Gentlemen: I have convened your honorable body in apeoial session for the purpose of considering a conc.:unioation from T. B. LaDue, Major Corns of '7. S. Engineers. This con unioation refers altogether to the public docks and water front project for this port. You will find the con`curication attached hereto. Respectfully submitted, J. W. Watson mayor." Major LaDue's letter is as follows: "Jacksonville, Florida, May 4, 1915. Ion. Mayor, mianii, Florida. Dear Sir: Referring to my letter of January 25, 1915 advising you of the decision of the Secretary of War as to the four conditions to be fulfilled by the City of Miami under the terms of the Appropriation Act before work under the Federal Appropriation for the Miami project oan_ be begun, anc to your letter of February 19, 1915 forwarding certified copies of resolution of the city oounoil adopting the Randolph plan of developement, I am instruoted by the Chief of Engineers to advice you that on April 28, 1915, the plans submitted by the city, including the proposed stright-away channel, aoross the bay were accepted by the Acting Secretary of War as constituting a satisfactory plan of develope- ment for municipal terminals subject to the following changes and additions: (a) (b) eel That the proposed turning basin shall be rectangular in shape And shall be not less than 1500 feet long and 800 feet wide.
