Dear Sir:
We have been employed by certain merchant* Owning .property Twelfth Stmr.
the woolen building known as the Airdome same being situated Piet to the .eaet;of::4
Burdine Building. Our clients contend that the bailing laws end restrictions ado .ti
by the oity of Miami prohibit the erection of wooden buildings in this block; We have
examined the ordinanoe relating to buildings of this nature snot we believe their
oontention nis oonreot and that the building known as the Airtime is a violation of than
law.
This building is a wooden structure and in the iponion of the propertyrholders on
12th Street is a menaoe and hazard. We have consulted a representative of the South
eastern Underwriters Assooiation and they advise us that this building materially
increases the rate of insurance an every building to which the same is an exposure,
increasing the McAllister and Burdine rates by a little over one fifth. We have been
asked to take suoh sotion in the premises as will insure the instant removal of this
building. We are calling the matter to your attention and ask your good offices in
assisting us in the matter.
We are writing this letter to each member of the oity oounoil and also to the City f..
Attorney and to the City Building Inspector. It is our hope that no legal action wlll.,
be necessary.

Gentlemen:
I begto report to your honorable body that ,inoe my last report to•you
in referenoe to ooleoting money to assist in defraying the expenses of dredging the
Miami River, that I have collected $800. from the Florida Last Coast Railway Company
for this rurpose. This brings the total donated to 42,000.; therefore, it will not
be neoessary for the oity to pay anything.

that he would be in Miami pext week to start the work.

UNSANITARY CONDITIONS AT FOOT OF MINTS STRILIT AND THE BAY
The clerk read a letter from Geo. Mangos complaining that fishermen have been
cleaning fish on the Bay shore at the foot of Seventh Street and requested that action
be taken by the city to abate the practice.
Moved by C. F. Filer, soonded by C. hefty, that the oom initiation be received and
referred to the Board of Health for investigation and report. Motion parried.

In the same communication Mr. Mangos requested that a light be planed at the corner of
the Boulevard and 7th St.

CONDITION OF FIRE ECRU °DAMON"
The clerk read a oonununioation from M.SChofield, Veterinarian, advising that the horse
"Damon" i1 suffering, with look3aw which is generally considered fatal, and the treatment
to secure best results is to administer serum which costs about $2,50 per dose.
Mayor Watson stated that he ha:'.ordered the horse treated although the veterinarian did
not think he would redover.
Oounoilman.Natty thought the treatment should be continued for few bays at least.

for such action as he sees fit. Motion carried.

"Miami, Fl ida, May 6th, 1915.
In filing my.bids for paving 10th 22nd and Bay Streets in Miami, I was
under the impression that the city furnished the liquid asphalt, and by this error I
plaoed my bid entirely too low so I ask the City Council to pay for this asphalt and I
will prooeed with the work. This asphalt will cost the oity less than $2000. my bid
was $8720.90, the next lowest bid was $14,438.96; the next 414,764.33, my bid on same
work being nearly $6,000. less than the others, so if the council pays for this oil it
will save the city over 44,000. on this work.

Councilman Romfh: The oity can not pay for the oil. Unquestionably Mr.•0ardner has made
a mistake and I think the city engineer palled my attention to it at the time the bids were
opened. I don't think there is any disposition on the part of council to take advantage of
a mans honest mistake and I think the best way is to reject all bids and readvertise.
Councilman Ralston; The other oontraotors have bid in good faith and if we reject all bids
On ao.ount of this mistake, there is a question whether the next lowest of the old bids
'should not be accepted.
CounOilssn Romfh: I understand Gardner will submit another bid by adc:ing $2000, which
will still be some $4Q00. under.

A comoittee from the Riverside Improvement Association presented a resolution adopted
by that body on May 5, 1915, requesting the improvement of avenue J from lath to AOth St,
One of the committee also requested the improvement of Osceola Road and lath Street
west of L4wrence Drive, both -of these streets being in very bad shape and main
highways of travel to and from the city.
Mr. Junkin, representing the Improvement Association urged the improvement of Avenue J,
requesting that it be permanently paved.
Councilman ?Lefty thought it would be best to have the engineer look over the ground
and see whist should be done in the way of sewers.

Engineer B. R. flyoe stated that the trunk newer will crone J and another sewer will
run along that street.
Moved by C. ?lefty, seconded by M. G. Ralston that the city engineer prepare necessary
plane and profile for a sewer on Avenue J exoept that already contemplated in the
plane of engineer B. M. Klyoe. Motion oarried.
Mr. Rodgers urged that lights be placed along osoeola road from l2th to 20th and on
126h Street to the city limits.
Councilman Romfh stated that in about 90 days the Board of Equalization will be in
session and assessments can be adjusted so as to take oare of additional improvements;
that the assessment on the outlying districts was made low last year because it was
known that the city could not get to those diatriota.with improvements

Attorney G. A. Worley addressed council, representing contractor F. L. DeVane, who was
the low bidder, stating that he would lite some expression from oou ncil as to the
matter of awarding the contract.
City Zngineer.Tr.ederiok stated that the District comprised approximately 9,000 ft,-
that DeTane bid 4.1093, Pritchard $.1094 and Ashworth .11
Attprney Worley requested advioe.as to present status of the contract; that he realised
oounoil had the right to re4eot any bid or all bids, yet he would like to know the
attitude of council and if any bids ere to be excepted would like to be heard on behalf
of DeVane as be understood there was some thought that DeVane would not be able to carry
out the oontra}ot; that he oertainly was able to do so and to put up the money or otb�ar
security as wanted.

Construction Co. is ;28,646.03; tbe.low bid is approximately 30$ higher that the
prices received on the larger contract which is now under way but on account of the
small size of the contract it is doubtful if outside bidders would bid.on this work
even if it were readvertised; I would therefore recommend that the low bid be aooepter
The oontra.otor has not:named s, data within which the contract is to be completed; I would suggest that three months be sufficient time to allow for the completion after
being notified to begin.
I desire again to bring to the attention of council the fact that there is no
sanitary sewer on Avenue B from 10th to 6th 8t and which area is shortly to be paved.
Practically every lot on this street is already built upon and the house is connected
to the sewers on the cross streets; sinoe then there is no present need for this sewer
and there might never be a need for it, I did not inol.ude the construotion of one in
my plans for paving. In ogee you deem it best to have this sewer.00nstructed, I
will prepare plans and present at your next meeting.
After some little discussion of the necessity for this sewer along Avenue B, the
flmlowing motion was made:

the construction of an eight inoh sanitary sewer along Avenue B from 6th to 10th St.

Moved by C. F. Filer, seconded by X. G. Ralston, that the matter of construction of
sewers along Biscayne Drive and in the Buena Vista section be referred to the finanoe
committeeman and the committeeman on streets for investigation and report at next
meeting. Motion oarried.

Counoilman Ralston stated that the Board of :health had inetruotbd the 'Plumbing Inspects
to draw up a new plumbing ordinance and submit it axe avon as possible; that the Board
will consult with the plumber►, architects and every ne interested which course would
no doubt result in a satisfeotory ordinance; that everyone interested will have time
to go over it thoroughly before it becomes a law.

Councilman Romfh stated that be understood some changed were desired by the fire Chief;
and that he was in a measure responsible for holding up the ordinance because some of the
oityq departments had over -run the budget allowance and as the budget for the ensuing year:
would be considered Ina short time thought it well to hold up the eleotrioa► ordinance
until the edtpense of inspection could be provided for in the budget; that he knew the
ordinance must be passed in order to secure ineuranos rate reduction but it is
desired to dispense with inspection tees and the budget would hate to be arranged
accordingly.
Mr. Abell replied that he had read some correspondenoe with the Southeastern Underwriters
A+esooietioo and the ordinance should be passed before June lst in order toasecure the
reduction. I think the matter should come before council and be threshed out. If Ur.
Romfhrs purpose in holding up the matter to save two months salary is a valid reason,
that is all right.
Councilman Filer: I talked to the Fire Chief and be stated there would be no objection to
leaving the mattes open until everyong is satleied and June 15th, will be all right.
Councilman Romfh: We will have to take care of these expensee in the budget; if the
ordinance is passed the mayor must appoint an inspector otherwise he will lose the power to
appoint him and it will be up to the council.
Councilman Natty: There is a great deal of opposition to fees.
Councilman Filer: The question of fees is hanging it up and I don't see why we should
put it thouught right now.
councilman Ralston: It will take 40 days for the
pasted and I believe we should take some action.
Councilman Filer: There are a nuhber of people

took the matter up with the owner of the property, Mr. Noraoe A. Buys, and after some
search he brought to us your receipt No. 1338 in sum of 41.28 for these taxes for 1912.
Re would therefore request you to present this matter to the proper authority to
