Gentlemen:
I would call your attention to the condition of the TOTO8BO BUILDING. As it
is, it in a firs trap. There are over part of the building big, gas ranges under a
very low wall over the restaurant part and I oonsider it extremely dangerous
especially where so many people oongrsgate. It is also very unsanitary as they
have no way to speedily dispose of their slops, sto.

the authority vested it hie: and serve notioe upon the proprietors that within a
reasonable time the conditions complained of must be remedied; also that the Board of
Health foross look into the unsanitary condition oomplained of. Motion oarried.
The clerk read a letter from R. E. Ball, Superintendent of Public Instruction, Dade
County, cinder data February 8th, 1915, advising that he would attend the Convention
of the National Zduoational Association, in Cinoinnati, February 22-87 and requested
the oo-operation of the council in his efforts to secure the convention fax Miami'in•
1918.
Counoilmaniefty stated that the Board of Trade had arranged to send a representative
to this Convention and also that the moving pioturs films of the oity would be
exhibited by the Board's representative.

Both bills were approved by Mayor Watson, with notation that the work had been properly
done and that E. M. Large was the lowest bidder.

that a public dook be provided for their aocomodation.

the oommitteeman on parks and dooks, motion carried.

was read by clerk, calling attention of council to the foot that the oity's note for
$1500. held by that bank matured on February 4th and requested vouohsr to cover or that

oampaign conducted by the Board of Health)

0o QQoilman Conrad reported on the matter of the oity paying for pertain lights in Point
View, explaining that he took the matter up with the £lsotrio 0oepany with'the idea
that the Company would make a lower rate than the usual charge of $1.25 per month for
the same kind of light, because of the fact that the wires and fixtures bad been
installed by the property holders; he stated that one light an *soh of twenty two poles
was to be paid for by the city and four lights on each pole by the residents of that
section of the city and reoomiLended that 3t be dons although it would mean a few more
lights within the same distance than in other parts of the oity, and offered the following
ketter from the Eleotrlo Company, which was read by the clerk:

of 22 light., at the regular rate, provided Mr. Highleyman will take care of
the expense of the other lights. Motion oarried.
The clerk read a letter from City Attorney Rose under date Pebryary 8th, 1916* •
advising that Mrs. Ida S. Phelps, through her nttorney, Judge J. L. Billingsley,
had made a *lain against the city for alleged injusy sustained by falling upon the
sidewalk on 4th fittest between Avenues B and 0, January llth, last, due to's

reoeived and referred to Councilmen Conrad and Romfh for investigation and report
to oounoil. Motion oarried.
Councilman Rooth stated that condition in the city jail should be remedied and
provisions made to separate the white and negro prisoners and a separate room for
women should also be provided.
Moved by C. F. Filer, seconded by J. A. Conrad that the necessary changes be made
in the city jail, at an expense of not to exceed $200.00 Motion carried.
Councilman Rooth reported that the Mayor had stated the bill of $406. for repairs
and interior decoration of the oity hall was in line with the work performed and
offered the following motion:
Moved by E. C. Romfh, seconded by C. F. Tiler, that vouohar for $406. be drawn in
ssttlement of the bill for $405. covering work done by T. J. Harper in repairing and
painting the interior of ths city building. Motion oarried.
