To the City Council, Gentlemen: I beg to inform your honorable body that sometime ago I was in Tallahassee and had a conference with gr. Elliott, state drainage engineer, in references to dredging the Miami river from the railroad track to the channel in Biscayne Bay. Eno,- ing that the state drainage canal was responsible for most of the trouble, I endeavored to get the state to pay all the expense of doing the work, but .-ailed to do so. six. Elliott stated that he had made e. careful estimate of all the cost to do the work in a substantial and permanent wanner, and it was 46,000. and said that if the oity would pat up $3,000. the state would pay the palanoe, I have bean endeavoring to wise the 42,000. from the property owners along that portion of the river affected by t:.is work and be to report the following donations: Van Steamship Company, • Southern Utilities Co. Motion oarried. CITY HOSPITAL MAROI REPORT AND RE^OIM.'ENDATIONS OF SUPT. DA. J.L.NORTf1 FOR NE!+TTAL *Miami, Florida, March 31, 1915. To the Honorable City Council, .Miami, Florida. Gentlemen: 4 herewith is my report for the city hospital for the month just ending. The following patients have been treated during the month. We have had three major operations, two of them on colored patients, one of whom died. She was shot in the abdomen with buckshot, puncturing the intestines in sixteen plaoes, which pore stitched up and for several days we had hopes of her recovery; but she finally developed peritonitis and died. The other colored patient was an amputation of both legs; with a complete recovery in t:enty three days, at whioh time the man left the hospital. The thiia major operation was to relieve a oanoerous growth in the abdominal cavity; patient has done nicely and is now able to sit out on the porch. I hope you will pardon me for thus going into details in giving a little sketch of what is being done in the city hospital, for in addition to what I have outlined above there have been several operations of a minor nature, very necessary and of great benefit to the patient, besides the number of medical oases treated. I do not think the honorable city council realizes the great amount of good that is being done through the means of our little city.hoap,ital. I can not begin to tell you in this short report of the ime.enee amount of goad that has been accomplished and suffering relieved. I wish to go on reoord here and now, in reminding tbe hone ble body that we TVTrEA a new modern hospital building, where we can oars for those who may come to us to be taken oare of; and with the money in their bands with which to pay for all attention. Counoilman Ralston: I have talked to the finance committeeman along those lines and suggest that the council authorise bids to be received on the present hospital property.• we have nearly110,000, in the hpspital bond fund now and the fund raised by the ladies some year• ago amounts to ;;8,000. and if we oan sell that corner for to ,115,000. we will have sufficient funds to start a modern hospital. Mr. Uggested it might be well to hold up the sale,of the present hospital property, e a very valuable site, until tie new oharter is passed when the oity will have ty to issue bonde'foc the balance necessary ever what we have now and thus the pity that valuable property on the Bay front. The Dootors and architects hat $30,000. would make a start toward a modern hospital. Councilman Romfh: I don't think we should sell that property.- It will make a fine little park and I, think we can build a hospital without selling it. Councilman Betty: I think the oity oould oeoure a site from some large land holder, - I believe some of them would be glad to give us a site. Councilman Ralston; Shall we go-ahead and sell the corner or wait until the new oharter is granted and lot the finanoe oommitteeman provide the funds? Counailman ;doDonald: I think it would be a mistake to sell that property; we should keep all of our property. This is right in front of the docks 4nd I advise that it be not sold. I do not think the hosi:'ital property on the Bay should be sold. Councilman MoDonald: The Sanitation Committeeman oan start at once and see whether there is a site available better than our 40 acre traot. As soon as the site is sleated we should have plans mime for e. modern hospital and I think that should be left with the Board of Aealth to figure out. Chairman £rfert'invited any one in the audience who desired to do so, to address oouncilt Mr. Norwood stated that nearly a year ago a petition had been filed with the city council asking that a fire ulsrm box and water hydrant be installed at the corner of 14th and Avenue L, but nothing had been done and that section was without fire protection. That there is an electric light on nearly every pole and some of them burn and that there is no police protection whatever. Councilman !lefty stated the water company is installing fireehydrante as fast,a possibly can, but a great many of the water mains are not large enough to take standard hydrant; that he went over the matter with the Supt. of thw water comp about one week ago and the only thing that oan be done is to extend the mains ark: MaoGonigle gave asouranoe that the water oompary would have an engineer on the grouihd to make a thorough inveetigation of the matter of extending the mains and the renewal of mains all over the city. That everything possible was being done but the water company could not be foroed to lay mains where the oompensation to be reoeived did not justify the expense. That be had asked that some of the old hydrants be installed if they oan be seoured. Counoilman McDonald stated that he felt sure Dr. Maouonigle is anxious to give the oity every facility in the way of mains. That the ezaot situation had been given the Flagler representatives and they informed* that somethin ; would have to be done at once. That after the Doctor had talked to these representatives they were convinced that he is correct and had telegraphed for an expert water service engineer who oame dome and spent several days in the city and went over the whole situation; that his report would be made as soon as possible and no do:bt Miami would have as good a water system as can,be found, unless in the meqntime the city dioided to purchase the water works,.whioh could be done, but he did not know what the prioe would be and gave this simply as information Councilman Conrad explained that sometime ago a petition was received asking that lights be supplied on lath Street to the oity liatts and on the Osceola road from lath to 20th Street, and other parts of the city needed lights and petitions for theta had been received; that he visited all these points with the Su,pt. of the Lighting Company and made notes of the location at whioh lights are needed and platted the order with Dr. MaoGonigle; that he had notioed a newepaper article short time ago commenting upon the fact that the lights had been plaoed but this is not because the order had not been given or that the compa w had refue;d to plaoe them,- that a committeeman follows out instructions of council but oan not do other that phaos orders for such improvements, but that he is satisfied the lights will be planed as soon as the lighting company Can get to the matter. Councilman Hefty replied that he had left the matter with the Tire we who possibly thought the box should be located at some other point; that if anyone has any complaint to make he is ready and willing to reoeive such complaints at any time. Chairman Trfert requested Committeeman lefty to take the matter up with the Fire Chief, SPRINKLING BISCAYNE DRIVE mr. Porter stated that the water wagon has been going as far north as Waddell St and turning back and the residenSs along the drive would greatly appreciate the sprinkling service. Councilman Conrad stated that he would look into the matter and sprinkle the greatest number of streets possible. RXPORTS OF COMHITTIMMIN Finance Committeeman stated that he and the city attorney had made the trip to New York for oonsultation with Caldwell, Masalioh & Reed with regard to charter amendments and they had been worked out in a way which would result in much saving in the oost,of improvements. .:. City Attorney Roae reported that the amendments were being prepared as rapidly as possible and would ask that the council meet on Thursday the 22nd and go over the amended sections carefully. (Assessment roll to olerk April 1e,1915) RE"P'ORT OF STREET COMMITTIIMAN Counoilman Conrad reported that the street gangs had accomplished a great deal in. the way of repairing streets,- on West lath Street the treets were taken away and otherwise improved by surfacing; a large tree that stood in Briokell Avenue had also been removed; all contract work moving along nicely; the roadway work south of the Deering plane is progressing, the contractor having enlarged his force, but there was a great deal more work to be done than was first estimated; the asphalt dressing being applied to a great many streets looks very good;,would look into the matter of street sprinkling as it is possible the driver on the electric sprinkler has not been properly instructed. POLICE COLNITTIIMAN The people in the outlying distriots are prying for more police protection. Councilman Conrad: I think we have a good police force. Committeeman Irfert: We have a good force, if we isould work them 12 hours but we can not work them over eight hours. Complaints are made about speeders on Biscayne Drive but we haven't a m.n to send out there. However, we will do the best we can. I want to report to the Street oommitteeman two trees on Avenue C near First Street that should be removed. Counoilman Conrad: The oontraetsrs and inspectors have instructions to remove any tree in the way of a sidewalk or ourb and gutter and if they have failed to do so they will have to go bank and take them out. COMMITTEEMAN ON PUBLIC BUILDINGS I want to report progress. In regard to speeding on Biscayne Drive, I see it right along and it should certainly be stopped. TINNIS COURTS Moved by N. G.
