COMMUNICATIONS *Miami, Florida, Maroh 4, 1915 To the Uity Uounoil, gentlemen: At my request, Capt. Tuoker and Mr. Seltzer examined the bridge over the Miami river at Avenue D, and report that the same is badly in need of repairs, a great number of bolts and rods are badly worn, and in their estimation, the parrying oapaoity of the bridge is not over one half of what it was when new; therefore, I would recommend to your honorable body that the necessary rapiers be made. 1 would further recommend that steps be immediately taken to secure a new, modern brtage at this place. in my judgment, should you advertise, asking for plane, specifica- tions and prioes for this brlage, you will at no expanse t0 the oity, get several large bridge building concerns interested. Respectfully submitted, J. w. Watson, Mayor." Councilman Conrad stated that he had personally examined the bridge and that it was beyond repair, practically a scrap heap, and he could not tell whether it was safe for any length of time, and would like to have the pubiio notified that no heavy hauling would be permltte over the bridge; that the bridge may collapse at any time and the only thing to do was to replace it as quiokly as possible. That he had communications from several bridge oompanies and had invited the representative of one of them to come to Miami as he was at Tort Lauderdale supervising the oonstruotiOn of the new bridge scross the river at that point and that the representative oame down during his(Conrad's) absenoe from the city, otherwise he would have been before council; that he had hoped to have someone here to do the preliminary work for a new structure while the bridge was being manufaotured and that he would take the matter up with the mayor. in answer to a question by Chairman £rfert, Mr. Conrad thought it would be well to restriot traffio over the bridge at onoe, and that by securing an experienced bridge man at ono*, the strength of the bridge oould be determined. City Attorney Rose stated that in view of what Mr. Conrad had reported, the Mayor or Street Committeeman should take immediate action for the purpose of at least restricting traffic; to the lighter vehicles even though neosssary to plane officers at each end of the bridge, and also that proper notice be placed at eaoh end of the jaridge, in large letters, showing its condition, as Una in view of the statements made, if the oity permitted the bridge to be used and serious injury to life or property should remelt, a most serious situation Mould develope for the oity from a legal point of view that he would recommend that proper notioes be planed at eaoh end of the bridge advising the public that it is dangerous and that they use it at their own peril and that off ioer• be stationed at ssoh end so as to prevent heavy traffic Ober the bridge. Building Inspector Seltzer confirmed the statements made in regard to the condition of the bridge. Counoi.lman Romfh stated that he had talked to the Treasurer of the Virginia uridge and Iron uoipany about what the oity had done in the way of souring plans and the xeltminary work for a new bridge and that he had been told suoh action was all right .,.t a sated that the pity advertise for alternate • plans also and in this manner get the.WXerent oompanies to bids upon the oity's pleas as well as on other designs and *meg bridge. 1,000$04/104 Hefty stated that in his opinion it would be a useless +elpenditur* of money 10.404Sempt to repair the bridge in view of the statements as to its ooaditias and thought • tke itruet pbi sitteeman Should taken faaediate sotian to restriot traffto and that a p03 io s ra, .,±pax the the bridge tender, oould proteot both sadw of the brads, and prois0 MOT, Mff MEW ;; • to' %hi R6uorablS v tt GOOnO tity.
