The clerk read 'letter from the Mayor under date February 18th, requesting that oounail
donate $150 to the Miami Board of Trade to assist in defraying the expetus of a
delegation to Cincinnati, Ohio, to attend the convention Of the national Xduoational
Association with the object of *souring the oonvsntioan for Miami in 19111, that in
addition to the committee the Board bad also sent to Cinoinnati a oar load of grapefruit.
for distribution among the delegates, of which there were about 4,000, and that one of

Oounoilman Rooth asked the city attorney what the suit would cost.
City Attorney Ross replied that he had been authorised by resolution passed by oounoil
some *oaths ago to take •uoh•aotion and employ suoh associate oounoil as he sight does
Best for the pity and under that resolution he bad employed Mr. W. • A. -Blount of
Pensacola and after some eighteen months oorrsspondenos and a oontsreno• in Pen :tools
lasting three days, Mr. Blount's opinion was rendered and reported to oounoil and
published in the looal newspapers, and for his warless in that'opinion, Mr.•Biount
had char sd the pity $850. w.itob had been paid. That Mr. Blount is of the opinion •
the firs suit to be begun is a suit of • sotment against the F N 0 Ry. for recovery
of the PARZ and expressed the opinion that the pity will win that ejectment suit; that
if the oity wins that suit it places the city in position where it oan dictate terms
to the Railway instead of permitting the railway to diotate to the city as at present.
That the suit in ejectment will cost $5000. and if it goes to the supreme oautt $1250
additional if it settles that one case, and if it settles the whole question whether
by suit or compromise, yr. Blount's fee will be double. Mr. Rose stated that notwith-
standing the resolution he preferred not to begin the suit until specifically directed
to do so by couhoil. That hie fee would be whatever oounoil saw fit to make it.
Councilman Rooth stated it was a question whether thr city could use the property in
front of the park for dock purposes, oven if the oity did win the suit, .and if it
bought the property and built the docks it might not be satisfactory to•tbs government;
and to:bulld looks south of 7th Street would damage a grist deal of high class
property; that if the city did win the suit, the people want to know If the riparien
rights could be used. That the present structure is only a bulk head on a fill and
oould not be used for oosmercial purposes and would not answer the needs of the city,
but a ohannel with piers, 1s necessary, to .bring the boats into Miami harbor, as
shown by sngineer.Randolph. That he would not say the fees are too high, but thought
there were public spirited attorneys in the city who would handle the vase in
oonneotion with the oity attorney and while Mr. Blount has a good reputation, there
ars good attorneys' in Miami and did not believe it would cost $10,000•or =l•8,000. •
and he would not agree to •uob payment at this time, taxes being high and the city •
has a great many improvements to make; that he would consult with local attorneys
and see if they would not be able to give the oity•soasthing if paid for their actual
time.
City Attorney Rose stated that he only advooatsd the employment of Mr. Blount because C
his great s:psrisnoe in water front oases; that he had speoialised on on then and in
the Psnsaoola water front suit Mr. Blount's argument before a committee of the state
legislature was aoepted se final by the committee and praotioally every laOysr present.

commercial harbor for said city between the center line of Second Street
on the south and the north line of Bay Street on the north, *blob plan
