Councilman Ralston elated that Counoy Commissioner Belcher had addressed the R ide
improvement .Assooiation at a recent meeting of that, body, on the question of oiliipg
the roads the method used by the vounty, the cost and results Obtained add as Mr, Belo*er
is present to night mould be glad to have him address the council.
Commissioner Belcher spoke, stati that it might be thought advisable for the county
and the oity to work together in the oiling of the roadways, the City to Oil the *tree
up to the connection Um with the county road oiled by the countY 4 that the county gang
idle and could be placed on the city work this summer, but as the oity could probably
do the work just ea well with its own forces, he simply suggested co-operation beteeen
the city and the oounty. Ne stated that the oounty'e method is to put the oil on
while cold, that it had been tried while hot also but had found the best results from
applying cold oil in the summer time; that the oil is costing the county about 4, per
gallon and runs about 6Sg asphalt; has used both the Texas and :lexican oil and now using`
the :iexican; the oil the oity has been using, oosting 12# is heavier than the oil we
have used.
Engineer Frederick stated that he had been followirg up this work closely and under
present apeoiflowtions of the city the cost is 400 per sq.yard, using the penetration
ireti,od of applioation while the oounty uses the surface method, but he could get about
the same work at something, like 12f. using a heavier oil and applied hot under pressure;
that under the county meth..d there is little or no penetration and would have tobe
oiled second time in about six months.

Ir.gir er Frederick: That is what I say, it would have to be oiled about six ;,,onths.
.Jr. Belcher: The first coat put on the road near tr. McGonigles plaoe has been on about
two years. The government experiments in that section have gone all to pieces and they
were put on five or six inches deep. I wont think it well to put it on too deep as I
believe w..ter affects it, I think just on the surface with penetration enough to hold is
rll that is necessary.
Engineer Frederick: The Government made five tests and the only pieoe that is standing
now was put on with the grade of asphalt the city is now using.

Councilman Romfh: Take for instance 14th Street to Avenue M, where I understand all the
oonneotiona are in; but from M to ,.ity limits the connections are not in and it will be
sometime before that section is built up. If it is paved full width to Lw..rnce Irive,
which I think should be done hnd then the asphalt applied as we have on Brickell Ave.,
it will run the cost up to ti150. per lot, whiob is about the limit, so why not take that
Street and 20th and treat them as the county does. If +► oomprehensive list was trade
up of all the streets and adopt the county system of treatment, we could save a
great deal in r.:aintenxnoe. The pay rolls run up to about c2000. per month o.nd great
deal of that could be eliminated by this treatment. The property owners pay for the
treatment and it would elialnate about 3 mills general taxes and I would like very
much to see it done. I have talked to Engineer Llyce about it and he has Trade a
report, and have consulted our City Lnrinetr..I believe we should treat 12th St
frou.Avenue :4 to Lawrence Drive under our city specifications and from the Drive to the
city 11:44s the county method should be used. I would not apply our present liquid
asphalt to any street where the sewer, water and gas connections are not down..
Councilman lefty: I think it would be •ell to start the county method as soon as
possible to reduce our maintenance cost, especially on the side streets.
Councilman Rornfh: I think we Ore paying about ;,15,000 yearly for maintenance. I would
like to see the city engineer prepare a list of all streets, both the full width streets
and those paved to roadway width, and make an estimate on the streets to Oa paved
under the coul:ty system and what portion we should oontlnue with our liquid asphalt
system, which is an excellent paving. lie should make up k buoh a list and give. each

Gentlemen:
There is a storng and urgant• demand that .the .tract. of this`' t

Iwould suggest for the consideration of council in accordance with the above:
1. , The use of permanent pavements only on streets on which praotlaaily all the
undergoound structures have been put in, or which are so closely built up as to justify
the immediate construction or installation of such underground work.
2. The surfaoe treatment with an asphaltic oil on streets on which the under-
ground work.has not yet been completed.
I would not leave the impression that the surfaoe treatment wil:_ be permanent,- it
w111 not - not even the highest class pavements are permanent, mush less so the
bituminous or asphaltic macadam which has been laid by the city recently; the surfaoe
treatment will have to be renewed but the second treatment will not cost as much as the
first, then when it becomes necessary to dig up streets so treated, no great investment
will be destroyed. Furthermore, it will make it possible to greatly improve many street')
at onoe, whioh would have to wait a, lone- time if all underground structures were put in :<
first.
The Cost for such treatment will depend largely on what oondition the street surface
is in now but for a street in reasonably good condition the cost of the first treatment
whioh should be made by tvo applications of the oil should not exceed g.15 per square
yard ;r about $15.00 per fifty foot lot, includinE all expenses. This treatment would
probably be good for about a. year when it will probably require renewal at about half
the original first cost. It will be understood that it is only possible to speak in the
most general terms of the life of any treatment since it depends upon the oharaoter
of traffic,- i.e. whe:tber automobile or horse drawn, ms well as on the volume; also the
coat will vary on the amount to be treated, the oharaoter of the surface to be treated,
eto. as well as to whether you have competition or not.

Mr. C. S. Benton.aidressed bounoil with regard to the paving of 12th Street: I notice yu
hai advertised for bids for paving 12th Street out as far as Avenue U and after hearing:
Ur. Belcher's talk at the Association meeting in Riverside last night, I would like to
have this oil treatment used by the county in front of my property on 12th St. The street
will no doubt be torn up from time to time and I do not vant;to pay any excessive
assessments for street improvements at this time. I would be glad to have the most
expensive permanent payment if all and%rground work had been done and the other property
owners feel the same way. I would ask that council consider this and pave 12th St.
full width from Avenue it to Lawrence Drive and if possible all the way out to the
city limits. I repres ent the Riverside Improvement Association and they would like to
see that. I think it .would also be well to have the county system of treatment on
our side streets. There is also & great deal of oom►plaint from the residents along
Avenue b between 12th and lath on ao ount of the heavy btraffio. I think the treatment

WOE BLOC?'. PAVING -REPAIRS NEEDED
Councilman Erfert stated that the wood blook paving on Avenue C between llth and 10th St.
is sinking in several plaoes causing the blocks to split and immediate :attention should
be given it.
Engineer Elyoe stated that the sewer causing the depression had been constructed before
the wood blook was laid' and that Manley -Stearns Construction Co. had assumed the
oontrat with the Wood Block Paving Co.r a ga.rding the repairs
Councilman Conrad stated that the wood block has settled in a great many places and
asked Engineer Ilyoe whether the paving company is.responsible for repairs..
Engineer LLi roe: I beiieve council relieved the Wood Block Paving Co. of liability for a
payment of 1500. and mate a contra:t with Manley -Stearns Co. to replace any defects at
a certain price, so that there is now no guarantee on the wood blook but is on the aaphalt.
Councilman Conrad: Ve have a oheck for 000. covering the wood block.

Councilman Ralston stated that the sanitary department sold a mule for $65.00 on the
instalment plan, receiving, a payumnt of 0.0. The party who purobased the mule
started to leave the county and a groceryrraan to whom he owed r. bill attached the mule
,:and kept and feed it for several weeks bef ze he learned that the city had fir $75 equity
in the animal and that he, Ralston, in order'to protectthe city, had agreed to
pay over to this rooeryman the $10. reoeived by 1e oty from the purchaser and pay the;
costs of the Sheriff, who was instructed to sell the`tule, and the mule to be returned to
the city; the total expense ,',mounting to about $34.00.

expense be made clear so the people will understand just what is wanted and its
pur.ose, especially in the way of pay rolls.

Councilman Ralston stated that it is the intention of the Board of 'health to discontinue
the charge for collection oa garbage and handle one barrel of Garbage and one own of
trash ;weekly, free of charge; that while this would increase the expense of the sanitary"
department, it seemed to be the desire of the citizens.

Counoilman Romfh stated that the city could make a big saving in maintsnanoe
expenses and thought all fees should be abolished except a flat charge of ;,.35 for each
permit.

aruendment to the plumbing and building ordinances and discontinue the fees on plumbing, ,
