Motion oarried. FIRE HYDRANTS IV "MIRAMAR" "Miami, Florida, March 22, 191b.' City Council, City of Miami, Florida. Gentlemen: At the present time there is only one fire hydrant located in Miramar, it balk. located at the southeast corner of Biscayne Drive and the Prado. There lea great deal of building going on in Miramar at the present time and it seems likely it will continue throughout the summer, all of the buildings being of excel:ent class. The residents at Mirmar and the parties who are doing this building are entitled to better fire protection than the one hydrant, referred to, could give them. It seems necessary that at least three additional fire hydrants be placed and I beg to request your body take suoh action as may be customary or necessary to require the Miami Water Co. to install three additional hydrants at the following points: First, northwest corner of San Diego Avenue and O'Reilly Street. Second, southwest corner or Havana Avenue and O'Reilly Street. Third, southeast corner of Sevilla Street and the Prado. Thanking you for your attention, I am Very truly yours, (Signed) F. H. The jury assesses the value of this .property sought to be oondsmned at 3800. and fixed he attorney tees at4400. The oaurt hosts of the prooeedings amount to $47.21, for all of which sum judgment has been entered against the cityof Miami. The oity has already appropriated the strip of land and oonstruoted a street thereon although under the law berote they were entitle& to ppropriate same the judgment should have been paid. The Bryoe Baking Co., has, however,;. interposed no objection to the pity appropriating this strip and constructing a 'street. As attorney for the Bryoe Baking Co. I would, however, request. that in view or the fact that a street has already been constructed by the oity and the land appropriated'that the judgment rendered against the oity be paid, and I would request that a vonobex be sent as for the Sun of $4247.21, being the total amount due. I would suggest that you make this voucher payable to me as attorney for the Bryoe Baking Co. There is a Strip of land 50 feet wide and loo feet in length running from First Street to the south line of that strip of land condemned in the suit above referred to. This strip of lance was formerly a portion of Avenue B bpt was vacated by the city ouunoii of the oity of Miami some 6 or 8 years ago and the Bryoe Baking Co. have a deed to this strip of land. However, if the oity will pay to us the amount awarded for the strip of land oondomned the Bryoe Baking Co. is willing to give a quit olaim deed to the city for the other 100 feet. I wish to say further that after the water company was notified that the w«ter was contaminated they began workin: diligently ana faithfully to remove the source of contamination ana I think since they have shown such faithful efrorts to give the city pure water that4ritieism is uncalled for. The Honorable city 0ounoil, Gentlemen: I desire to call attention to a very pathetic case, in Colored Town; that of a' colored mesa, Alien Jackson, who is a oarpenter by trade, and who always worked before ' being stricken with paralysis. Sinoe his illness, I have token oars of him in my home far more than six months, after which I placed him in one of my hones. ne is unable to pare for himself and has no money. The County Commissioners state they oats not take him at the Poor Farm unless requested to do so byyour honorable body; hens I ask you to pass such an order and thus have him taken oars of at the Poor Farm. On roll call all voted yds. BRIDGES ACORSS THE MIAMI RIVER 12th STREET AND AVENUE D The clerk read the following letter from Harrington, Howard & Ash, of Kansas City, Mo. "Miami, Florida, Maxon 25, 1915 the Honorable City Council, Miami, Florida. Gentlemen: In accordance withyour instructions we have made surveys of the Avenue D and 12th Street co ,singe of the Miami River, from whioh we have prepared detailed estimates of cost of suitable bridges for both orossings. We have prepared two sketches of bridges for the 12th Street crossing, one of steel which contains a vertical lift span, and one containing a double leaf bascule span and concrete approaotes. Owing to the short time available after reoeiving the U. S. Eiginsers requirements for openings siruilar sketches for bridges for Avenue D are not yet completed but they will be very (similar to those for 12th Street. The U. 8. Engineers advise that a clear horizontal opening 75 ft. wide measured at right angles to the stream will be required, and that if a vertical lift bridge be used the clear head room should be 105 feet above high tide. Since both streets cross the stream on an angls,of about 30 degrees the clear horizontal opening must be about 105 feet. Our estimates are based upon 38 ft clear roadways and'two eight foot sidewalks at 12th St. making 62 ft. clear width between handrail, and a length of 298 (set between faces of abutments. In -all oases the piers and abutments will rest on rook, the movable spans will be electrically operated by one man, and the construction will be first class in emery detail. The estimated costs include the oast of engineering and inspection of materials. It is proposed, if the privilege of constructing temporary trestles oan be secured, to carry traffio during construction on the resent swing spans swung out of line so as to connect two temporary structures built alongside the new structures This arrangement will obviate stopping traffic exoept for the short time necessary to remove the swing span after the new bridge is oompleted. Before proceeding with construction it will be neossaary to secure the formal approval of the War Department. This requires the.submiesion of osrtain plane and information to the U. S. Engineers who will, after thirty u aye notion, hold a publics hearing prior to the granting of approval of the plans. Promptly upon your instructions to do so we will submit such plans to the War Department, and will proceed with the preparation of detailed drawings. For both crossings we redommend the adoption of the bascule layouts With reinforced oonorete approaches providing for the traffic above mentioned. We appreciate that at the present moment lees traffic provisions would suffice; also that surtoturss which will serve present purposes may be built for very much less money than our estimates provide, but to adopt oheaper,and lighter structures seems to us inadvisable. The structurse should not only be suitable to the present needs of the city but should meet fully the rapid devel errant which is taking plans, should be competent to oarry all future loads and traffio and should be of the most durable and efficient character possible. We have spent a great deal of money for improvements and I hope if there is any oitimen present who oan give us any intelligent ideas about the matter that he will come forward and do so. I have no doubt that these gentlemen are oapabls of submitting plans but it seems to me the amount involved is suffioient to ask the citizens what they have to say. I am not inclined to ask for too much supervision of the business of the council but I am in favor of getting advice whop a large amount is involved and if anyone here has anything to say that will enlighten us I shall be glad to hear them. Where should the first bridge be built? I was inclined to favor the building of a bridge at Avenue G. thinking there would be great delay to traffic, but I understand little i time will be lost. I think the matter should be talked over by the people if they oars to say anything about it. Counoilman Hefty; I would like to know how much traffic would be blocked. ur. Farrington: On Avenue D. the ohanooe are that traffic would be blocked three or four days. We changed a bridge at Taooma , Washington, in two days. The time necessary is that to remove your draw span. The now span will be placed and ready to 1st down as soon as the old span is out of the way. It might bs two days or possibly three or four days. mayor Watson: This matter has been given a great deal of publicity, an article appeared in the manufacturer's Rsoord, and from that I have received a great many ooamunioations from builders who want to submit bids. I don.t know how far council have gone and would like to know pour wishes along that line. Councilman Ralston: My views are that we want all bridge builders not submitted by themselves by drawn by our own engineers. Gentlemen: PROPOSEDMIAitI RIVER BRIDGES The subject of bridges across the Miami River within the city limits has always been of vita interest tp us, inasmuch as we are tax -payers, business men of this city, Miami Boosters, and last but not least, Bridge Engineers. In company with a representative of our ooneulting engineer, we discussed the matter informally with a member of your honorable body. Through this member we agreed to submit a formal propositionrat an early data. Our proposition was mailed direct from the orrice of our consulting engineer as promised. In the meantime, three days after our informal discussion in fact, the subject of a bridge engineer was brought up in a regular meeting of the oity oounoil, and immsdlats aotion taken. We would respectfully call the council'* attention to the resolution as passed on February 25th, last and ask, if, in view of the present statue of this resolution and . the above facts, the Biscayne Engineering Company is not entitled to an equal consider- ation with all other engineers. Our olients employ us because we are competent and eoonomioal, within reason. We are employed by the 2Psnnsylvania Railroad, the Lake Shore, the Iowa Central, M. L. & T. and Iran Mountain Railroads, all of whom hats oompetent engineers, but they have employed us because we have been able to give them sometning better at less price. We are not here in opposition to the oity but for the oity. We are for our olients at all times. Our olisnte are all our friends and state that we have given them excellent service, and we are hers to serve the city, if it is agreeable, and not to force the oity in anything.. Councilman McDonald: Who would make up these estimates. air. Harrington: Made by myself. We have in the last eight years had our estimates exceeded twine, ones in British Columbia and in the other instance in the wilds of Washington. Mr. Romfh: In your talk with us this afternoon, you mentioned the cost of steel. Mr. Harrington: I recited the report of the State Engineer of Washington. It shows steel delivered by the bridge companies on thier own business, cost 1180. to 180. per ton delivered; in the bridge we just left we got part of the steel for $50. and part for 51.80 delivered. They were bidding on their own designs. It has been stated that a bridge company can tarnish plans for nothing. I spent ton years in the employ of bridge companies and know that end of the work and know I always had to pay the men who ma* the assigns. That cost is figured in their overhead expense. dr. McDonald: I don't see how bridge companies would have to figure so much more on steel for their own business or designs than on others. Mr. Harrington: I think, from..the bridge companies point of view, it is very unfair to say " Come and ,cake a design and bid upon it and take your ohanoee of getting the oontraot" It costs a great deal of money to get up designs and a bridge company knows it can get but about one contract in ten and have to make ten designs in order to get one, and that enters into their overhead expense and it must be pulled out of the work tney get,- they oan not lose it and they must make the price on the nine they do not get. rdr. Heffernan: At lust meeting I was here and endorsed the movement of the Southsids Association for a bridge at Avenue G. I have seen by the paper to night that the eoasulting engineer will recommend that no bridge be built at Avenue 0. Before taking any decided stand on that I will ask Mr. Harrington the approximate oost of the temporary structure whioh will be used while the bridge is being built? tar. Harrington: It may probably be t1000. to $1200. The thought was that a bridge would be necessary at Avenue G in order to provide for traffio during the oonstruotion of the other bridges,- in my judgment that is not necessary beeoasus of the low post of the temporary structures, Mr. Heffernan: It was thought that when the bridge was being constructed at 12tn St. a bridge at Avenue G would be necessary beoause of the increased traffio over the Avenue iL bridge. We are not bridge buildres and didn't know the cost of temporary structures but the engineer says it would post about $1000. whioh is about 1%?5th of the oost of a bridge, whioh knocks out our argument on that contention, but we are strongly in favor of a bridge at Avenue G because of the neoessity whioh exists at this time. We can not submit a pepoposition showing a saving of money by building at Avenue 0, but-t,tink ultimate, there would be a saving and we strongly recommend building the third bridge at Avenue G. mr. Tatum: What is the necessity for a bridge at Avenue 0? Mr. Heffernan: We figure the amount of traffio and the foot t,t Avenue 0 is the main artery north and south and seems to be the most logical place. to build.a bridge. It will help the south side of the city now and what will be the soutk*ids, at the limits will osrtainly be extended if it continues to grow. We build to net the best structures money will buy and believe we oan effect economy of a very unusual degree. A Citizen: I believe a ma3ority of the people are in favor of tbs very best bridge and it is money well invested to employ engineers who thoroughly understand their business The great trouble, it appears to me to night, is that the people fail to realise the post of an adequate bridge by basing their ideas on the old bridges, which are very small and have outlived their usefulness. Mr. Warrington has presented plans taking in the full width of the street, with a permanent bridge and naturally he puts an estimate on that but if it oan be built for lees the oity will profit that much. I have in mind a bridge at Port Huron, Michigan; they had an en inner make 'etiolates andplans at $65,000. which the pity oounoil thought exorbitant and asked for bids from bridge builders and they furnished their own plans and before the bridge was oompletsd it oost the oity $110,000. and a very poor one at that, simply because they did of employ a competent engineer and carry out his plans. It would be a mistake, for 5%, not to employ a supervising engineer. The plans the oons}ilting engineer will prsrsnt will be for all builders to bid upon and I think we shoul5 aooept him as oonsulting anngginssr to build the bridge at lath Street and Avenue D and if it doss cost $75,000 for .aoh bridge, you will issue bonds to run for a number of years and it will be money well invested. If we build a bridge to cost one half that amount you will find that you will have outlived the userulness of the bridge in a few years. If we build adequate bridges at 12th at and Avenue D they will take oar. of traffic for great many years and when the time comes to build at 5th Street and Avenue 0 we mil.. probably be in better shape finanolally. Mr. E. C. Stahl: I think we should build the basoule type, and so far as the post goes, we should isavo that to the arohiteots. I am a tax payer and it doesn't hurt me to pay terse for civic improvements. Mr. Welty: We don't know anything about bridges but we have called in these gentlemen an know they are first class engineers and have asked them to submit plans which they have done and they are sufficient to make me believe it is the. bridge we want; it looks good, the enginser says it is what we ought to have, and so far as the cost goes I think we will be spending money to good advantage by *rooting the bridge hs rs*ommsnds at $75,000 and don't think we ought to do anything less.
