellent oonce-A ev ry week in any section of the city that your honorable body may
desire.
In my opinion, these people should be encouraged, as a good band in the city is
something that will be appreciated by everyone.

Councilman Ralston: There is no question but what it is fa splendid band amd it should
be supported by the city rather than by the few. Personally 1 would like to see a
"Band Tax" in next years budget, enough to cover two concerts a week, summer and winter.,
There are twenty five pieces in this band and it should be supported.
Councilman !lefty: I think it would be proper for the ohair to appoint a committee to
confer with the band and report back to council as to what can be done in the way
of a contract, etc.
Councilman Romfh: Our publicity fund has been exhausted and we will have to make
another on June lat. I think we ought to maintain the band.
Chairmen Trfert: I think Mr. Ralston's suggestion for a Nana tax a goon one.
Councilman Routh: le can ,give them $40. weekly after the 1st of June.

Whereas, it has become known that it is the intention of your honorable body to extend
sidewalks throughout the residential districts; and,
Whereas, it is the belief of the association that muoh beauty could be added to the .
city by the addition of parkways looated. between the streets and sidewalks, these park •

Therefore, Be it Resolved, by the Association that it suggests to your honorable body
that in making plans for such sidewalks provision be made fora five foot walk and a two
and one-half foot parkway, which with the six inch curb, will compose the eight foot
space for walks demanded by the city ordinance on all streets except Twelfth St.

Whereas, for sixteen years or more it has been the earnest desire of every
good citizen of Miami to secure for the city the many benefits to be obtained as the result
of deep water; and,
Whereas, it would appear that a realization of such desire is now nearer at hand
than at any time previous in the history of :;1ami; and,
Whereas, that with the recent passage by the state legislature of an amendment to
the city charter by which the bonding; capacity of the city has been very appreciably
increased there would appear not the slightest reason why the ad.,oualishment of deep water
should not be expedited to the fullest possible extent:
Therefore, Be it Resolved, that the Iyorth Miami Io rovement Association hereby
deplores any aot that would tend to delay in the least matters in this respect, and we
respectfully urge and emphatically insist upon your honorable body oalling an election at
the earliest pos,:ible moment for the purpose of voting bonds for the i gging of the
straightaway ohannel from the selected look aite to the government a in order that such
work may co on concomitantly with the erection of the municipal docks and the excavation of
the turning basin and thus give to Miami twenty feet of water in fact as well as on paper

A committee of citizens representing the property owners along llth St. between Avenue
1L and South River Street, presented a petition to council complaining that Contractor
R. S. Fickle was not using good material and that the work of grading and paving; llth St.
was not being done in a workmanlike manner.
rnrineer Frederick explained that the rook being used was from 0jus and was the best to
be had for the purpose; that it looks dark because'it is taken out of water"frow a pit
28 feet deep; that it had been thoroughly rolled and that the specifications oalled for
O jus rook.
One of the committee of citizens claimed that one half the material. *wyssa4, instead of

Engineer Frederick explained that because the surface of the street is to be treated with
earhalt.it is necessary to have a portion of fine rook but that there is abseiute4 ne.

Another' member of the committee stated that he hard been. advised there would be au
e,,tra charge against each lot for making a run-off across the sidewalk for the
papsage of vehicles and warted to know if it is a feet.
Contractor Tickle stated that only oases where it is necessary to out the curbing an
extra charge is made.
Ingr. Frederick stated the roller broke the curbs or gut ere and contractor will repair
before the work is accepted.

Moved by 1. C. Romfh, seconded by M. G. Ralston, that the Quinn Contract be extended
and the oontractor be instructed to go ahead with the Riverside sewers. Motion carried.
TXTYNSION OF QUINN CONTRACT FOR SANITARY SCITIRS
City Attorney Rose stated that Contraotor Quinn had demurred to signing adultional
contracts.
Contractor Quinn stated that a cancellation olausehad been inserted in the contracts
and it was not in the oontracts first signed and which he had oonpleted.
City Attorney Rose stated that the clause was contained in the resolutions of council
awarding the contracts.
Trgineer Elyce explained that when the contracts were awarded to the Quin Co., the city
had hot sold its sewer bond issue and at that time the contractor was instructed to go
ahead on certain work, that the entire contract amounted to $122,000 and was awarded with
the right to cancel on certain'streets; that the city's share amounted to about ::;7U,000.
Councilman Romfh: 0f course we didn't want to go ahead without the money but the bonds
have been sold and we don't,want to canoei any contraots.
xngineer Klyce: There are a few streets where some changee should be made and we
want to eliminate one or two of the oontracts.
Moved by 1. C. Romfh, seconded by :t. G. Ralston, that the cancellation olause be
eliminated from the contracts and Contractor Quinn instructed to go ahead with the work
after the contracts have been properly exec..ted. a:otion oaaried.
GRACING A:;1X PAVING WI li MIAL I ROCK (bids returned unopened)
Councilman Romfh stated that on 12th Street it is the intention to avail of the
right of the oity to have the street railway company pay for a part of the paving and
ainoe the talk of County Commissioner Belcher thought it well to make careful investigation
of the matter_of treatin^- certain streets with the system of road making used by the
county with respect to oiling the surface as it would be much cheaper than the present
method of using liquid asphalt adopted by the oity; also that under the new oharter the
work can be handled much more cheaply and satisfactorily by dividing the city into
districts and make a large contract; by doing this, and oiling the streets where all
und:rground work has been done the oost of maintenance can be reduced; that ha had a
map which..he would like to go over with the city engineer and street committeeman with a
view to laying out the city into districts; thought all bids for street paving advertised
to be received to night should be returned to the bidders, unopened.`*

for to night be returned. Motion parried. .
The work advertised for to night covered by Resolutions 668-B, 669-B, 675-B, passed
March 25th and April let, respectively, and Resolutions 834-B, 835-B, 836-B, 837-B,
adopted Ltay 6, 1915.
SIWTRS STORM AND SANITARY
The question of sewers to be constructed as authorized by Resolutions 838-B to 843-B
inc- passes May 6th, was brougnt up, as well as the storm sewer in oonneotion intith the
paving of 12th Street .from Math wise,; erxao. .v A.vsnu0 M, and oounoilman Ralston
stated that he did not think a ten inch sewer would be large enough.
Counoilman Romfh thought it would be all right and the expense would not be heavy.
rngineer Frederick stated it was intended only to drain 12th Street and immediate territory.
Tngineer tlyoe, on being requested to advise oounoil, stated that 10 inohes would not be
etequate.

Without an adequate system, whioh records ex_e nditures and liabilities at the time
they are made the finance committee is not in a position to handle the city's affairs
intelligently.
Reports as outlined above would give the finance committee a oomprehensive state-
ment of the City's funds.
They will be able to determine if the different departments are operating within
their appropriations, whether the money derived from bond issues and special levies is:
being spent for its particular use or to pay the operating expenses of the oity.
They wil; show at a glanoe what portion of the taxes are unpaid, also if the ink
dome from other sources, such as licenses, fines and forfeitures, eto. are in exoess
or smaller than previous years. An explanation of pauses for losses or gains in ram
venues should be attached to the report.

and was under the impression that i would be referred to the city attorney and would not
approve of it as presented to night; he thought a competent electrical inspector should .
be appointed at a reasonable salary.
Councilman Conrad: The finance committeeman has requested that no more offices be creatZd
if poss.,ble, as a matter of economy for the city.. The building inspector is an
electrician and if the work grows we can appoint an inspector and amend the ordinance
so as to make a reasonable salary. We certainly can get someone to pass finally on any
question that may att.*.
Councilman Ralston stated that he is satisfied to take Mr. Filer's opinion on the matter.';
